Operating and personnel costs are also lower in the consolidated school option, with savings approaching $3,500 per student over 40 years in Maine. As a school's enrollment decreases, the square footage and subsequent cost per student increases. Interpretation of the data by the Maine Department of Education is included. 19p. very school's grounds are potential educational spaces where concepts taught within the school building can come alive to students. Research shows that students better absorb and retain math, science, language arts, and other skills that incorporate their immediate environment and use all five senses (Lieberman and Hoody 1998). Once we accept that education naturally occurs both indoors and out, the term "outdoor learning" will begin to seem as strange as the never- used "indoor learning." Thoughtful and imaginative teamwork by designers, teachers, students, facilities personnel, and parents can develop a new or existing school site's full potential in ways that create:
This publication covers the planning and design of school grounds for outdoor learning in new and existing K through 12 facilities. Curriculum development as well as athletic field planning and maintenance are not covered although some references on these topics are provided.
Educators have used the outdoors for teaching, gardening, and physical education for more than 100 years. Interest in outdoor learning ebbs and flows, but a heightened international awareness of outdoor learning exists today.

United Nations Report Validates Old Adage 'An Armed Society is a Polite Society' A report released this week by the United Nations confirms what law-abiding Americans have known for quite some time. That being that criminals prefer victims who cannot fight back.
Based on a crime survey of the world's top industrialized countries, the U.N. report indicates that a resident of the United Kingdom is nearly 3 times more likely to become a victim of violent assault than is a citizen of the United States. The report reveals that Scotland is the most violent country in the industrialized world with over 2,000 Scots attacked every week, which amounts to about 3 percent of the population on an annual basis. England and Wales are close behind with 2.8 percent of the population falling victim to violent assault. By comparison, Americans are victimized by violent offenders at a rate of 1.2 percent.
These latest crime figures are a snapshot of the upward spiral of violent crime in the United Kingdom. The rate of violent crime in the UK continues to grow despite the passage of successively more restrictive laws governing private firearm ownership. While violent crime in the UK has been ramping up, the rate of similar crimes in the United States has been declining thanks in large part to the passage of "concealed carry" laws in over four dozen states.

No. 1 July 2003 Apples to Apples: An Evaluation of Charter Schools Serving General Student Populations Jay P. Greene, Ph.D.
Senior Fellow, Manhattan Institute for Policy Research
Greg Forster, Ph.D.
Senior Research Associate, Manhattan Institute for Policy Research
Marcus A. Winters
Research Associate, Manhattan Institute for Policy Research Executive Summary
Charter schools—public schools that are exempt from many of the procedural regulations that apply to regular public schools—are a widespread but poorly-studied form of education reform. With nearly 2,700 charter schools now educating more than 684,000 children nationwide, policymakers and parents need to know how the education charter schools provide compares to that provided by regular public schools.
Assessing the academic performance of charter schools is difficult, because many charter schools are targeted toward specific populations such as at-risk students, disabled students, and juvenile delinquents. This makes it very challenging for researchers to draw a fair comparison—comparing targeted charter schools to regular public schools is like comparing apples and zebras. As a result, there are very few reliable research findings on the academic quality of charter schools as compared to regular public schools.

A Parent's Guide to Special Ed / Special Needs Glossary of Special Education Terms Prepared by Dr. Joy J. Rogers, Professor, Loyola University School of Education Achievement/ability discrepancy. A criterion often used to determine whether a child has a learning disability. It asks, is the child working up to expectations? One "formula" for determining the presence of a discrepancy has been promulgated by the Illinois State Board of Education. Some districts have developed their own. Some scholarly texts offer alternative formulae. ADA - Americans with Disabilities Act of 1990. This law follows the principles established under Section 504. It provides for the protection from discrimination of persons with disabilities and allows claims for compensatory and punitive damages. Adaptive behavior. A sort of "practical intelligence." It is usually measured by scales that identify how well a person manages within his or her own environment. ADHD - Attention Deficit Hyperactive Disorder.
