Billings When Congress passed the Individuals with Disabilities Education Act of 1975 (IDEA), the lawmakers probably did not foresee the consequences. To this day, they don't seem interested in dealing with those consequences. School boards and administrators, on the other hand, deal daily with the consequences of the special education industry that has grown up around children with learning and physical problems, the myriad court cases that have expanded the special education mandate beyond all reason, and the refusal of federal lawmakers to fund this most burdensome of mandates. Of all the issues that school leaders must address, special education may be the most difficult. No one wants to appear to be denying these children the help they need to receive an appropriate public education. Aggressive and politically savvy special education advocates have won court case after court case requiring local schools to provide an ever-expanding array of educational and medical support to children with disabilities, in some cases virtually turning schools into hospitals. Federal regulations and fear of lawsuits inspire truckloads of often ridiculous paperwork. Given the breadth of the law, the power of the special education industry, and the emotional appeal of a child in need, it is nearly impossible to limit the money that can be spent on these children. These same factors make it easy for children to be routed into the special system who do not belong there. The all-purpose "learning disabled" category allows teachers and parents to obtain extensive special education services for children who may simply be discipline problems.

Read them again, because this applies even more to those whose children have special needs. I remember talking to a teacher of slow learners. She was indignant that one of her former students was to be homeschooled. The child was already immature, she said, implying that being among her family would make her more so. Later I talked to her mother, who said that once her child was removed from an immature peer group she had improved dramatically. This seemed eminently plausible to me. That is not to say that your child should be removed from all peer contact. All homeschoolers I know are careful to see that their children are around other children in many situations. Church groups, Scouts, Camp Fire Youth (NOT just girls) and 4H are groups that are willing and eager to serve ALL children. It is an act of courtesy to inform the group leader in advance of the first group meeting, so that any special accommodations can be made and so that any appropriate explanations can be made to the other children. Don't forget that social behavior is taught by people of all ages, and that your child will benefit from exposure to a variety of friends of differing ages. What about socialization for the parent? I assume you already know the ways to get along in group situations, but homeschooling a special child can get pretty lonely. You can attend meetings of one or more homeschool support groups, you can start your own group if there is not one nearby, you can try the support group for parents of children with your child's difficulty, and you can join the council for Exceptional Children. While the Department of Education encourages school district board of directors to consider a policy that would embrace the participation of a student with a disability in the ceremonies of graduation (copy of letter enclosed), the final decision is left to each individual school board. Recently, the Governor of Illinois signed in to law on January 22, 2005, “Brittany’s Law” (copy enclosed) requiring school districts that operate high schools to allow children with disabilities who have completed four years of high school, but who will continue to receive special education, related services, vocational training, or transition services in accordance with their IEPs, to participate in the commencement ceremonies with their classmates. The bill addresses a problem that has arisen occasionally where school officials have denied students with disabilities the opportunity to participate in graduation ceremonies with their age peers. I would like Pennsylvania to follow the lead of the Illinois and pass a similar bill.
