New study shows minorities face more stops on some Illinois roads

SPRINGFIELD, Ill.
Black and Hispanic drivers in large downstate cities are pulled over by police at a rate that far exceeds their share of the local population, according to an analysis of data from more than 2 million traffic stops last year. Springfield had the biggest gap: 42 percent of its traffic stops involved minorities, even though its population is only 16 percent minority. It was followed by cities such as Peoria, Rockford and Joliet. An Associated Press analysis of the traffic study also found that after being pulled over, minorities were more likely to be ticketed than white drivers. And minority drivers were more likely to have their cars searched and to be found with drugs and weapons, the numbers show.

PANEL STUDY TO TRACK IMPACT OF ILLINOIS WELFARE REFORM
EVANSTON, Ill. - A recently formed University Consortium on Welfare Reform, headed by Northwestern social policy expert Dan A. Lewis, received funding of $1.3 million from three Chicago-area foundations to study the impact of new state welfare laws on former and current Illinois recipients and their families. The project is funded by the John D. and Catherine T. MacArthur Foundation ($600,000), the Joyce Foundation ($500,000) and the Woods Charitable Trust ($200,000). Investigators for the ambitious six-year panel study will report annually to the Illinois General Assembly on how 1,500 welfare recipients fared in efforts to find and retain jobs and reduce dependency on public aid. The study will focus on four key issues: workforce attachment; job retention and advancement; children's well-being; and family stability. The project is an innovative collaboration of academics and state government, with support from foundations, to produce a multifaceted portrait of the effects of welfare reform at the state level. The government will provide administrative data, and the academics will have a rare opportunity to funnel their results directly to policymakers. Systematic information, based on both administrative and survey data, will be reported to Gov. George Ryan and his department heads, state legislators, researchers, advocates and the public.

Description of the Illinois River Basin Major Water Quality Issues Communication and Coordination
In 1991, the U.S. Geological Survey (USGS) began the full-scale National Water Quality Assessment (NAWQA) program. The long term goals of the NAWQA program are to describe the status of, and trends in, the quality of a large, representative part of the Nation's surface- and ground-water resources and to identify the major natural and human factors that affect the quality of these resources. In addressing these goals, the program will produce a wealth of water quality information that will be useful to policy makers and managers at the National, State, and local levels. The NAWQA program emphasis is on regional scale water-quality problems. The program will not diminish the need for smaller scale studies. and monitoring presently designed and implemented by State, Federal, and local agencies to meet specific needs. The NAWQA program, however, will provide a framework for understanding the regional and national water-quality conditions that cannot be acquired from smallscale programs and studies. Study-unit investigations of 60 hydrologic systems that include parts of most major river basins and aquifer systems throughout the Nation are the building blocks of the national assessment. Cell-phone ordinance improves safety
July 10, 2005 On Friday, Chicago became the largest U.S. city to require drivers to use hands-free cell phone devices while behind the wheel. Violators face a $50 fine, and drivers involved in an accident while talking on a cell phone will be fined $200. While no regulation can eliminate all dangerous driving habits, this ordinance sets an important safety standard. Hands-free cell phone devices eliminate blockage of peripheral vision and free both hands for maximum vehicle control. Studies show that drivers who use hands-free cell phone devices have improved steering accuracy, faster braking reaction time and less speed variation than drivers who use hand-held phones. The ordinance also increases safety by raising awareness about the dangers of cell-phone distracted driving and encourages drivers to engage in safe use practices. More than 40 of my 49 City Council colleagues joined me in co-signing this important ordinance, and polls conducted by local media outlets have shown strong support for the measure among Chicagoans. Several other Illinois cities have followed Chicago's lead and are considering similar legislation. They join 37 states that have debated cell phone legislation just this year.
