October 23, 2003 STATES, CITIES, ENVIRONMENTAL GROUPS SUE BUSH ADMINISTRATION ON GLOBAL WARMING, CHALLENGE EPA'S REFUSAL TO REDUCE GREENHOUSE GAS POLLUTION BOSTON - Attorneys General from 12 states today joined with three major metropolitan cities, one island government and several prominent environmental groups to formally challenge the Environmental Protection Agency (EPA) on its failure to regulate greenhouse gas pollutants, the leading cause of global warming. "As is evidenced by the wide range of governments and environmental groups who have signed on today's legal challenge, global warming is no longer some abstract idea far off in the future — it's a serious threat of growing concern to the public," Massachusetts Attorney General Tom Reilly said. "Five months ago, Massachusetts joined with two other New England states in suing the Bush Administration over its failure to take action. Today, 12 states, three major metropolitan cities – including New York City, home to 8 million people – the island government of American Samoa, and virtually every major environmental group in the country are calling on the EPA to act."

PURPOSE OF PROPOSED PROJECT The purpose of the US Route 30 Corridor Study is to provide a transportation system improvement that will enhance east-west mobility while accommodating projected year 2023 travel demand within the study area. As with any transportation improvement project, this study will avoid or minimize potential environmental affects. The transportation system improvement is needed to: 1. Improve Regional Mobility. This need addresses providing alternate access to residential areas and job centers around the City of Morrison and minimizing truck traffic through town. 2. Accommodate Lane Use Planning Goals.

        Douglas P. Scott, Director
        Doug Scott was appointed Director of the Illinois Environmental Protection Agency effective July 1, 2005 by Governor Rod Blagojevich. Doug Scott was born in Rockford in 1960 and graduated from Rockford East High School in 1978. He returned home after receiving his Bachelors Degree with honors from the University of Tulsa in 1982, and graduating with a law degree with honors from Marquette University in 1985. Serving as Assistant City Attorney and City Attorney for Rockford from 1985 to 1995, Doug worked with local residents, city staff and elected officials on ways to address Rockford's needs, including aggressively going after slum landlords and helping to start the city's recycling programs. While working for the City, Scott began the curbside recycling, compost collection, used tire, used engine oil and household hazardous waste collection programs that are still in successful practice today. He also represented the City on a number of environmental issues.

When Not In Our Town first aired on PBS in 1995, the community of Bloomington/Normal embraced the campaign as their own and became the first Not In Our Town city. Since then, Not In Our Town campaigns have sprouted up across the state, as communities throughout Illinois have become increasingly committed to putting a stop to hate crimes and racial intolerance. Bloomington
    Bloomington hasn't experienced hate crime locally and its residents want to keep it that way. Following a mayoral proclamation in 1995, Bloomington hosted town forums about racial intolerance at churches, union halls and the local high school, and police wore Not In Our Town buttons to raise awareness. Citizens voted to post signs declaring "No Racism, Not In Our Town" to greet people entering the city. Bloomington has held Not In Our Town events every year since then, including a march to the town's oldest African American church, where participants signed up to help rebuild churches burned in the rash of arsons in the South. Citizens from Bloomington, including City Council member Mike Matejka, Barbara Adkins from the Mayors' office and student Liz Halbert, helped spread the movement across the state.

By Costas Spirou and Larry Bennett (DeKaIb: Northern Illinois University Press, 2003, Pp. xi, 212, $28.50). Professors Costas Spirou and Larry Bennett have written an interesting essay about the economic and social impact of sports arenas in an urban setting. They have selected Chicago in the 1990s as their primary subject and time of study. While most of their research and analysis deals with developments in Chicago, they are careful to place these examples in a broader national setting. In addition, the authors present a short analysis of the current state of urban planning in American cities as the metropolitan centers change from manufacturing to service economies.

    This case study synthesizes interview data with other sources to paint a descriptive picture of governance and related issues facing Illinois' higher education system. It is based on documents gathered from public offices, higher education institutions and relevant publications. Interviews with state officials, education administrators, board members, faculty, and staff took place in March and May of 1995.

    Illinois, with nearly 12 million residents, ranks fifth among the case study states and sixth in the United States in the size of its population. It is the 14th most diverse state (15 percent African-American, 8 percent Hispanic, 3 percent Asian) in the United States, with a relatively stable African-American population and rapidly growing populations of Hispanics and Asian/Pacific Islanders. Overall, Illinois anticipates static enrollments and static funding for higher education as the student population becomes more diverse and less prepared. Downsizing government and increasing productivity and efficiency are high priorities for the state.
    Illinois residents are relatively affluent, young and well-educated. As summarized in Table 1, Illinois ranks at or near the top of the study states in terms of per capita income and the proportion of high school graduates in the population. It has a relatively low proportion of its population in poverty compared to other study states. The state is about average among study states in potential tax revenues and the level of education for the general population. It is also about average in its high school dropout rate and the percentage of families who report that English is not spoken in the home.
