Regional Office of Education #17 The Illinois State Board of Education is a group of nine people who have been appointed to represent all Illinois citizens in setting policy for the public schools. Its responsibility includes preschool through high school, as well as adult education and vocational education.
The board consists of nine (9) members appointed as follows: 2 appointees from Cook County, one of whom must be a resident of the City of Chicago and one of whom must be a resident of that part of Cook County outside the city limits of Chicago; 2 appointees from the five counties contiguous to Cook County; 2 appointees from among the remaining counties in the rest of the state; and 3 appointees selected as members-at-large.
Board members are generally selected on the basis of their knowledge of, or interest and experience in public education. Many members have served on local school boards and/or in other educational capacities, such as teaching and administration. The Board meets at least once a month in plenary session, and Board members also participate in numerous committees and policy study groups.
Board members welcome comments and inquiries about education and they are available to meet with and/or speak to groups that have an interest in the schools. Such contacts ensure that the Board adopts policies which truly represent the wishes of the people of this State.

Research on Early Childhood Education
Kathleen Cotton and Nancy Faires Conklin INTRODUCTION Education in the second half of the twentieth century has been characterized by increases in the provision of educational programs for preschool-age children. The largest wave of preschool education activity has been the federally funded Head Start program, established in the 1960s to help children overcome the cognitive, social, emotional, and physical deficits that frequently accompany growing up in economically deprived homes. By providing an array of educational and social services to children and their families, Head Start programs are designed to foster general well-being and enhance school readiness, so that these children might gain the full benefit of their school experiences and be more successful in life generally. If Head Start and other programs for economically disadvantaged children can be shown to make a positive difference in these children's school and life experiences, their impact can be very widespread. Schweinhart (1985) points out that one-fourth of all children under the age of six are living in poverty, and that three-fifths of the mothers of three- and four-year-old children now work outside the home. However, fewer than 20 percent of the nation's threeand four-year-olds from poor families are currently enrolled in Head Start programs. Kindergarten enrollment has also increased dramatically in recent years. While only seven states mandate kindergarten attendance, about 95 percent of all children currently attend kindergarten (Sava 1987), and 23 percent of these attend full-day programs (Karweit 1988).

FAQs What Is the Illinois Prekindergarten Program for Children at Risk of Academic Failure? This state-funded program provides grant money to local school districts. The districts use the money to set up preschool education programs specifically meant to serve children identified as being at risk of academic failure. Local school districts and community-based agencies can apply for grants through the Illinois Early Childhood Block Grant to fund prekindergarten programs for children identified as at risk. (
Are programs funded by the Illinois Prekindergarten Program available to all preschool children? During fiscal year 2000, these programs served 73% of the children identified as at risk for academic failure. ( What is the history of the Prekindergarten Program for Children at Risk in Illinois? This program began over 15 years ago as part of a school reform program presented to the Illinois legislature (in 1985-1986). It is administered through local school boards, and quality is emphasized. The program is also intended to collaborate with other early childhood programs, such as Head Start and various child care organizations. The program has grown to serve 22% of 4-year-olds in the state during the 1999-2000 school year. (
