Illinois
Registration/Licensing/Accreditation: There is no general requirement in Illinois that non-public schools register with, be licensed by, or be accredited by the Illinois State Board of Education, although certain non-public school facilities need to be approved to serve public school special education students. However, non-public schools have the option of applying for registration and recognition on a voluntary basis. A school is registered when it has filed with the Board a "Nonpublic School Registration, Enrollment, and Staff Report" furnishing such evidence as required to assure compliance with federal and state laws regarding health examination and immunization, attendance, length of term, nondiscrimination, and applicable fire and health safety requirements. Minimum requirements for the recognition of nonpublic schools cover the organization, administration, instructional programs, instructional programs, extra-classroom activities, pupil services, school facilities, and personnel. (all revenue sources) little more than a year after they passed education finance reforms that provided a quick fix for the state's economically pinched districts, Illinois lawmakers are still seeking a cure for what ails their school funding system. Most of the state's 921 school districts saw dividends from a 12.6 percent boost in state general education funding last year, following the legislature's 1997 vote to set minimum per-pupil spending levels through 2001. What happens after 2001, though, is something that lawmakers and school officials are still grappling with. The education funding legislation, which targeted aid to poor districts in particular, did not address what many believe to be the central flaw of the finance system: its heavy dependence on property taxes. And the new education dollars come from such less-than-reliable revenue sources as cigarette, gambling, and telecommunications taxes. "The whole connotation of smoking and gambling for the kids is negative," says Ben Schwarm, the director of government relations for the Illinois Association of School Boards. "It's not a permanent solution."

  • MIXED BAG : Governor Rod Blagojevich signed legislation last week that raises the charter cap in Chicago to 30, paving the way for 15 new schools to be created within the city. This may seem like good news, but there's more to the story. In addition to raising the cap, the compromise bill restores collective bargaining powers to the city's teachers so that they can negotiate such issues as whether to privatize and class size. The new law may be viewed as a victory for the Chicago-based union and charter advocates, but charter proponents throughout the rest of the state are shaking their heads in dismay.     PROSPECTING : Prairie State legislators are considering expanding their law to allow for more Chicago charters. A measure which passed the state senate would raise the cap from 15 to 30 schools but would also create more restrictions on chartering that many proponents there view as manageable given the current need for more schools. Prospects for charter expansion in the Windy City have been stagnant since the bill passed in 1996.

      Doug Scott was appointed Director of the Illinois Environmental Protection Agency effective July 1, 2005 by Governor Rod Blagojevich. Doug Scott was born in Rockford in 1960 and graduated from Rockford East High School in 1978. He returned home after receiving his Bachelors Degree with honors from the University of Tulsa in 1982, and graduating with a law degree with honors from Marquette University in 1985. Serving as Assistant City Attorney and City Attorney for Rockford from 1985 to 1995, Doug worked with local residents, city staff and elected officials on ways to address Rockford's needs, including aggressively going after slum landlords and helping to start the city's recycling programs. While working for the City, Scott began the curbside recycling, compost collection, used tire, used engine oil and household hazardous waste collection programs that are still in successful practice today. He also represented the City on a number of environmental issues.

    State's leaders seek a new agenda for higher education

    Jerry Blakemore, chairman of the Illinois Board of Higher Education, heads the agency that operates Chicago's Comiskey Park. For Illinois public higher education, this is a time to wonder and worry. After eight years of generally benevolent treatment from Republican Governor Jim Edgar, the colleges and universities must learn to live with a new governor - either Republican George Ryan, who is now the Illinois secretary of state, or Democratic Congressman Glenn Poshard - neither of whom has had much to say about higher education during the campaign. There are other new faces in important jobs. Jerry Blakemore, chief executive officer of the Illinois Sports Facilities Authority (which owns and operates Comiskey Park, home of the Chicago White Sox) is now chairman of the Illinois Board of Higher Education, the coordinating agency that must approve budget requests and new academic programs for both four-year institutions and community colleges. After more than 17 years as executive director of the Board of Higher Education (BHE), Richard Wagner stepped down this year and has been replaced by Keith Sanders, an Illinois native who was a vice president in the University of Wisconsin system.

    While the politics and demographics of Illinois, Michigan and Wisconsin are similar in many ways, their charter school showings are quite different. Michigan has 173 charters, Wisconsin has 83, but Illinois has only 19, and 13 of those are in Chicago. A CATALYST Michigan: Charter mills
    The reason Michigan has so many charters is obvious: Any state university, community college or regional school board can issue one. If an applicant is turned down by one authorizer, it can approach another. In Illinois, charter applicants must seek the backing of local school districts; rejected applicants can appeal to the Illinois State Board of Education, but it has sided with the school board in 90 percent of the appeals.
    Unlike Illinois, which grants charters only to independent, non-profit organizations, Wisconsin grants charters to school districts themselves.
