DFI Home
The Diversifying Higher Education Faculty in Illinois Program (DFI) was established by the Illinois General Assembly and signed as Public Act 093-0862 on August 4, 2004. This act combines the Illinois Consortium for Educational Opportunity Program (ICEOP) and the Illinois Minority Graduate Incentive Program (IMGIP) into a single fellowship program. The purpose of DFI is to increase the number of underrepresented faculty and staff in Illinois institutions of higher education and higher education governing boards. The DFI legislation that passed August 4, 2004 also established a new Program Board for the fellowship program. This 21-member board will be responsible for overseeing policy and procedure modifications for DFI. For a list of the 2005 Program Board members, click

Mrs. DeRonne has been a member of the Board of Education since 1993. Through the years, she served the board as secretary, vice president, and chair of the Policy Committee. Prior to her election to the Board, Mrs. DeRonne was a founding Board member of the District 205 Foundation, and has also served PTA, AAUW, and League of Women Voters. She is currently a reference librarian at the Elmhurst Public Library. A lifetime resident of Elmhurst, Mrs. DeRonne and husband Bill have three children. Illinois Schools Legislative Issues Increased Access to School Counselor Services Increased Access to School Counselor services by allowing for additions to the current approach for School Counselor Endorsement To allow more students access to school counselor services we are proposing an additional approach enabling qualified and appropriately trained persons to become certified school counselors. This bill would provide the authority to the Illinois State Board of Education and the Teacher Certification Board to draft rules that would allow for school counselor certification without obtaining an Illinois teaching certificate.
  • School Counselors Certified in other states. It would allow ISBE and the State Teacher Certification Board to establish rules to allow certified school counselors from other states, who have experience as school counselors and equivalent or greater educational experience as Illinois requires, but who do not have teaching certificates in those states, to be certified in Illinois.
  • Counselors who do not have a current teaching certificate. It would allow ISBE and the State Teacher Certification Board to establish rules to allow counselors to become eligible for the Type 73 school counselor certificate if they had a master's degree in counseling and equivalent or greater educational training that meets all current state requirements for school counselors. The person would also need to pass the ISBE School Counselor Examination.

      I am a former Board of Education Member, serving on the Wilmette BOE from 1999-2003 and I have another perspective on "how competitive" Wilmette schools really are!
      First, I agree that more money does not make a better educationnot even at New Trier or in Wilmette. But, the belief and perception that it IS the money spent on the schools that produces the New Trier results is promulgated deliberately. This belief provides a common ground for all of the "more money" advocates: local BOE and school administrators, the NEA, the National Association of School Boards, and lobbyist groups like Ed-Red (association of suburban Chicago superintendents), bus companies (and their owners who sit on boards of education), education union members, education attorneys, and the school construction industry including the architects that lead boards into hugely expensive building projects requiring referenda, and so on.
      The entire North Shore housing economy depends on folks outside of New Trier township believing its "Schools are the best because of the financial commitment as evidenced by NT test scores and college admission statistics." Maintaining this image that a lot of tax money buys superior education is THE NUMBER ONE preoccupation of the administrations and BOE of Wilmette and New Trier schools.

    Local Efforts An Educational Service Center (ESC) survey of its directors and technology specialists was conducted to determine the extent and manner of Illinois school districts' use of technology to obtain sufficient information on which to base policy direction. Because ESCs provide a variety of technology-related services to local school districts, their staff seemed a reasonable source for this information. The results of this survey tend to confirm national data suggesting that slow progress is being made in integrating technology into education. The averages reported by ESC personnel indicate the following:
    • Less than 10 percent of Illinois school districts are making use of multiple technologies as part of an overall plan for restructuring their schools.
    • The use of technology as part of the total curriculum has not yet begun in 76.4 percent of Illinois districts.
    • For 44.6 percent of the districts in Illinois, technology is, at best, a resource for teachers and students.

    P-16 Partnership for Educational Excellence, 1998-2002
    The Joint Education Committee (JEC) is a statutory body composed of board members from the Illinois State Board of Education, the Illinois Community College Board, the Illinois Board of Higher Education, and the Human Resource Investment Council. The JEC is charged with developing policy on matters of mutual concern to the four agencies. It met regularly during the Ryan administration and pursued a substantial agenda, driven primarily by a “P-16 Partnership for Educational Excellence” that was ratified by the three education boards in February 1999. The P-16 Partnership agreement has one goal – to increase educational attainment in Illinois. In addition to long-term objectives, the Partnership adopted these three priorities for immediate action:
    • College-Ready Kids: smoothing the transition from high school to college
    • Classroom-Ready Teachers: improving the recruitment, preparation, and development of classroom teachers
    • Log-on Learning: expanding the use of technology to improve educational opportunities.
