Lewis-Clark State College began creating a reputation for its teacher education program over a century ago. LCSC offers students an innovative Elementary Teacher Education Program that is refined yearly to meet current educational standards. After completing Principles of Education (ED 214), all college, general education core and prerequisite courses, and an entrance exam, students with a GPA of 2.75 or better may apply for entry into the Teacher Education Program. Upon acceptance into the program, students may enroll in Phase II, Professional Studies coursework and continue on to Phase III, Professional Internship.

Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

A fifteen dollar ($15.00) nonrefundable fee shall accompany each 14 application for certificate changes that are processed subsequent to the issu- 15 ance of the original or renewed certificate. The fee shall be used by the pro- 16 fessional standards commission for payment of the reasonable expenses in per- 17 forming its duties and responsibilities as approved by the state board of edu- 18 cation and a portion of the fees shall be used by the state department of edu- 19 cation to partially defray the cost of the office of certification.

GOVERNOR'S SALARY PROPOSAL FAILS TO MAKE AYP
"We are taking home less money now than 4 years ago." That's the amount Gov. Kempthorne has recommended the legislature increase salaries for Idaho's public school employees. Additionally, the governor proposes the state cover only half the cost of all salary increments.
  • IEA President Kathy Phelan: "IEA members across this state are sorely disappointed by this proposal. The truth is that a 1% increase in pay means most public school educators will actually see their take home pay decrease next year. The governor's proposal is insufficient, and the IEA will be asking legislators to do much more." While there are some parts of the governor's recommendations public school educators will cheer (see below), the salary recommendation falls far short of what the IEA, Dr. Howard, and other members of the Education Coalition believe is required. (Note: Dr. Howard's budget request includes a very modest 3% salary increase.)

Return to Table of Contents Idaho State Board of Education policy requires the review of educator preparation programs every five years to ensure that the institution meets standards for program approval. Idaho State University programs were most recently reviewed in February of 1997 by the Idaho Professional Standards Commission using the NASDTEC standards in place at the time of the review. Based on evidence reviewed during their visit, the state evaluation team concluded that all Idaho State University College of Education programs met or exceeded standards, and all programs were recommended for approval and subsequently approved by the Professional Standards Commission and the Idaho State Board of Education. In spring of 2000, the Idaho State Board of Education adopted the Idaho Standards for the Initial Certification of School Professionals as the standards for state approval of educator preparation programs. The Idaho State University College of Education is the first institution in the state to be reviewed using the new standards for program approval. Educator preparation at Idaho State University represents a university-wide collaborative effort involving four colleges and 25 departments. At the undergraduate level, teacher education candidates major in the College of Education while taking secondary teaching majors and minors and elementary education components in departments in other colleges. Undergraduate programs in health education and graduate programs in speech pathology, education of the hearing impaired, and school counseling are housed in the College of Health Professions. All other professional education programs including early childhood education, elementary education, library science, special education, physical education and physical education athletic administration, educational administration, and school psychology are offered through the College of Education.

In addition to completing departmental major requirements, students must make formal application and complete an interview for admission to the Teacher Education Program. Licensure/Certification Licensure/Certification requirements vary from state to state. Additionally, some states offer alternative or provisional licensure. In general, it is best to complete a licensure program at one of the institutions in the state where you intend to teach. This typically reduces the bureaucratic overhead involved in getting the state teaching license you seek. Additionally, not all states offer clear reciprocity for licenses earned in other states, so additional requirements may need to be addressed when an individual chooses to teach in a state other than the one they were licensed in. Something else to consider when choosing a licensure/certification program is that each higher education institution has their own requirements designed to address the state requirements. North Carolina Licensure: Questions and Answers Who needs a license in North Carolina? All professional employees of public schools must hold a license for the subject or grade level they teach or for the professional assignment they hold. In what areas are licenses issued? Licenses are issued in administrative, supervisory, student service, and teaching areas. For more than a decade, the National Board for Professional Teaching Standards (NBPTS) has been raising the bar for what teachers should know and be able to do in the classroom. Established after the landmark 1986 Carnegie report , A Nation Prepared: Teachers for the 21st Century , the National Board is an independent, nonprofit, nonpartisan organization that aims to improve student learning by strengthening teaching. The board's rigorous national certification process asks teachers to reflect on their own performance and skills. Teachers submit portfolios, student work samples, videotapes, and analyses of their classroom teaching and student learning. More than 4,800 teachers have successfully completed the grueling, yearlong application process so far, earning praise from President Clinton for "being challenged to fulfill their greatest potential." Who are they? Nationally certified teachers average 15 years in the classroom. More than half have earned master's degrees, and 2 percent have doctorates. Although 95 percent teach in public schools, they are well dispersed geographically, with 29 percent teaching in rural schools, 32 percent urban, and 39 percent suburban. North Carolina and Ohio lead the nation in the number of nationally certified teachers. In the Northwest, Idaho has emerged as a regional leader, with 88 nationally certified teachers by the end of 1999, according to the NBPTS. Washington follows with 23; Montana, 12; Alaska, 10. So far, Oregon has no nationally certified teachers, although 34 of the state's teachers are currently pursuing certification, according to a recent story in
