A Conversation on School Libraries in Idaho
by Norma Jean Sprouffske and Judy Ferro How would you characterize the quality of library services currently being offered to Idaho students across the K-12 spectrum by the state’s public schools? NJS We all know that Idaho has many fine school library staff doing their best with the resources they have. So let’s take a step outside of our world and look at this from a non-Idahoan’s vantage point. I feel Idaho has mixed grades. State-funded LiLI databases and the Idaho State Library’s support are among our shining stars. Another star is the opportunity for professional development and networking that the Idaho Library Association and intra- and inter-district library groups provide (e.g., regular meetings held by Meridian’s secondary media generalists or Canyon-Owyhee Library Group). Outsiders would see that we have many challenges on the road to quality library services. For instance, Idaho accreditation does not require certified personnel in its K-12 school libraries nor specify much in the way of guidelines for a school library media program. Some untrained paraprofessionals share horror stories of basically “You’re hired.

2004/2005 School Year Classes Offered 2004/2005 ELEMENTARY INTERNSHIP
One or Two Semesters
Grade Level: 12 This course offers students the opportunity to explore the field of education through worksite placement. Students will work with an elementary teacher for two class hours during the semester. Students are to provide their own transportation, follow the Bishop Kelly attendance policy (more than 9 absent days equals loss of credit), and dress code. Grade is determined by attendance, written and on-site assignments, and teacher input.
LIBRARY AIDE
One Semester
Grade Levels: 11, 12
Prerequisite: Librarian/Counselor Approval Students accepted as library aides will be provided opportunities to work under the supervision of a certified school librarian and to acquire learning and experience in the practices and techniques which enable media centers to function in an efficient manner. In addition to working at the circulation desk, students will be trained to assist in locating and shelving books, filing magazines and engaging in special projects as they arise. They will be taught to assist students in the care of books and equipment as well as in using the media center's resources to locate information. Training will also be provided in utilizing the center's technology equipment-hardware, software and online products. The course is graded on a Pass/Fail basis.

Craters of the Moon Resource Chests contain materials to help prepare pre-and post-trip lessons about the monument. These chests contain a Craters of the Moon video tape, other related videos, slide sets with scripts, maps, teachers' curriculum guides, rock specimens, and a number of other references and pamphlets.     Two of the students each will receive $50,000 college scholarships. All others will get $1,000 scholarships. The two top winners will be announced at a Free Spirit ceremony at the National Press Club on March 24.
    The scholarship winners will be brought here to receive their awards and participate in a journalism conference which culminates with attendance at the Al Neuharth Free Spirit of the Year Award ceremony. At the event, students will have the opportunity to meet the 2003 Al Neuharth Free Spirit of the Year, Greg Mortenson, a Montana humanitarian who has dedicated his life to establishing schools in Central Asia.
    The program, funded by the Freedom Forum, began in 1999 to honor Neuharth, founder of the Freedom Forum and USA TODAY. The scholarships and conference program are designed to assist students who are pursuing journalism careers and to inspire them through conference sessions with prominent media professionals. The Close Up Foundation assists the Freedom Forum in administering the program.
    "We want to encourage these young people to become free-spirited journalists who dream, dare and do," Neuharth said.

    Bonneville High School and Hillcrest High School are accredited by the Northwest Accreditation Association, and middle schools and elementary schools meet approved State standards. Accreditation assures standards for class size, qualifications of teachers, school facilities, libraries, instructional materials and curriculum.     Community Development Planning Draws Record Crowd in Kuna BOISE
    - About 225 people filled the Kuna High School Auditorium March 8 for a chance to comment on local community development issues, a record turnout in the five-year history of the Idaho Community Review. ICR helps communities design and implement development strategies. Typical turnout for the public-input phase is about 50 people. "We had youth, seniors, families, business leaders and ecclesiastical leaders turn out," said Zella Johnson, Kuna city council member. "The Chamber of Commerce did a wonderful job, and the marketing and advertising efforts within the community were tremendous. I believe people really want to be heard, and much of our success owes to the fact that they know they are being heard." The main topics were concerns over transportation and bridge access in the northwest part of town, parking, recreation, school support and infrastructure. ICR is a collaboration among private and public entities such as Idaho Housing and Finance Association, the Association of Idaho Cities, Idaho Rural Partnership, Boise State University, Idaho Department of Commerce and Labor, and HUD's Idaho field office. IHFA participates on the ICR Planning Team and works with communities to address local housing and other needs. "Housing affordability is a growing issue in rural Idaho," noted IHFA's Housing Resources Coordinator Erik Kingston. "it's critical to include in any community an economic development discussion."

    IHFA Garners Four Idaho Press Club Awards BOISE -
    The Idaho Housing and Finance Association has received multiple Idaho Press Club Awards for the fifth consecutive year, IHFA officials announced. IHFA’s Communications Department competed in the Public Relations category with other Idaho companies and agencies:
    • 1st place in the Nonprofit Campaign subcategory for the Finally Home! home buyer education program; 2nd place in the Newsletter subcategory for the 1999 Cornerstones newsletters; 3rd place in Web Site General Excellence for www.ihfa.org; and 3rd place in Script Writing for the "Family Self-Sufficiency Program" video script.
    This year’s Idaho Press Club Awards received a nearly 1,000 total entries. Shannon Preim, APR, with the Oregon School Board, judged entries in the Public Relations division based on reader/viewer interest, originality, technical/writing excellence, fitting category criteria, impact of story lead and writing style. Web sites were judged by Mark Giese with the University of Houston School of Communications. Other divisions of competition included Daily and Weekly Newspaper, Magazine, Television, Radio, Student and Arts in Idaho.
