  • In her appearance before the Joint Finance-Appropriations Committee today Idaho State Superintendent Dr. Marilyn Howard asked lawmakers to increase state funding for public schools. Dr. Howard's request totals $1.09 billion, an increase of $80 million in state support over the current year. Of that, about $20 million is "stay even" funding to accommodate growth in student enrollment and charter schools, and to pay for an increase in employer contributions to PERSI. She identified the following as her top three funding priorities:
    • $33 million in new salary funds:
      • $9.3 million to cover increased costs related to enrollment growth and increase in the number of charter schools

  • House Education Committee (HEd) members continued to debate the merits of HB 217 during this morning's meeting. The measure, sponsored by the school boards association, attempts to eliminate the requirement that school districts provide a system of support for new teachers, including mentoring, peer assistance, professional development, and administrative support. As we've been reporting for the past week, if enacted all teachers in their first two years of employment would be "at will." The school boards association introduced a "companion" bill during today's committee meeting that calls for a two-year pilot program to study teacher mentoring. They are asking the HEd to pass both pieces of legislation. It was apparent by the end of today's meeting that more "tweaks" were needed before a number of legislators would be comfortable. Consequently, HB 217 will be back on the agenda for further debate next Tuesday.

in IDAHO By Norma Jean Sprouffske and Judy Ferro What follows is an email conversation between two Idaho school librarians. The remarks of the librarians are responses to my questions questions that I hoped would bring before the reader an appraisal of the condition of school libraries in the state, an analysis of the causes of that condition, and suggestions for ways of ameliorating it. The questions were initially sent to Ms. Norma Jean Sprouffske (NJS), who contributed her remarks and then sent them on to Ms. Judy Ferro (JF), who added her comments and returned the email to me.

Fees for Copy Cataloging Participants
Fees for copy-cataloging libraries were determined with input from the LiLI Unlimited Ad Hoc Advisory Committee and the LiLI Advisory Board. The ad hoc committee determined the criteria upon which fees would be based: student enrollment for K-12 schools and full time equivalent employees for all other copy-cataloging libraries. In addition, they determined that the cost-sharing formula should allow the state to meet its obligation to OCLC with just 75% of public library participation. If participation exceeded expectations, then the formula could be adjusted downward when the cost-sharing formula is reviewed. It is anticipated that the established fee schedules will remain through fiscal year 2007-08. Once the project reaches full implementation statewide (by December 2006), an advisory team will review the cost-sharing formulas for future years to ensure that costs remain fair and equitable for all participating libraries.

Reaching Out to Public and Private Sources for Science Program Funds
If you're searching for ways to fund science programming, you may be surprised at the number of resources available. Let's start with the most obvious, the Web site of the National Science Foundation, or NSF: www.nsf.gov/home/programs/recent.cfm . Although many of the grants offered by NSF are highly technical and aimed at higher education researchers, scientists, and laboratories, there is also funding for K-12 education programming. For example, the Math and Science Partnership (MSP) program unites K-12 schools, higher education institutions, and other stakeholders in mathematics and science education. It is a major research and development effort, supporting innovative partnerships to improve K-12 student achievement in mathematics and science. Another NSF program, with its own Web site, is the Presidential Awards for Excellence in Mathematics and Science Teaching:
