ADMINISTRATIVE LAW JUDGE DECISION
The Idaho Division of Financial Management (Idaho) appealed the decision of the Division of Cost Allocation (DCA) requiring repayment of $238,648 in federal funding awarded under various federal programs for the fiscal year ending June 30, 1999. That amount represents the federal share of $1,142,732 paid into an internal service fund that Idaho uses to provide routine maintenance, repair, custodial, security and other services at state-owned buildings housing Idaho state agencies, some of which administer various federal programs that provided the funding pursuant to Idaho's approved Cost Allocation Plan (CAP). DCA determined that Idaho had transferred the moneys to a different fund (not part of Idaho's CAP) that was established primarily for capital projects such as the construction, renovation, repair and remodeling of state buildings. DCA sought repayment of the funds on the grounds that they were not used as Idaho agreed in its CAP and were not spent in a manner that was consistent with the purposes for which they were awarded.

General Description Environmental Quality Incentives Program (EQIP) is a voluntary conservation program from the USDA Natural Resources Conservation Service (NRCS), re-authorized in the 2002 Farm Bill . The program supports production agriculture and environmental quality as compatible goals. Through EQIP, farmers may receive financial and technical help with structural and management conservation practices on agricultural land. EQIP may pay up to 75 percent of eligible conservation practice costs. Incentive payments may be made to encourage a farmer to adopt land management practices, such as nutrient management, manure management, pasture management and wildlife habitat management. Incentive payments are limited to three years in order to encourage land owners to adopt better management. NRCS accepts applications for EQIP all year, with one or more ranking periods set annually.

NPS Program Resources New: Request for Proposals 2006 For More Information What is Nonpoint Source Pollution? Unlike pollution that is discharged directly from a pipe into surface waters, nonpoint source (NPS) pollution comes from many diffuse sources. It generally does not have a single point of origin. NPS pollutants can be natural, such as sediment, or human-made, such as chemicals and toxics. They are generally created in or on the land and carried off by stormwater runoff when it rains or the snowpack melts. As the runoff moves, it picks up and carries away the pollutants, finally depositing them into nearby surface waters, including streams, rivers, and lakes. Nonpoint pollutants may eventually leach into ground water. This hazard is especially important because more than 90 percent of Idaho's drinking water comes from ground water.

"Most of the soft white winter wheats that we grow in Idaho were not developed for irrigation," says University of Idaho wheat breeder Ed Souza of Aberdeen. Like the standard-bearer Stephens, they were developed before farmers began managing their crops intensively and coaxing their grains’ productivity to its genetic limits. "When something is working well, it gets through the farmer grapevine pretty fast," says John Peake, elevator manager for General Mills in American Falls. Consumer economics for Idaho kids New exit standards for state high schools mandate education in consumer economics, but most Idaho teachers lack training and materials in this subject area. To address this need, Marilyn Cross Bischoff, extension educator in Ada County, together with Linda Fox, director of the School of Family and Consumer Sciences at UI, provided statewide training for Idaho teachers August 10 and 11 in Boise. HIGH SCHOOL FINANCIAL PLANNING Recognizing that young adults generally are ill prepared to handle finances responsibly, extension educators at the UI College of Agricultural and Life Sciences looked for a program to address the deficiency. They turned to the National Endowment for Financial Education (NEFE), a private entity based in Colorado that focuses on financial education for youths. Using a revised curriculum introduced last summer, the program strives to help schools meet new standards for economics education in Idaho. The program is available at no cost from the non-profit organization. The NEFE student guide includes units on financial planning, career choice, budgeting, savings and investments, credit, and insurance. Each unit includes an overview, basic instruction, visual and participatory aides, and action steps. It also includes all of the related teaching resources and a final exam. The need for more comprehensive education in economics and finance is clear. Research shows:

With assets of more than $2 billion and a statewide scope of operations, the Idaho Housing and Finance Association is often viewed in the same league with Idaho's other major financial institutions. Throughout its history, IHFA has provided funding for the purchase of more than 46,500 homes for Idaho families. During the 1990s, IHFA funded $1.7 billion in home loans, and a record $257 million in 2000 alone. IHFA consistently ranks as one of the nation’s top-producing HFAs in mortgage dollars invested per capita. A 1997 study by three independent research and consulting firms identified eight top-rated HFAs—including IHFA, all known for their "history of good management and frequent innovation."
