Fiscal Officers Portal Business Resources Cash Management Improvement Act The federal government enacted the Cash Management Improvement Act of 1990 (CMIA) to ensure greater efficiency, effectiveness, and equity in the exchange of funds between the federal government and the states, territories, and the District of Columbia. The CMIA regulations require the calculation of an interest liability due to the federal government when the State receives federal funds in advance of disbursement to vendors, sub recipients, or program participants. Similarly, when the State incurs costs for federal programs prior to receiving federal funds, the CMIA allows the State to calculate interest due from the federal government. To implement the CMIA, the federal government prescribed regulations for the transfer of funds for federal programs between the federal government and the State. The CMIA requires an annual Treasury-State Agreement (TSA) between the U.S. Department of the Treasury, Financial Management Service, and the State of Idaho, Division of Financial Management. It has kept a good balance between revenues and expenditures, has been responsible in its use of tobacco money and has fully funded pensions. It presents its financial information in a way that taxpayers can readily understand. But the state is deficient when it comes to anticipating the future. Its rainy day fund is too small at 2.2 percent of general fund revenues; the governor wanted to hoist it to 5 percent last year, as other states have been doing in flush times, but the legislature refused. CAPITAL MANAGEMENT: B- The biggest strength here is in a solid effort by both agencies and the state to track capital projects. As a result, most efforts come in on schedule and on budget. HUMAN RESOURCES: B A new emphasis has also been placed on recruitment. Written tests have been cut back, and managers are allowed to hire on the spot for hard-to-fill positions.
