Idaho Weed Awareness Campaign
Summary of Major Accomplishments
1) Continued the weed educational program in several Idaho school districts by distributing 700 Idaho Invasive Weeds Toolkits to teachers. These toolkits were disbursed by Idaho Ag in the Classroom, Idaho Rangeland in the Classroom, CWMA’s, County Weed Superintendents, state and federal agencies and private landowners. IWAC is currently revising the toolkits to target three levels of education: 1) elementary 2) middle school 3) high school-adult.
2) Established a knowledge threshold for media, government and private entities related to weed control education in Idaho:
• Drafted and sent over 25 press releases and 6 editorials to the Associated Press for release in Idaho. • Helped publicize weed projects by coordinating media relations for counties and their weed control efforts. www.idahoweedawareness.org • Conducted several radio interviews on press releases pertaining to noxious weeds in Idaho. • Completed four 1-minute radio commercials on how to avoid spreading noxious weeds.

1.04 GENERAL INFORMATION 1.04.01 HISTORY OF THE COLLEGE (Rev: 2/2002, 1/2003)
The College of Southern Idaho represents a shared vision and a collaborative effort of the citizens of the Magic Valley. This vision began to take form as early as 1952 when a Stanford doctoral student wrote his dissertation, "A Junior College Survey of Twin Falls County, Idaho." Several years later (1960) the Twin Falls Chamber of Commerce established a junior college committee to actively pursue financial support to make this vision a reality. At the same time, classes were begun in Buhl under a private institution called Southern Idaho College. An inadequate tax base caused the Board of Education to discontinue the effort, although many of the individuals involved later helped develop CSI. Two years later the Federal Government facilitated the College of Southern Idaho's development by providing federal aid for building academic facilities. In 1963 the Idaho legislature passed the Junior College Act, which provided for the establishment of junior college districts. Twin Falls County voted to form a junior college district in November 1964. The following year Jerome County citizens voted to join the junior college district. The first academic classes were held in the evening at Twin Falls High School, while vocational classes were held at a facility located at 1300 Kimberly Road in Twin Falls. The administrative offices were housed in the hospital annex building that used to be located directly east of Magic Valley Memorial Hospital. The College was governed by a Board of Trustees that hired Dr. James L. Taylor as the first President of the College of Southern Idaho. He served as President until his death in November of 1982. Gerald R. Meyerhoeffer, former Vice President, became President in 1983.

Over the years several regulations have been adopted that have as their purpose the protection of students' rights. Of particular interest are the following:
Americans with Disabilities Act and Section 504 of the Rehabilitation Act of 1973: Section 504 of the Rehabilitation Act of 1973
as amended, provides that no otherwise handicapped individual in the United States . . . shall, solely by reason of his handicap, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance.
The Americans with Disabilities Act (ADA) of 1990
provides comprehensive civil rights protection to individuals with disabilities and prohibits discrimination on the basis of disability in employment, places of public accommodations, state and local government services, and telecommunications.
The Buckley Amendment: The Family Educational Rights and Privacy Act (FERPA)
more commonly known as "The Buckley Amendment," provides students with access to their school records. A detailed outline of the Albertson College "Student Records Policy" (Link) is contained in the policy section of this handbook.

The parent or guardian of any child resident in this state who has attained the age of seven (7) years at the time of the commencement of school in his district, but not the age of sixteen (16) years, shall cause the child to be instructed in subjects commonly and usually taught in the public schools of the state of Idaho. Unless the child is otherwise comparably instructed, the parent or guardian shall cause the child to attend a public, private or parochial school during a period in each year equal to that in which the public schools are in session; there to conform to the attendance policies and regulations established by the board of trustees, or other governing body, operating the school attended. 33-206. June 30, 2003 Dear HSLDA Members and Friends, Last week we informed you of a threat to Idaho homeschoolers. The Governor's Task Force was considering a proposal for mandatory registration, testing, and oversight of homeschoolers. Your response to the call for immediate email and faxes was overwhelming. Hundreds of letters flooded the Task Force, making quite an impact. Your message that homeschoolers do not need or want any more regulation was heard loud and clear. The Education Committee of the Task Force, after an hour of debate, declined to approve the Draft Recommendation which called for registration and testing of homeschoolers. This is the good news.
