Click here to download it. The Individuals with Disabilities Education Act (IDEA), 20 U.S.C.  1400 et seq., provides federal funds to assist state and local agencies in educating disabled children. The IDEA conditions the receipt of such funds upon a state's compliance with certain goals and procedures. State legislatures and departments of education have enacted statutes and promulgated regulations respectively to ensure compliance with the IDEA requirements. While the federal IDEA statutes and regulations require schools to conduct functional behavioral assessments (FBAs), they provide little to no guideance on what an FBA is or how to conduct one. Therefore, states have begun to step into the void and pass laws and regulations that are more specific. A 50 State Survey of Requirements for the Education of Language Minority Children

Ms. Garcia is also a scholar at the University of California at Berkeley for the Foundation for Teaching Economics.
Ms. Morgan is also an Ashbrook scholar at Ashland University. Introduction Schools around the United States are now faced with education a growing number of children who lack basic English skills. According to the National Clearinghouse for Bilingual Education , there are 2,437,723 Limited English Proficiency students in the U.S.1 Only a few years ago, many schools had never dealt with a language minority child. Today, an increasing number do. The challenge of providing a quality education to all students is doubled when schools must also teach a child an entire new language as well as academic courses. Over the last 30 years, elected officials, education agencies, and the courts have established guidelines for the education of these students. Federal requirements allow states a wide deal of latitude in selecting the most effective programs for their limited-English-proficient (LEP) students. Many states have enacted their own laws governing the management and style of programs for LEPs. These laws have been developed in cooperation with, or under coercion from, federal agencies and/or activist organizations. The result has been a patchwork of laws and regulations that can vary greatly from state to state.

NON-TENURE TRACK FACULTY PROMOTION GUIDELINES AND REGULATIONS PURPOSE: To establish criteria, regulations and guidelines for promotion of non-tenure track applied technology program faculty.
I. Philosophy
The strength of Applied Technology programs is, in part, a reflection of the quality and expertise of the faculty responsible for delivery of those programs. The philosophy of Applied Technology education and training is to employ faculty who are proven experts in their crafts. The professional development of that faculty is an ongoing process and in keeping with the role and mission of the institution: primarily teaching, supplemented with professional growth and development, and service.
The performance of a faculty member shall show increasing competence and excellence to warrant promotion. The process should reflect technical and instructional skill competence upon entry as a Standard Instructor; the ranks of Advanced Instructor and Senior Instructor are indicative of particular excellence in both teaching and technical competency. All faculty must be willing to play an active role in institutional activity and provide assistance in the professional development process of new faculty.
