FIRST STEPS is a nationally recognized child abuse prevention program offering parenting support, education and referral resources to all parents. The process includes a specially trained volunteer that visits in the hospital birthing center with the parents and provides them with an educational Expecting Baby or Welcome Baby packet filled with information, community resources, a developmental calendar, a child's book, song booklet and book of rhymes. The volunteer offers three months of follow-up information to parents via phone calls and mailings. $2,500.
Coeur d'Alene: Parents Reaching Out to Parents / Abuse and Neglect Awareness Program for High Risk Families
This project will help families of children who have disabilities (physical, mental, emotional) be aware of the many types of abuse and neglect that take place in their day to day living. Groups for family members will provide support and enhance the community resources and services that are available. $2,500.

Special emphasis is given on how to implement Part 301 (Preschool Grants for Children With Disabilities - Section 619 of Part B of the Individuals with Disabilities Education Act) and Part 303 (Early Intervention Program for Infants and Toddlers with Disabilities - Part C of the Individuals with Disabilities Education Act.) Part C (early intervention) is for infants and toddlers through age two, and Section 619 (preschool) is for children ages 3 through 5. PLATO The ISIMS project was built on the findings of extensive state research into effective student information and management systems and on lessons learned from a 13-district student information management program piloted in 2001 by the Idaho Department of Education. Idaho implemented ISIMS to address three specific needs across the state’s education system:
  • Consistency: Prior to launching the ISIMS project, there were 17 student information systems (SIS) in use in Idaho school districts, and most were incompatible. ISIMS provides a consistent, centralized system to provide information and tools to diagnose problems, prescribe activities, and improve educational decision making. Reporting: Learning: Teachers needed improved access to proven educational resources, and the state hoped to improve overall academic achievement. By providing every teacher with access to appropriate, real-time, standards-aligned information and resources for improving teaching and learning, ISIMS hopes to ensure that every child reaches their full potential for academic success.
ISIMS will feature leading-edge technology and tools that parents, students, teachers, principals, districts, and state officials can use to improve learning and meet the accountability mandates of NCLB. When implemented, all 742 public schools in the state will use the same system. “ISIMS will be a valuable tool for teachers, who are using data to improve teaching and learning, and for parents to monitor their children’s progress,” said Marilyn Howard, Idaho state superintendent of public instruction.

National Education Association Helps Improve
Urban Education with Grants to Local Communities
WASHINGTON, D.C. Grassroots initiatives that promote a spirit of cooperation among local educators, students, and urban communities are being recognized by the National Education Association (NEA) in the 1998-1999 NEA Urban Grants Program. This year, grants will be awarded to new teacher mentor programs, parental partnerships with educators, efforts to improve student test scores, and child rearing programs for new parents. School reform programs in 25 urban areas will each receive $4,000 from the NEA. "The only credible hope for millions of urban children is a reformed and revitalized public education system," says NEA President Bob Chase. "I applaud our local affiliates for tackling the challenges and embracing the task of improving schools in their communities." The awards are part of a larger NEA effort to improve the quality of education in America's public schools. NEA has invested more than $70 million over the past decade in public school improvement projects that empower teachers to address specific or systemic problems. Over 150 urban grants have been awarded since the program's inception in 1985.
