The Idaho Education Association This is the IEA's Legislative Hotline for Monday, January 17 th HOTLINE HEADLINES EDUCATION COMMITTEES BEGIN RULES REVIEW
  • As we reported last week, many legislative committees spend the first few weeks of the session reviewing rules. These are the implementing processes adopted by state agencies (e.g., the State Board of Education) between legislative sessions. Both the House and Senate Education Committees began their review of proposed SBE rules today. The process for approving or rejecting rules is much different than the lawmaking process. The education committees have two options. They can either approve or reject a rule. They cannot, however, change or amend a rule. Another significant difference is that if only one of the two education committees votes to approve a rule it automatically is approved. In order for a rule to be rejected, both the House Education (HEd) and Senate Education (SEd) committees must vote it down.

State Department of Education Requirements Although all states must comply with the federal provision of No Child Left Behind, many states have programs for mid-career changers individuals who already have a bachelor's degree—that are alternatives to the traditional route to teacher certification. Just as teacher certification requirements differ from state to state, so do alternative certification program offerings. In the State Departments of Education directory, RNT provides resources developed by the National Center for Alternative Certification: a coded list of alternative certification programs offered in each state, and an alternative licensure key that describes details about the types of programs offered by each state.
As this information about alternative certification is subject to change, you will still want to call for the most up-to-date information. Some states offer this information online and others will mail you a packet about state-approved alternative certification programs and requirements.

US State Government Aid The Free Application for Federal Student Aid (FAFSA) is used to apply for most state loan, grant and scholarship programs, in addition to the federal loans and grants. When you submit the FAFSA to the US Department of Education, they forward the information on the form to the state student assistance agency. Each state has a different FAFSA submission deadline. If you submit your FAFSA by March 1, you will be in time for all state deadlines, other than Michigan. If you miss the deadline, you will be ineligible to receive state aid for the entire academic year. Procedures for applying for state prepaid tuition programs and the national guard differ from state to state. The amount of information provided on the state web sites varies from state to states. Some states provide comprehensive information about residency requirements , loan, grant, scholarship and prepaid tuition programs and other state aid programs. Others provide minimal information. We recommend visiting the sites for both your state of residence and for the states of the colleges to which you are applying. A B C D ...

Geologic Hazards Earthquakes
Geological and seismological studies show that earthquakes are likely to happen in any of several active zones in Idaho and adjacent states. Idaho is ranked fifth highest in the nation for earthquake hazard. Only California, Nevada, Utah, and Alaska have a greater overall hazard. Idaho has experienced the two largest earthquakes in the contiguous United States in the last thirty years the 1959 Hebgen Lake earthquake (M7.5) and the 1983 Borah Peak earthquake (M7.3). Both tremors caused fatalities and millions of dollars in damage. In all parts of Idaho, the historical record of seismicity reveals at least a moderate threat from earthquakes. The Idaho Geological Survey addresses earthquake concerns by studying faults and seismic activity, and by promoting earthquake education programs. The Survey works closely with other agencies in planning state and regional earthquake policy and response, and participates in regional organizations such as the Western States Seismic Policy Council (WSSPC).
