- September 17th each year. Observes the anniversary of the US Constitution being completed and signed and approved, 1787) "In 1940, Congress designated the third Sunday in May as "I am an American Day." Many cities continue to observe this holiday. On February 29, 1952, President Harry Truman signed a bill establishing September 17 as Citizenship Day replacing the May observance and moving the date to the one on which the U.S. Constitution was signed in 1787. The intent of the bill was to give recognition to those who had become American Citizens during the preceding year. The celebrations include pageantry and speeches to impress Americans with the privileges and responsibilities of U.S. citizenship." Source:

"Helping Horseshoe Bend" Dan Wright
AmeriCorps*USA Member
Idaho TRIO AmeriCorps Program
Horseshoe Bend High School
Horseshoe Bend, Idaho I lead a circular life. I usually drive off at 7:00 in the morning into the cold and dark with a cup of coffee in my hand. I sometimes don’t pull out of Horseshoe Bend until late, when it is cold and dark, and I have a cup of coffee in my hand. Everything that happens in between can be exciting, frustrating, rewarding, aggravating and unforgettable. It takes over a half hour each morning for me to reach my site in the small town of Horseshoe Bend, Idaho. I like the drive. I use the time to prepare myself for day, to set my goals and make plans. I also prepare for what might go wrong. It isn’t easy working with at-risk high school students. They are usually frustrated and lacking motivation. They need help in almost every area. Their extensive needs is what makes my position at the school so interesting. As Horseshoe Bend’s first AmeriCorps member I was allowed to develop the position around my strengths and the most immediate needs. I haven’t been able to meet every goal, but AmeriCorps’ presence has helped the school in many ways. Horseshoe Bend applied for its AmeriCorps member through the Idaho TRIO AmeriCorps (ITAC) program. ITAC is an education based program that focuses on needs for people of all ages. Members serve throughout the state of Idaho, working as mentors and tutors. The sites range from schools to colleges to prisons. According to ITAC’s mission statement, "Current educational resources can’t meet the need of all Idaho’s students, especially those with special needs. Helping students stay in school, get better grades, learn about career opportunities, and become more productive citizens is the goal of the Idaho TRIO AmeriCorps program."

The Madison Early Childhood Center, a cooperative effort between the Boise School District's Early Childhood Special Education Program and Head Start , opened in the fall of 2004. Collaboration between the Boise School District and Head Start programs will help ensure that all children have the services they need to be successful in school. Early Childhood Special Education classrooms in our school provide services to developmentally disabled preschool children between the ages of 3 and 5 and support to their families. Our goal is to better prepare our students for school and reduce the need for special education services once they begin kindergarten or first grade. Madison's Head Start classroom provides comprehensive developmental services for low-income, pre-school children, focusing on education, socio-emotional development, physical and mental health, and nutrition. The Center has morning and afternoon sessions in 4 Early Childhood Special Education classrooms and 1 Head Start classroom. Classes are in session Tuesday - Friday. Enrollment at Madison is by referral. Please visit our

Homeschoolers, like all educators, often fall into the easy trap of spouting educational jargon until it becomes almost meaningless, especially to newcomers. We forget, perhaps, that everyone was once a newcomer. The term "unit studies" is an especially slippery fish of a term, because it can mean so many things. It may refer to a relaxed, interest led frolic through a subject, initiated by a child's interest in, for instance, cars. The child reads about cars, draws cars, examines the insides of cars, takes cars apart, measures cars, studies the math and science of cars, bakes and eats car shaped cakes, and builds a model car.

Because of this, District 25 Testing Director Ronda Black said the district will be offering "school choice" this year, giving parents the option to enroll their child in a school that is not a "needs improvement" school. The federal No Child Left Behind Act mandates that if a school is designated "needs improvement" two years in a row, the district must offer parents "school choice." District officials cannot say until late August how many or which schools in the district did not meet Average Yearly Progress, which is the method for measuring scholastic improvement mandated by the Federal No Child Left Behind Act, and the basis for the "needs improvement" designation. Even though some of the schools did not meet AYP, district officials are pleased with the results.
