    Idaho State Journal - December 12, 2003 POCATELLO Pocatello could be in the power generating business within a few years. During a Thursday morning study session, the City Council discussed building municipal windmills or hydroelectric generators to fill the city's electric needs, and possibly to produce a small amount of electricity to sell to Idaho Power. Proposals range from erecting a 50-megawatt plant, to producing just enough electricity to cover the city's power needs. The project is being considered as a long-term cost-saving measure. City officials estimate it would take seven years before savings from the operation would exceed construction costs. "We're trying to look at all kinds of issues as far as generating revenue for the city," said Councilman Gary Moore. "For the long-term health of the community we're just looking at some of those ideas." The Idaho Department of Water Resources will make a presentation about wind energy to the City Council on Feb. 12. City Environment and Floodway Engineer Dan Sharp said the windmills would be located on ridge lines.

    State Smoking Restrictions for Private-Sector Worksites, Restaurants, and Bars - United States, 1998 and 2004
    Secondhand smoke is a known carcinogen ( ). Exposure to secondhand smoke causes approximately 35,000 heart disease deaths and 3,000 lung cancer deaths among nonsmokers in the United States every year ( ). Implementing policies that establish smoke-free environments is the most effective approach to reducing secondhand smoke exposure among nonsmokers ( ). Smoking restrictions and smoke-free policies can take the form of laws or regulations implemented at the state or local level or of voluntary policies implemented by private employers and businesses. Smoking restrictions limit smoking to certain areas within a venue; smoke-free policies ban smoking within the entire venue. One of the national health objectives for 2010 is to establish laws in all 50 states and the District of Columbia (DC) that prohibit or restrict smoking in public places and worksites. A related objective calls for all worksites to voluntarily implement policies that prohibit or restrict smoking. To assess progress toward meeting the first objective, CDC reviewed the status of state laws restricting smoking as of December 31, 2004, updating a 1999 study that reported on such laws as of December 31, 1998 ( ). This report summarizes the changes in state smoking restrictions for private-sector worksites, restaurants, and bars that occurred during 19992004.The findings indicate an increase in the number and restrictiveness of state laws regulating smoking in private-sector worksites, restaurants, and bars from 1999 through 2004. At the end of 2004, however, 16 states still had no restrictions on smoking in any of the three settings considered. Although secondhand smoke exposure among U.S. nonsmokers has decreased sharply in recent years, a substantial portion of nonsmokers continue to be exposed to secondhand smoke (

    Emgold Mining Corp. employees as well as members of the community who hope to see a return to the glory days of mining in Grass Valley, turned out in force on Tuesday evening to demonstrate their support for the proposed reopening of the Idaho-Maryland Mine. On the agenda were four mine-related items: Approval of the Economic Viability Study, Application Review Procedures, Request for Proposals for the Master Environmental Assessment and Environmental Impact Report (MEA/EIR), and agreements with consultants to provide staff assistance and consulting services to the city.
    Given the size and unusual nature of the proposed development, city council members had decided last March to hire an independent specialist to study the economic viability of the project before proceeding with the application process. Should mining occur at the site, it would be the only medium to large-scale mining project in the State of California and the only one of any size to operate within the boundaries of an incorporated city. Throughout the state there are currently only a handful of small mines in operation. Also, the Idaho-Maryland project, if approved, would be the first mine operated by Emgold.
    Almost without exception, junior mining companies like Emgold confine their activities to exploration (finding reserves) and, if they find reserves worth pursuing, they seek the financial backing of a senior mining partner to provide the capital for development, extraction, processing, and reclamation. Senior mining firms have access to more affluent, stable stock exchanges as well as predictable cash flow from the sale of minerals. Emgold, headquartered in Vancouver, has been trading on the TSX Venture Exchange since 1989. It plans to go it alone through the sale of equity securities.

    A credentialed study released on February 8, 2005 The Potential Economic Impact of Restored Salmon and Steelhead Fishing in Idaho concludes that a restored salmon and steelhead fishery would bring almost $550 million every year to Idaho's economy. Download the Ben Johnson Associates study (PDF download). In 2001 a limited fishery gave Idaho's rural river communities a taste of what true restoration could bring. With only 42 river miles open to fishing, where more than a thousand were once crammed with salmon, Idaho brought in $90 million. A restored fishery, abundant harvestable populations of salmon, that is, would be a 170 percent increase on those numbers, the study reports. Extrapolating that same increase to the 2001 fishing season impacts of Oregon and Washington would mean than salmon and steelhead sportfishing could bring in more than $5.5 billion per year to the Northwest . Business leaders say that even half that number would bring an economic boom to river and rural towns and a large increase in jobs to the Norhwest.

    State of Oregon Study Area Abstract
    The United States Environmental Protection Agency's Environmental Monitoring and Assessment Program (EMAP) is conducting a study in the western United States (EPA Regions 8, 9, and 10) that will advance the science of ecological monitoring and demonstrate techniques for regional-scale assessment of the condition of ecological systems. To move toward an improved monitoring approach EPA has begun the Environmental Monitoring and Assessment Program (EMAP). EMAP is a research program that is used to develop the tools necessary to monitor and assess the status and trends of ecological systems. EMAP had its beginnings assessing the effects of acid deposition on large geographical areas of the U.S. during the 1980s. Out of that work came the concept of probability-based monitoring and the need for regional-scale assessments. EMAP's goal is to develop the scientific understanding for translating environmental monitoring data from multiple spatial and temporal scales into assessments of ecological condition. The landscape component of the Western Pilot study provides information that has multiple management implications. Regional Landscape Atlases and Landscape Data Browsers will be provided to assess the spatial distribution of landscape stressors on aquatic ecosystems across each region. This will assist regional managers in understanding how landscape conditions contribute to varying aquatic resource conditions. As such, the atlases also will contribute to formulation of specific management actions for different geographic locations within each region. The first step in providing regional atlases will be to test and demonstrate landscape assessment methodologies on sub-regional areas of high importance to each Region.

    The Public Health Service will also set up Metropolitan Medical Strike Teams (MMST) in each of the original 120 cities designated in the Nunn-Lugar-Domenici Amendment, which receive partial funding from the Nunn-Lugar-Domenici Program. To date, 47 cities have Metropolitan Medical Strike Teams in place. Metro Medical Strike Teams respond on the request of local authorities in charge of the incident. The MMSTs' focus is mass medical treatment and mass decontamination ability. They also facilitate coordination between area medical facilities to assure efficient use of available resources. MMSTs are 129 person teams divided into three groups, each consisting of 43 people. The MMSTs have a diverse makeup, consisting of physicians, nurses, paramedics, EMTs, HAZMAT technicians, and law enforcement officers
