Executive Summary BBI International very much enjoyed the opportunity to organize and conduct the 2001 EWS. As in 2000 and 1999, it was strikingly clear how each state has its own niche opportunities, needs and aspirations. It was a dynamic process in which we had the opportunity to take part. Six new workshops were held in the 2001 Series and support was given to the 2000 (and even the 1999) Series states to encourage continued activities. The location and dates of the 2001 EWS workshops were: January 11, 2001 – Boise, Idaho May 10, 2001 – Salt Lake City, Utah June 4, 2001 – Raleigh, North Carolina August 24, 2001 – San Juan, Puerto Rico August 29, 2001 – Des Moines, Iowa October 11, 2001 – Baltimore, Maryland In 2000, the workshops were held in Portland, Oregon, Columbus, Ohio, Golden, Colorado, Indianapolis, Indiana, Albany, New York, Harrisburg, Pennsylvania, Columbia, South Carolina and Austin, Texas. In 1999, the workshops were held in Fairbanks, Alaska, Raymond, Mississippi, Madison, Wisconsin, Rapid City, South Dakota, Birmingham, Alabama, Lansing, Michigan, and Waterville, Maine. A second workshop was held this year by three of the 2000 states: May 8, 2001 – Portland, Oregon

At any given time, the Alliance is working with up to 30 states on specific issues related to the implementation of the model laws, their policy elements, supporting programs, and summit recommendations. Additionally, related information is regularly distributed to our network of state contacts in all 50 states. Here are examples of the Alliance’s work with states and the outcomes:
  • Iowa passed an economic crimes package containing the model forfeiture and money laundering legislation. The Iowa Attorney General used the model wiretap act to effect amendments to the state wiretap law. Alliance staff/experts, as requested, are providing ongoing assistance to the Office of Drug Control Policy regarding enhanced implementation of state drug-free workplace programs.
  • Kansas passed significant portions of the model forfeiture act. A state senator introduced an expedited eviction bill based on the Alliance's model and consulted with Alliance resource people throughout legislative discussion of the bill. The state also passed stronger methamphetamine penalties and a basic framework to begin monitoring chemicals distributed in the state. This effort resulted from the Alliance's assistance to the Kansas Attorney General on chemical control legislation. The Attorney General's office and the Alliance are collaborating to create a training which builds teams of enforcement, child protection and environmental officials to coordinate the application of state laws regarding precursor chemicals and meth labs.

Keough and Eskridge proposed a legislative resolution expressing "grave concerns" about the proposed mine that didn't go far last year. The proposal was not even introduced last year to the House Resources Committee; opponents said it was inappropriate for Idaho lawmakers to mandate Montana's actions.
"While we realize our restrictions - we're limited by the Idaho-Montana border - we would like to be informed on the procedures because the mine tailings will be very close to the river," said Rep. Jack Barraclough, R-Idaho Falls, co-chairman of the Joint Legislative Environmental Common Sense Committee.
The committee, a collection of lawmakers, industry representatives, environmentalists and local governments, will discuss the proposed Rock Creek mine at its next meeting.

Musical Heritage Studies of Southeastern Idaho

Transcriptions of twenty-three videotape presentations on the history of music in forty-nine southeastern Idaho communities. Interviews were conducted in these communities on the influence of music in the lives of the early settlers of the region. From this project, videotape presentations were developed in which an oral and visual "musical history" for each participating community was created, covering a history that includes bands, orchestras, choirs, dances, and individual musicians of the times. At the end of each presentation is a copy of the results of the study and charts graphing the findings. Compiled under the direction of Ruth Barrus, Program Director of Musical Heritage Studies at Ricks College, Rexburg, Idaho.

ALBANY, N.Y. - Farmers, businesses and state officials are investing millions of dollars in ethanol and biofuel plants as renewable energy sources, but a new study says the alternative fuels burn more energy than they produce. Supporters of ethanol and other biofuels contend they burn cleaner than fossil fuels, reduce U.S. dependence on oil and give farmers another market to sell their produce. But researchers at Cornell University and the University of California-Berkeley say it takes 29 percent more fossil energy to turn corn into ethanol than the amount of fuel the process produces. For switch grass, a warm weather perennial grass found in the Great Plains and eastern North America United States, it takes 45 percent more energy and for wood, 57 percent. It takes 27 percent more energy to turn soybeans into biodiesel fuel and more than double the energy produced is needed to do the same to sunflower plants, the study found.

It was formed in 1992 after being designated an urbanized area by the 1990 Census. The 1990 population of the Bonneville MPO was 56,356. As of the 2000 Census the population of the MPO had grown to 66,973. Steps Leading to MPO Designation In January 1992, a joint meeting was held between FHWA (a transportation planner from the Idaho Division and another from the former Region 10 office in Portland, Oregon), FTA, ITD, and most of the elected officials and planning staffs from the local governments in the urbanized area. Issues covered at the meeting included an explanation of the Intermodal Surface Transportation and Efficiency Act (ISTEA), MPO requirements, and how to develop a Transportation Improvement Program (TIP). Following this meeting, additional meetings and communications between ITD and local staff resulted in a determination of policy board membership, creation of the TAC, definition of planning boundaries, and drafting of articles of association, fiscal agreements and bylaws. The articles included the name of the new entity, its powers, the organizational structure of the policy board, TAC, and CAC, and the allocation of operational costs.

Emgold Mining Corp. employees as well as members of the community who hope to see a return to the glory days of mining in Grass Valley, turned out in force on Tuesday evening to demonstrate their support for the proposed reopening of the Idaho-Maryland Mine. On the agenda were four mine-related items: Approval of the Economic Viability Study, Application Review Procedures, Request for Proposals for the Master Environmental Assessment and Environmental Impact Report (MEA/EIR), and agreements with consultants to provide staff assistance and consulting services to the city.
Given the size and unusual nature of the proposed development, city council members had decided last March to hire an independent specialist to study the economic viability of the project before proceeding with the application process. Should mining occur at the site, it would be the only medium to large-scale mining project in the State of California and the only one of any size to operate within the boundaries of an incorporated city. Throughout the state there are currently only a handful of small mines in operation. Also, the Idaho-Maryland project, if approved, would be the first mine operated by Emgold.

First Uses In 1892, two companies competed furiously for Boise's water system contract. One company, the Boise Water Works, sweetened its proposal by declaring the preposterous idea that it would distribute both cold and hot water. They got the contract, and Boise has used its geothermal resources ever since.
Current Uses
The people of Idaho also use geothermal resources for other direct uses. In 1930, Idaho's first commercial greenhouse use of geothermal energy was undertaken. The system still uses a 1,000-foot well drilled in 1926. At least 14 other greenhouses now operate in Idaho. Geothermal aquaculture is also popular. Nine fish farms raise tilapia, catfish, alligators, and other fauna. "Using geothermal resources makes sense because they are clean, less expensive than other sources, and renewable," says Ken Neely of the Idaho Department of Water Resources, "Geothermal resources could become even more important in Idaho as demands for energy increase."
Popularity Challenges Sustainability
Use of this resource has presented challenges to the Boise community. In the 1980s, the three new district heating systems caused total system production increases of more than 100 percent, from about 300 million gallons per year to more than 600 million gallons per year. Water levels in a local monitoring well declined about 25 feet in just a few years.

INTRODUCTION
GEOTHERMAL DEVELOPMENT IN BOISE
In 1890, the Boise Water Works Company drilled an exploration well for hot water in an area about two and a half miles east of Boise where some natural geothermal springs existed. By 1891, two geothermal wells had been completed successfully (Worbois, 1990). In 1892, the Boise Natatorium, a 15,000 square foot structure which included a 65 x 125 foot geothermal swimming pool, was open for business. In the same year, the Artesian Hot and Cold Water Company (which had purchased the Boise Water Works Company in 1891) began supplying geothermal water to private residences and businesses along Warm Springs Road. The Natatorium remained in business until 1934. From 1892 until the 1970s, there was no significant exploration for geothermal resources in the downtown Boise area.
