The following case studies are listed in reverse chronological order by state and consist of two parts. The first contains SEP case studies are published by DOE's State Energy Program in conjunction with state energy offices and deal with how a state approached a particular energy issue or promoted the adoption of renewable energy or energy efficiency technologies. The second part contains state case studies are published by the states themselves or by technology programs in DOE's Office of Energy Efficiency and Renewable Energy (EERE) about energy projects in the states.

  • The Committee will hold development of Recommendation 28 to “support modification of Section 33-207, Idaho Code, to make parents accountable for school attendance for children over the age of seven” until a draft is available of an Education Key Committee recommendation on home schooling. The Committee decided to forward Recommendation 27 to “support efforts to consolidate and clarify juvenile offenses, cite youth into court for misdemeanors, and handle felonies at prosecutor discretion” to the Task Force. Final review by juvenile justice stakeholders should be done in time to meet the June 19 submission date.

    Pam Ahrens was reappointed as Director of the Idaho Department of Administration in January of 1999 by newly elected Governor Dirk Kempthorne. In addition to statewide public works and purchasing functions, she is responsible for department operations, which include administration of statewide telecommunication services involving Idaho's public safety communications and digital microwave system, voice-data networks, and Internet/Intranet coordination. First as an Idaho Legislator with 14 years service, and as a major department Director, Ahrens has long provided leadership for effective utilization of information technologies and innovative IT resource management at all government levels. She serves as Chairman of the Information Technology Resource Management Council which has governance authority for statewide IT policy.

    Housing Development Trends - Spring 2005
    Affordability, Benefit and Balance Underscore Discussion of Trends in Housing Development Trends in Housing Development. Generally something achieves "trend" status by virtue of popularity and usefulness. But this does not always translate into a trendy thing becoming beneficial (look no further than parachute pants, leg warmers and big hair in the '80s). Certainly there are trends evident in the housing industry. But there's also ample evidence that those trends are not necessarily the best thing for the public. Higher foreclosure rates, increasing homelessness and structures that are either not affordable or substandard in quality mark the current state of housing across the nation as we enter 2005 and underscore the point.
    Numerous organizations, on the state and national levels, have come to the same conclusion, namely that there are misconceptions surrounding housing and its policies, and that we must work to ensure future efforts reflect the housing trends most beneficial to the housing industry as a whole, and most importantly, to John Q. Public.
    Most detrimental to both the industry and the individual is the common belief that subsidized housing in unnecessary, that the current market will sufficiently provide for everyone. As well, there is the very real issue of the unwanted nature of low-income housing - NIMBYism at its finest. (NIMBY - Not In My Back Yard). Also, although the low interest rates have been a boon for the homebuilding industry, there is a nasty blemish on this pristine face. Higher foreclosure rates are an indirect result of these lower rates, as people are talking themselves into -or being talked into - more house than they can really afford. While it is true that for the majority of people homeownership is the best option, the idea that it is the best thing for everyone, all the time, regardless of situation, has been exposed as a myth, thanks to this low-interest environment.

    Ten years ago, in the Fall of 1993, the Association for the Study of American Literatures published a 30-page guide to Native American Studies programs in the U.S., compiled and edited by former ASAIL President Franchot Ballinger. This new Guide to Native American Studies Programs in the United States and Canada represents an attempt to update and expand upon Professor Ballinger's pioneering work. In accordance with a 1995 ASAIL resolution, it is being published both in hardcopy form and in electronic form, so as to be available not only to ASAIL members but also to non-members, compliments of the Association. I wish to take this opportunity to acknowledge the invaluable assistance of two SAIL Editorial Assistants, Amy Davidson (1995-96) and Corrie Anderson (1996-97), who in addition to their other duties put in many hours of overtime gathering and regathering, collating and recollating information from a variety of sources including questionnaires, follow-up letters and phone calls, and worldwide websites. Thanks also to Karen Strom at University of Massachusetts, who read the final draft of this guide and provided or corrected many of the URL addresses for program websites. Our dream was to provide a comprehensive survey of U.S. and Canadian Native American Studies programs being offered as majors, minors, and certifications at the baccalaureate level or above, using (with some slight modifications and additions) Professor Ballinger's earlier categories of information on each program. And although we have made a considerable effort to locate, contact, and acquire information about Native American Studies programs (by whatever title: Native American Studies and American Indian Studies are the most common designations, though there are others) at all North American baccalaureate-granting institutions, readers should keep in mind that the

The NAWQA Program is designed to produce a wealth of water-quality information that can be useful to policy makers and water managers at the local, State, and national levels. One NAWQA Program study, the upper Snake River Basin, has been underway in Idaho since 1991 (fig. 2). Investigations conducted for this study address these specific water-quality issues:
