Coordinating Board for Higher Education Dr. Gregory G. Fitch - Commissioner Summary of Background Dr. Gregory G. Fitch assumed the duties of Commissioner of Higher Education for the state of Missouri in January 2005. Fitch most recently served as the founding president of the Utah College of Applied Technology (UCAT), which was created by the Utah Legislature and is comprised of nine campuses and several technical sites serving over 60,000 students in an open-entry, open-exit competency based format. The institution reports directly to the Utah Legislature rather than the Board of Regents in dealing with budgets, facilities, and economic efforts. Fitch interacted extensively with the Governor and legislators to assure goals were defined and met. His work required that he seat ten boards (trustees and directors), hire campus presidents, direct accreditation activities, and collaborate with public education (K-12), business and industry, and government. The primary mission of the college is economic development through the creation and support of a qualified workforce. Prior to his role in Idaho, Fitch served in chancellor and president roles in two large community college systems, and was the vice president and dean for academic affairs in a two-year institution (that was later granted four-year degree options) in South Dakota. He started his career in education and elementary and high school teacher roles in Topeka, Kansas.

Introduction
The framers of Idaho’s Constitution (Article IX, Section 1), knowing that “the stability of a republican form of government depending mainly on the intelligence of the people,” required the legislature to establish and maintain our public school system. The framers then vested (Article IX,Section 2) the “general supervision” of the Idaho public education system in the State Board of Education, “the membership, powers and duties of which shall be prescribed by law.” In addition, the State Board of Education is constitutionally vested with the general supervision of all public higher education and sits in a constitutional capacity as the Board of Regents of the University of Idaho. The State Board of Education, hereafter the Board, has also been identified in statute as follows: Trustees of Idaho State University, Trustees of Lewis-Clark State College, Trustees of Boise State University, State Board for Professional-Technical Education and Trustees for the Idaho School for the Deaf and the Blind. The Idaho public education system, over which the Board is responsible, consists of the following institutions and agencies:

C. Idaho Educational Public Broadcasting System
  • Purpose The Idaho Educational Public Broadcasting System provides administrative, operational, and programming expertise, direction, guidance, and assistance to the management and staff of Idaho's three (3) public television stations. In addition, the general manager develops long?range planning, goals and objectives, and procedures for public broadcasting to ensure fiscal and programming accountability and credibility and to ensure adherence to local, state, and federal regulations. Delegation of Authority The general manager serves at the pleasure of the State Board of Education. The Board delegates to the general manager as the chief executive officer the responsibility to manage, coordinate, and supervise the Idaho Educational Public Broadcasting System and Idaho's three (3) public television stations in compliance with this policy and all other directives of the Board. The chief executive officer is also responsible for the preparation and submission of an agenda for matters related to the Idaho Educational Public Broadcasting System for Board review and action.
