The Northwest Has Spawned a Handful of Charter Schools, but Educators and Legislators Across the Region are Joining the Debate By Lee Sherman Caudell mericans are clamoring for choices from the nation's schools. More and more parents want to send their kids to schools that offer, say, Japanese immersion. Or cutting-edge technology. Or intensive phonics. They want results, too. They want evidence that their child's school is doing a good job—that is, equipping their daughter or son for success. At the same time, educators complain that state and federal rules and regulations are squelching experimentation. How can schools innovate, they wonder, when they are buried in bureaucracy? How can they guarantee results when they are tangled in red tape? It is at the intersection of these demands—more choice, more accountability, less red tape—that the charter schools idea emerged. The concept is simple: "swapping rules and regulations for results," in the words of Chester Finn, Bruno Manno, and Louann Bierlein in a 1996 report from the Hudson Institute, a conservative think tank. "Those who start charter schools are engaged in what former U.S. Secretary of Education Lamar Alexander called 'old-fashioned horse trading,'" Finn says in Charter Schools in Action: What Have We Learned?

SUPPORT LOCAL CONTROL REGARDING PUBLIC LIBRARY COLLECTION DEVELOPMENT AND INTERNET ACCESS
POLICY STATEMENT: The Idaho Library Association supports local control of library collection development and decisions relating to Internet access. Local control enables public libraries to develop and implement policies that reflect community standards unique to the community that each library serves.
Public libraries acquire, make available, and encourage the use of materials in all media that:
  • help people know more about themselves and their world; meet the informational needs of the entire community; stimulate thoughtful participation in the affairs of the community, the country, and the world; give access to a variety of opinions on matters of current interest and encourage freedom of expression; support educational, civic, and cultural activities within the community; assist the individual to grow intellectually and enjoy life more fully.

    Comprehensive Sexuality Education
    What We Teach and Why
    Sexuality education has been controversial since Planned Parenthood's inception. Planned Parenthood founder, Margaret Sanger, was convicted of violating anti-obscenity laws and was sentenced to prison for talking about contraception to married couples in 1916. Today, the controversy is more often about sex education for youth. Parents and policy makers argue the issues before local school boards, in the U.S. Congress, and at international conferences. Opponents of comprehensive education argue that it encourages young people to become sexually active at a young age, and that it promotes promiscuity and irresponsibility. These groups advocate abstinence-only sex education. These programs include numerous medical inaccuracies and no information on birth control methods except failure rates. They are fear-based; they use slogans and information designed to frighten teens into abstaining from sex until marriage. Numerous studies have failed to demonstrate the effectiveness of these programs. Planned Parenthood opposes these programs because they are incomplete, inaccurate and ineffective. We also believe that young people should not be taught to fear their own sexuality, that those negative associations can damage self-esteem and relationships. Comprehensive sexuality education is effective. In 1994, the World Health Organization released a survey of studies done around the world. The studies confirmed that rather than encouraging early sexual behavior, comprehensive sexuality education actually postpones it. When educated young people do become sexually active, they are also more likely to use birth control and safer sex methods.

    NCAA DIVISION I BOARD OF DIRECTORS APPROVES CORE-COURSE EVALUATION CHANGES ATLANTA, GEORGIA-A significant change in the initial-eligibility core-course evaluation process was approved by the NCAA Division I Board of Directors at its January 13 meeting in Atlanta in conjunction with the 1998 NCAA Convention. As a result of the change, high-school principals will determine which of their courses meet the definition of core courses. The signature of the principal will attest that the courses submitted satisfy the core-course requirements. The only instances in which additional support for a new submission would be required are those in which a high school wants to have a course approved retroactively for a student who has already graduated, when the course title suggests offerings that typically do not meet the 75 percent instructional-content criteria and when the submission is for a course that has been previously denied. The Board noted that the change in procedure for core-course evaluation does not reflect a change in initial-eligibility standards. However, the Board praised the NCAA Academics/Eligibility/Compliance Cabinet both for its work and the speed of its efforts in developing the procedural changes. The changes culminated a four-month study by the cabinet and included input from various constituents, including a number of secondary- education organizations.

In most states, they do this in part by electing a school board ofdepending on the size and configuration of the districtthree, five or seven members who must be residents of the school district. The most important thing a school board does is to establish a vision for the community's schools that reflects a consensus of the board, community and district staff. The school board has a wide variety of additional responsibilities, such as adopting a balanced annual budget and issuing interim financial reports, adopting the school calendar, negotiating contracts with employee unions, approving curriculum materials and closing or constructing schools.

    With the support of Senator Crapo, First Book has recently secured a two-year U.S. Department of Education, Fund for the Improvement of Education grant to provide new books to children in need throughout Idaho. Literacy is a primary building block for a successful education. When children know how to read with confidence, it opens so many doors for them in education. Senator Crapo partnered with the national First Book program and Scholastic Books in an effort to put books into the hands of students who may not have the resources to own their own books. By providing books to children who might otherwise not have that opportunity, First Book creates an invitation to read more. So far, books have been distributed to children in Twin Falls, Jerome, Filer, Gooding, and so many others communities in the Magic Valley as well as Coeur d'Alene, Boise, Nampa, Idaho Falls, and Pocatello. The first event hosted by Senator Crapo took place in June 2003 in Twin Falls, with 100,000 books going to more than four dozen organizations statewide.
