    GOVERNMENT The president, elected to a 4-year term, has limited powers. The prime minister and cabinet exercise most executive functions. The parliament is composed of 63 members, elected every 4 years unless it is dissolved sooner. Suffrage for presidential and parliamentary elections is universal for those 18 and older, and members of the parliament are elected on the basis of parties' proportional representation in six constituencies. The judiciary consists of the Supreme Court, district courts, and various special courts. The constitution protects the judiciary from infringement by the other two branches. POLITICAL CONDITIONS The current government is a coalition of the conservative Independence Party (led by Foreign Minister David Oddsson) and the moderate Progressive Party (led by Prime Minister Halldor Asgrimsson). The two parties, which have been in coalition since the 1995 election, hold a majority in parliament, even though the IP lost some ground in the May 2003 election. Oddsson had been Prime Minister since 1991, making him the longest-serving prime minister in Europe (from 1991 to 1995, the IP was in coalition with the Social Democratic Party). Former Foreign Minister Asgrimsson took over as Prime Minister on September 15, 2004, as part of a post-election deal with the Independence Party, and Oddsson took the post of Foreign Minister.

    Al¾½°ubandalagi° With a name that translates literally as "The Peoples Alliance" this is the local equalent to a communist party, founded in 1968 as an offshot from Al¾½°uflokkurinn by members that though the party was not left wing enough. By the 1990´s the Al¾½°ubandalagi° had become bigger than the original party but fragmentation on the left wing of politics kept them out of office. The party merged with Jafna°armenn and Kvennalistinn to form the Samfylkingin in 1999 in order to rectify this but the attempt misfired as some of the more hardcore member split from that party and formed the Vinstrihreyfingin, end result was that the long running centre/right coalition governmet of Frams³knarflokkurinn and Sj¡lfst¦°isflokkurinn is still in power.
    Al¾½°uflokkurinn A long running party with politics slightly left of centre, merged with Jafna°armenn slands and žj³°vaki in 1996 to form the Jafna°armenn party. Originally founded in 1916 with the aim of being "the working mans party", it had formal relations with AS (A national coalition of unions) until 1940 but veered over time closer to the centre of politics and had by the sixties become more of a Social Democratic style entity.
    Bandalag Jafna°armanna Founded in 1983 by an Vilhj¡lmur Gylfason, an ex-member of Al¾½°uflokkurinn who had gained quite a popularity amongst some of the left leaning members of society for his aggressive attacks agains some of his opponents, most of them somewhat less than justified. The party got guite a good showing in the elecions that same year but disintegrated in 1986 after the suicide of it´s founder.

    I am transmitting herewith for the information of the Congress a message I received from the Prime Minister of Iceland on July first and the reply I addressed on the same day to the Prime Minister of Iceland in response to this message. In accordance with the understanding so reached, forces of the United States Navy have today arrived in Iceland in order to supplement, and eventually to replace, the British forces which have until now been stationed in Iceland in order to insure the adequate defense of that country. As I stated in my message to the Congress of September third last regarding the acquisition of certain naval and air bases from Great Britain in exchange for certain over-age destroyers, considerations of safety from overseas attack are fundamental. The United States cannot permit the occupation by Germany of strategic outposts in the Atlantic to be used as air or naval bases for eventual attack against the Western Hemisphere. We have no desire to see any change in the present sovereignty of those regions. Assurance that such outposts in our defense-frontier remain in friendly hands is the very foundation of our national security and of the national security of every one of the independent nations of the New World. For the same reason substantial forces of the United States have now been sent to the bases acquired last year from Great Britain in Trinidad and in British Guiana in the south in order to forestall any pincers movement undertaken by Germany against the Western Hemisphere. It is essential that Germany should not be able successfully to employ such tactics through sudden seizure of strategic points in the south Atlantic and in the north Atlantic.

    I.
    Article 1
    Iceland is a Republic with a parliamentary government.
    Article 2
    Althingi and the President of Iceland jointly exercise legislative power. The President and other governmental authorities referred to in this Constitution and elsewhere in the law exercise executive power. Judges exercise judicial power.
    II.
    Article 3 The President of Iceland shall be elected by the people. Article 4 Any person who is at least thirty-five years of age and fulfils the requirements necessary to vote in elections to Althingi, with the exception of the residency requirement, is eligible to be elected President. Article 5 The President shall be elected by direct, secret ballot of those who are eligible to vote in elections to Althingi. A presidential candidate shall be proposed by not less than 1500 voters and not more than 3000. The candidate, if there is more than one, who receives the most votes is duly elected President. If there is only one candidate, he is duly elected without a vote. Further provision for the candidature and election of the President shall be made by law, and it may be provided that a specific number of proposers shall reside in each quarter of the country in proportion to the number of voters there.
