In July (note: 1996), Annie received information that this winter will bring "heavy-wet snow" and that "roofs will collapse ... some in shopping centers ... unusually heavy snows" and that we may even have a white Christmas in areas of the country that normally wouldn't. Our Northeastern Oklahoma (and Arkansas) was one area she felt might have a white Christmas. She generally felt that the whole US will have an unusually cold winter with ice storms, extending as far south as Austin, Texas. And that in some areas (Dallas was mentioned) that there will be several ice storms that come "like waves." Already we have seen unusually heavy snow in many parts of the country. And while I was working on this newsletter, we had an ice and snow storm that went as far south as Dallas (CNN reported it as going from Michigan to Texas). Will the rest of the winter bear out these predictions? We don't have any way of knowing. But the best approach is to prepared for the worst and hope for the best. A good approach to preparing for any emergency is to do a simple risk analysis for your area of the country and for any expected situation. Consider what might happen to cause an emergency? In preparing for a cold winter, what might happen to warrant it being considered an emergency?

The power of ice on a mountaintop... Sometimes natural forces can at once create beauty and cause violent destruction. This photo was taken soon after a major ice storm at the Tehachapi Mountain "antenna farm." All of the trees, antennas and guy cables are covered with a thick layer of ice. The massive weight of the icecoupled with the inevitable high winds that accompany ice stormscan destroy large trees (and antennas).
Wind-driven moisture in low clouds and fog can cause a buildup of several inches of ice on one side of an antenna, tree or building. Aircraft pilots are well acquainted with this effect; they call it rime icing . It can cause disastrous airplane crashesand antenna crashes. Even this handrail on the deck of my cabin has heavy ice on the windward side, but almost none on top. This is NOT the result of a snowstorm
This photo shows why antennas can be destroyed by ice. Note the pipe mast at right. It is less than two inches in diameter, but it has about four inches of ice on the windward side. There is no ice on the other side. The elements of this antenna (the horizontal aluminum tubing) are only about one inch in diameterand utterly incapable of supporting the weight of the ice. (This antenna failed soon after this picture was taken.)   • Ice Storm '98 was a reminder of just how vulnerable our society has become to severe freezing rain storms. As our population continues to increase and our society becomes even more urbanized, both the size and number of targets impacted by these severe winter storms will increase. Added to this vulnerability will be our continued dependence on electronics and an uninterrupted supply of electricity along with the dependence of our businesses and industries on "just-in-time" delivery. Severe snow and ice storms can knock out power and make roads impassable for several days. Take precautions before bad weather hits, and you'll avoid harried shoppers and cleaned-out shelves in the hours before a storm arrives.
Whether you are planning ahead or are preparing for an approaching storm, consider the following precautions from the Federal Emergency Management Agency , the U.S.D.A. Food Safety and Inspection Service and the National Food Safety Database . Also, keep handy a copy of FEMA's recommended guidelines for keeping emergency supplies fresh.
Planning Ahead
  • Store dry foods in the driest and coolest spot in the house (preferably in a dark area). If you live in a flood prone area, store all food items on high shelves, safely out of the way of contaminated water. Melting ice and snow can cause rivers and lakes to flood. Think about alternative cooking sources, since an electric stove and microwave won't work when the power goes out. Stock up on food items that can be eaten cold, don't need refrigeration or can be cooked on a grill. But never use a grill indoors, since without proper ventilation, dangerous fumes will fill the room. Stock up on shelf-stable foods, canned goods, plenty of water and boxed or canned milk. Think through the needs of every family member, such as baby formula for infants and pet foods. Choose familiar foods, since this can give a feeling of security in times of stress.

Power and telephone lines sagging after a heavy icestorm. An ice storm is a storm of freezing rain , a form of precipitation composed of rain that turns to ice on contact with the ground . It occurs during a temperature inversion , when the air near the ground is cold (below the freezing point ), but the air above it is warm enough for rain. When significant amounts of ice accumulates, the ice storm can have severe results including damaging trees , dwellings, and high-tension power lines Ice storms occur often in middle temperate climates where temperatures often dip below freezing, even where snow is infrequent.

Although relatively rare at this scale, such natural disturbances provide a unique opportunity to study short- and long-term impacts on forest ecosystems and wildlife species. What causes Ice Storms? Ice Storm
Freezing rain is a specific form of precipitation, as is rain, drizzle, sleet, and hail. It is the result of water particles falling as snow, then encountering a layer of warm air where the particles melt into rain. However, before the rain hits the ground, it goes through a cold layer of air just before the surface of the ground. The droplets are cooled, forming supercooled drops, drops that are cooled to below freezing but are not frozen. When these supercooled drops hit the ground, they thin out and freeze, instantly, forming a thin film of ice.

There are actually two forms of this supercooled precipitation: freezing rain resulting from droplets of a size greater than or equal to 0.5 millimeters; freezing drizzle forms from droplets less than 0.5 millimeters in size. Both types, however, can be deadly. Even as a thin layer, freezing rain also known by the names of silver thaw or glaze is dangerous, which you've experienced yourself if you've ever tried to walk on a surface covered with the ice, or worse, tried to drive on it. But the real danger with freezing rain is the build-up of ice on trees and power lines. The weight of this ice is enormous, and can cause tree limbs to break and fall, even the entire tree, and power lines to sag and fall. In this situation, it would be called an "Ice Storm". Ice storm warnings are a product issued by the National Weather Service when freezing rain produces a significant and possibly damaging accumulation of ice.

It was the evening of January 7, 1998 in the southern Rideau region when the power went out. That night the forest started to come down. For the next two days the forest took on a surreal crystal appearance with branches covered by up to 2 inches (50 mm) of ice. Every 20 seconds or so a crash would resound as another branch, too heavily laden with ice, cracked and fell to the ground, ice shards scattering on impact.
The ice storm, the worst this century, plunged several million people into the dark in an area ranging from the Rideau region in the west, to the Maritimes in the east. The hardest hit area was from the Rideau through to the south shore of Montreal. The area south of Montreal, now known as the "dark triangle", is still without power (January 20), as is much of the rural Rideau region.
The problem was a result of a trough of cold air sitting in the St. Lawrence lowlands. As moist, warm air from the south swept over the top of this cold air mass, rain fell, turning to freezing rain as it neared the ground, coating trees, power lines, and anything else it hit with ice. Normally, we would get one such storm and it would pass within a few hours. In this case, a series of ice storms swept the region, each adding a new layer of ice to already overloaded trees and power lines.

Background
Freezing rain is common during Canadian and Upstate NY winters, generally occurring at the narrow boundary between cold air from the west and moist air from the east. Generally speaking, regular rain falls on the east side of the boundary, and snow on the west side. The Montreal area typically receives freezing rain between 12 to 17 times a year, averaging between 45 and 65 total hours of rain. edit

On January 4, 1998, a freak weather system occurred when a large body of warm moist air coming in from the Gulf of Mexico was forced into higher altitudes by a layer of very cold high pressure air coming in from Labrador . At the same time, an unusual pocket of high pressure over the Atlantic Ocean over Bermuda prevented the system from moving further to the east, as most Canadian storms do. As such, instead of a narrow vertical boundary layer between moist and cold air covering a few hundred square miles and moving rather quickly from west to east, a large horizontal zone of rain over very cold air covered an area roughly bounded by Kingston Ottawa and Quebec City for over three days until the cold system broke through to the Atlantic. Ice Storm Again Causes Damage to Trees in 2003
Public is Advised to use Caution Around Ice Covered Trees
New York State Department of Environmental Conservation (DEC) Regional Director Sandra L. LeBarron today reminded Northern New Yorkers to exercise caution as ice and damaged limbs begin to fall from trees glazed by recent winter weather. According to DEC, residents in southwestern Jefferson County and western St. Lawrence County should be particularly aware of the potential hazard since the area was impacted by another significant ice storm on February 23. "Since the ice storm of all ice storms in 1998, Northern New Yorkers have grown accustomed to dealing with the aftermath of these events," LeBarron said. "Though the extent of power line damage and power outages is not as great this year as it was in 1998, residents and visitors to the region still need to exercise caution to ensure personal safety. This is especially true when walking under trees that may have broken limbs and ice falling from them." In areas where ice accumulations exceed an inch in diameter, tree injury can be expected. The danger for injury to plants will continue as long as the ice remains and could be worse if high winds are forecasted.

Film critic Roger Ebert, writing about the movie The Ice Storm , a tale of morally uncomfortable families in upper-middle class Connecticut in the 1970s, calls the icy backdrop "a shroud of impending doom." Anyone who experienced the great January ice storm five years ago would agree with Ebert's analysis. As tree limbs crashed down on the Bates Quad at the height of the storm, Bates arborist Bill Bergevin felt helpless. "You just wanted to yell out, 'Stop!'" he remembers. "But you knew it wouldn't help." The freezing rain began on Tuesday, Jan. 6, and ended late on Friday, Jan. 9. The National Weather Service office in nearby Gray recorded about 2.5 inches of rain during the event, much of which froze on trees like transparent coats of armor. Nearly six out of every 10 Maine residents lost electrical power during the storm, and while the main Quad lost power and phone service for just Thursday and Friday, some Bates employees who lived in surrounding communities went weeks without power. Even just off campus, homes were without power for a week. Psychology professor John Kelsey, just two blocks from campus on Pettengill Street, had no electricity for eight days. "After six days, the pipes burst and the house was flooded," he remembers. Still, this psych researcher had his work priorities in order: "My major concern at Bates was getting warmth to our rats in Carnegie."
