Far-right fears as Hungary votes
Prime Minister Orban, right, and opposition leader Medgyessy, left, are fighting similar campaigns BUDAPEST, Hungary Hungarians are preparing to vote in the first of two rounds of polling for a new government. The governing centre-right coalition, Fidesz-MDF, and the main Socialist opposition are campaigning on similar platforms. Both have pledged lower taxes, improved social services and access to higher education. Polls open on Sunday with a second round of voting scheduled for April 21 to decide seats not won by a simple majority. Tamas Kolosi of the Tarki polling institute told The Associated Press: "The differences are more a matter of priorities and are relatively symbolic. "There is relative consensus between the two blocs in many questions."

Introduction The Children's Railway is located in the west of the city of Budapest, the capital city of Hungary. Its eleven-kilometre-long, narrow gauge line runs through the woods of the hills of the city on the Buda side. It is often called "the greatest child toy of the world," but it is not entirely true. Children aged 10 to 14 control the traffic and commercial services provided but strictly according to regulations of any other railway line of the State Railways of Hungary (MÁV Rt). The engines are driven by adult engineers, and children on duty, are continuously supervised by adult railway employees. Apart from that, children do their jobs, operate the switches and signals, print tickets and keep passengers informed, on their own. The Children's Railway in Budapest is not a unique institution of its kind. But it has always been by far the largest, most popular and serious one of them all in the world. The railway operates throughout the year, except for Mondays from September to April. Trains run from 9 o'clock in the morning until 5 o'clock in the winter and until 7 o'clock in the summer.

Shortly after her death, steps were taken for her canonization, and in 1271-1276 investigations referring to this were taken up; in 1275-1276 the process was introduced, but not completed. Not till 1640 was the process again taken up, and again it was not concluded. Attempts which were made in 1770 by Count Ignatz Batthyanyi were also fruitless; so that the canonization never took place, although Margaret was venerated as a saint shortly after her death; and Pius VI consented on 28 July, 1789, to her veneration as a saint. Pius VII raised her feast day to a festum duplex. The minutes of the proceedings of 1271-1272 record seventy-four miracles ; and among those giving testimony were twenty-seven in whose favour the miracles had been wrought. These cases refer to the cure of illnesses, and one case of awakening from death. Margaret's remains were given to the Poor Clares when the Dominican Order was dissolved; they were first kept in Pozsony and later in Buda. After the order had been suppressed by Joseph II, in 1782, the relics were destroyed in 1789; but some portions are still preserved in Gran, Gyor, Pannonhalma. The feast day of the saint is 18 January. In art she is depicted with a lily and holding a book in her hand.

School Success for Roma Children Meeting
Cluj, Romania, 11-13 December, 1996
The EPSU team recently co-hosted, with the Soros Foundation Romania, a meeting for Foundation program officers to discuss issues around the development of programming to promote School Success for Roma Children. The purposes of the meeting were to:
  • to share information about the situation of the Roma population in the countries of the region; to exchange experience about programs that Foundations have supported which are aimed at Roma populations; to make site visits to a Roma community in Romania, and look at the model in that community; to establish a Strategic Working Group which will eventually develop a regional education strategy, with national guidelines, for school success for Roma children
Twelve program officers from nine countries, as well as EPSU staff and one Hungarian Roma educator, attended the three-day meeting. We would like to once again thank the Soros Foundation offices in Romania, in particular Liviu Matei and Magda Szekely from the Cluj office and Simona Botea from the Bucharest office for their outstanding organization and their warm hospitality throughout the meeting. Meeting Outcomes While the participants recognized the diversity amongst Roma populations in the region (in size, in language, in the degree to which the communities are integrated or marginalized in their countries, etc.), the group reached several common conclusions which will inform the development of strategies and programs targeting Roma children at the national level:

Crime and police corruption in Hungary Gusztav Kosztolanyi The implementation of new rules pertaining to the punishment of minor offences has once again brought crime and its social costs to public attention. The new fines are higher, and there is nothing to stop the police from pocketing the proceeds. And the lawyers are even more corrupt than the police. The rule of law might very well prevail on Hungary on paper, but in practice a quite different picture emerges - one of arbitrary arrest, of incompetence and indifference. We are not confronted here with a few rotten apples spoiling the contents of the barrel, but with a system which tolerates corruption, where bribery is an accepted oiling of the machinery, where an appropriate ethos of professional pride is entirely lacking. With effect from 14 July, the amounts that may be levied by police officers for on-the-spot fines have been increased, with the lower limit now standing at HUF 1000 and the ceiling at HUF 100,000 (about USD 400), twice as high as the previous maximum. The amounts were last adjusted to take account of inflation in 1993. If the miscreant refuses to pay, the fine may be commuted to a prison sentence, though this may only take place upon the instructions of local courts within a fifteen-day period. Should such instructions be given, there is no scope for appeal. At the moment, fines are normally payable instantly in cash, though a payment slip for use at the post-office may also be requested. In March of next year, once the full package of measures clamping down on organised crime enter into force, use of such slips will become mandatory.
