The Austro-Hungarian Minister for Foreign Affairs, Berchtold, to the Minister at Belgrade, von Giesl: Vienna, July 22, 1914 Your Excellency will present the following note to the Royal Government on the afternoon of Thursday, July 23: On the 31st of March, 1909, the Royal Serbian Minister at the Court of Vienna made, in the name of his Government, the following declaration to the Imperial and Royal Government: Serbia recognizes that her rights were not affected by the state of affairs created in Bosnia, and states that she will accordingly accommodate herself to the decisions to be reached by the Powers in connection with Article 25 of the Treaty of Berlin. Serbia, in accepting the advice of the Great Powers, binds herself to desist from the attitude of protest and opposition which she has assumed with regard to the annexation since October last, and she furthermore binds herself to alter the tendency of her present policy toward Austria-Hungary, and to live on the footing of friendly and neighborly relations with the latter in the future. Now the history of the past few years, and particularly the painful events of the 28th of June, have proved the existence of a subversive movement in Serbia, whose object it is to separate certain portions of its territory from the Austro-Hungarian Monarchy. This movement, which came into being under the very eyes of the Serbian Government, subsequently found expression outside of the territory of the Kingdom in acts of terrorism, in a number of attempts at assassination, and in murders.

Currency and Banking
The monetary unit of Hungary is the forint (224 forints equal U.S.$1; 2003 average), which is subdivided into 100 fill©r. The country’s central bank is the National Bank of Hungary, located in Budapest. The National Bank issues currency and maintains checking and savings accounts. Other financial institutions include the Foreign Trade Bank, which serves enterprises trading abroad, and the State Development Institution, which finances large-scale investment projects. The Budapest Stock Exchange opened in 1990. Hungary’s banking system is still largely underdeveloped, and its level of foreign debt remains high. I
Transportation
The Danube River, which flows from north to south through the center of the country, is a major artery of the Hungarian transportation system. With its navigable tributaries, it provides low-cost transit for a large portion of domestic freight and passenger service, and offers ready access to the markets of central and southeastern Europe and to the Black Sea. The completion of a canal connecting the Main and Danube rivers in 1992 allowed for goods to be shipped from the Black Sea to the North Sea.

The revolt was suppressed by Soviet troops, and to a miniscule degree the Hungarian VH temporarily reorganised as a "workers militia". About 25-50,000 Hungarian insurgents and 7,000 Soviet troops were killed, thousands more were wounded, and nearly a quarter of a million left the country as refugees. The revolution was a watershed event for Communists in Western countries; some who had formerly supported the Soviet Union now criticized it.
Overview
On 23 October hundreds of thousands of Hungarians rose up against their government. Within days millions of Hungarians had participated in or supported the revolt. The revolt achieved control over a large number of social institutions and a large amount of territory. The participants began to implement their own policies. One policy on which Hungarians were divided was the status of known VH informants; the workers councils and student councils sent armed bands out to arrest VH operatives in preparation for criminal trials; whereas the ultra-nationalist right-wing groups like
