    Hungary and Romania

    Central Europe, especially in the area between the Baltic, the Adriatic, the Aegean, and the Black Seas, is home to 24 majority and minority national groups. These groups differ from each other in their language, traditions, culture and religion. The disintegration of the Ottoman, the Hapsburg, and the Soviet empires caused the awakening of national identity of these minority groups who thus challenged the existing political systems of the region. As a result civil wars, border shifts, and general unrest has continued to persist in Central Europe. This semester program aims at understanding both the history of these minority issues and their effect on the region today. Students will study for two months in Budapest, Hungary and for two months in Cluj-Napco, Romania to form a broad insight into the minority issues of the entire region and to compare the strategies of the two countries in dealing with these issues.     History: During the ninth century, Finno-Ugriar nomads came into Hungary via south Russia, settling down in the latter half of the tenth century. The Arpád Dynasty ruled until the end of the 13th century when Hungary was devastated by a Mongol invasion. Matthias Corvinus subsequently re-established Hungary as the leading power in central Europe, also developing Magyar arts and literature. His successor, Laszlo II, undid his work within a few years, and Hungary fell under Turkish sovereignty during the 16th century, re-establishing independence after the Thirty Years’ War. Hungary formed an alliance with Austria and was ruled by a Magyar aristocracy. It remained an essentially feudal state until 1914 (under monarchic and republican regimes), with an antiquated (by European standards) social system which was not fully dismantled until after World War II. Hungary sided with Nazi Germany during the war until 1944, when German troops occupied the country and the Hungarians sought to break the alliance. The Germans in turn were driven out by the Russians in January 1945. By 1949, Hungary had become a Soviet-style socialist state, a member of the Warsaw Pact and a People’s Republic. The ruling Hungarian Socialist Workers’ Party was riven by factional splits between pro-Soviet hardliners and the more liberally inclined group around Imre Nagy. The dispute came to a head in 1956 when hard-liners led by Janos Kádár overthrew premier Nagy with the support of Soviet army units. Despite its origins, the Hungarian regime had by the 1970s become the most liberal of all Soviet bloc systems. This was largely a result of the introduction in 1968 of the ‘New Economic Mechanism’ which allowed a significant role to be taken by private enterprise and the market in the Hungarian economy. Expressions of political opposition were not as ruthlessly suppressed as elsewhere in Eastern Europe. The socialists nonetheless maintained a firm grip on the country’s political and economic life.

The remainder are ethnic minorities of Germans, Slovaks, Romanian Gypsies and other Slav groups. DEMOGRAPHIC/VITAL STATISTICS: Density; 111 persons per sq km (288 persons per sq mi) (1991). Urban-Rural; 61.9% urban, 38.1% rural (1990). Sex Distribution; 48.1% male, 51.9% female (1990). Life Expectancy at Birth; 65.1 years male, 73.7 years female (1990).     A Passionate Fight For Freedom
    Hungary has long been an integral part of Europe first as a monarchy for nearly 1,000 years, then as a Communist state, and finally a democracy. Its constitutional system preceded by several centuries the establishment of Western-style governments in other European countries.
    The region that now comprises Hungary was once part of the ancient Roman province of Pannonia. Situated on the periphery of the Roman Empire, the region was among the first to fall to the Germanic tribes that began to seize the Roman dominions in the closing years of the 2nd century AD. The Germanic tribes were later driven from the region by the Huns.
    Numerous warring tribes occupied the region for hundreds of years until a new era began with the first millennium and Stephen I, the founder of the Arpad dynasty , who was granted formal recognition as king of Hungary by Pope Sylvester II in 1001 or 1002. Christianity became the official religion, paganism was suppressed, royal authority was centralized, and the country was divided into counties for administrative purposes. The non-Magyar sections of the population were treated as inferior and were forced to shoulder a disproportionate burden of labor and taxation for many centuries. When Stephen died in 1038 the country was left without a direct heir to the throne.
    However, years later, the progressive political groups of Hungary won a decisive victory in the legislative election of 1847. At first the Austrian government ignored the voters' mandate, but when threatened by revolution in Vienna the following year, it yielded to Hungarian nationalist demands and authorized the formation of a Hungarian ministry. A nationalistic struggle followed until World War I, when Hungarian political leaders supported the Austrian war effort largely because they feared that a Russian victory would lead to the defection of Hungary's Slavic minorities and the dismemberment of the country. On June 4, 1920, the Hungarian government accepted the Treaty of Trianon, which was part of the World War I peace settlements. The treaty stripped about two-thirds of Hungary's territory, including Transylvania, Croatia, and Slovakia.

    Statement of the Soviet Government, October 30, 1956 The Soviet Government regards it as indispensable to make a statement in connection with the events in Hungary. The course of the events has shown that the working people of Hungary, who have achieved great progress on the basis of their people's democratic order, correctly raise the question of the necessity of eliminating serious shortcomings in the field of economic building, the further raising of the material well-being of the population, and the struggle against bureaucratic excesses in the state apparatus. However, this just and progressive movement of the working people was soon joined by forces of black reaction and counterrevolution, which are trying to take advantage of the discontent of part of the working people to undermine the foundations of the people's democratic order in Hungary and to restore the old landlord and capitalist order. The Soviet Government and all the Soviet people deeply regret that the development of events in Hungary has led to bloodshed. On the request of the Hungarian People's Government the Soviet Government consented to the entry into Budapest of the Soviet Army units to assist the Hungarian People's Army and the Hungarian authorities to establish order in the town. Believing that the further presence of Soviet Army units in Hungary can serve as a cause for even greater deterioration of the situation, the Soviet Government has given instructions to its military command to withdraw the Soviet Army units from Budapest as soon as this is recognized as necessary by the Hungarian Government.
