AND THE DEPARTMENT OF JUSTICE REASONABLE ACCOMMODATIONS UNDER THE
FAIR HOUSING ACT
Introduction The Department of Justice ("DOJ") and the Department of Housing and Urban Development ("HUD") are jointly responsible for enforcing the federal Fair Housing Act (the "Act"), which prohibits discrimination in housing on the basis of race, color, religion, sex, national origin, familial status, and disability. One type of disability discrimination prohibited by the Act is the refusal to make reasonable accommodations in rules, policies, practices, or services when such accommodations may be necessary to afford a person with a disability the equal opportunity to use and enjoy a dwelling. HUD and DOJ frequently respond to complaints alleging that housing providers have violated the Act by refusing reasonable accommodations to persons with disabilities. This Statement provides technical assistance regarding the rights and obligations of persons with disabilities and housing providers under the Act relating to reasonable accommodations. Mission Statement
Activities In December 1991, under Congressional authority, the US Department of Housing and Urban Development (HUD) created the Office of Lead Hazard Control with the goal of eliminating childhood lead poisoning caused by exposure to lead-based paint hazards in the nation's housing stock. Although lead-based paint can be a hazard in any home, it poses the greatest threat in older housing that is in poor condition or is being renovated. The Office works to ensure that hazard controls are conducted in the safest, most cost-effective and efficient way possible to preserve our nation's stock of affordable housing while still ensuring that our children are properly protected.

    Children's Environmental Health Activities
    Publications The Office conducts a variety of activities to target those older, low-income housing units most likely to poison children. The Office operates the HUD Lead-Based Paint Hazard Control Program for state and local governments to develop and implement cost-effective methods for the control and detection of lead-based hazards in private owner-occupied and rental housing for low-income families. The Office develops lead-based paint regulations, guidelines and policies that ensure that buyers and tenants of housing have the information they need to protect their children from lead-based paint hazards. The Office also develops policies regarding lead-based paint hazards in federally assisted and federally owned housing.

    NEW: Operational Guidelines on Accessibility in Urban Development Projects with Universal Design Principles Over the next two decades the majority of the world's population will live in urban areas and the number of urban residents in developing countries will double, increasing by over 2 billion inhabitants. This dramatic shift from rural to urban areas is unprecedented and with it great opportunities arise and daunting challenges are posed. Latin America and the Caribbean is one of the most urbanized regions of the world. The United Nations estimate that by the year 2020 the region?s percentage of population living in urban areas will surpass even the developed (high income) countries making it the world's most urbanized region. In 2000, Latin American cities concentrated 75 percent of the region?s 507 million inhabitants and produced more than half of the Gross Domestic Product. Urbanization offers an opportunity for improving the quality of life of the population, particularly the low-income households. There is a consistent positive relationship between increases in the proportion of Latin America?s urban population and an per capita GNP growth in the period 1975-2000.Furthermore, the economies of more urbanized countries grew faster than those of less urbanized nations. The productivity of urban enterprises and labor is significantly higher than their rural counterparts. The overall urban population?s standards of living are also higher than those of rural dwellers, as a result of better employment opportunities, higher incomes and easier access to social and urban services.

    The Campus of Learners program is designed to transform public housing projects into college-campus-style learning centers, with a special focus on technological education.     Introduction
    In many quarters, "Extension" still conjures up the Norman Rockwell image of the county agent: a local person dealing with the agricultural and farm management problems within the county. It is a very rural image one that ties the typical land grant institution to a specific rural clientele to which it provides adult and youth education in the areas of agriculture and home economics. As the United States becomes more urban and suburban, Extension's ability to adapt in broadening its programming to more urban audiences becomes critical (Reaves, 2000). Despite its agrarian image, no policy or legislation forbids Extension or its land grant university members to develop and implement programs for urban areas. While the majority of Extension's human and financial resources continue to be directed toward rural constituencies, a growing urban program is noted (USDA-CSREES, 2000). The idea of an urban Extension component to address the needs or urban constituencies is not new. A Ford Foundation urban program of the late 1950s and early 1960s piloted a number of urban Extension concepts throughout the country. This pilot study resulted in a call for urban Extension programming with "urban agents" in response to the massive urbanization of the country, which was leading to racial tension and urban sprawl (Ford Foundation, 1966, pp. 2-3).
