Major Management Challenges at the Department of Housing and Urban Development
The Department of Housing and Urban Development (HUD) has made some progress in improving its human capital management, programmatic and financial management information systems, and acquisitions management, which GAO identified as major management challenges in January 2003. Although GAO has not comprehensively assessed departmentwide progress in these areas, its reviews of specific HUD programs indicate that these challenges remain. The department has also made some progress in addressing identified weaknesses in its high-risk program areas. HUD has increased its focus on human capital management through a variety of initiatives. For example, HUD issued a strategic human capital management plan in March 2003 and began full-scale implementation of the plan in February 2004. Under this plan, HUD has launched a number of training and development initiatives to support the department's succession planning efforts. The department has also made progress in developing a strategic workforce plan to address staffing and skill gaps in its major program areas. Since January 2003, GAO has found human capital issues, such as lack of needed training, when reviewing specific HUD programs, but has not comprehensively assessed department-wide progress in this area. GAO has made recommendations designed to address human capital challenges in staffing and skill levels and to clarify the role of field offices in program oversight.

Recent grants made by the US Housing and Urban Development Department show how confusing and muddled the rules become when government decides to hand over taxpayer money to religious groups trying to operate social programs. Even with President Bush promoting his federal faith-based initiative, there is a patchwork quilt of ridiculous regulations which supposedly safeguard the separation of church and state, and still permit organizations like the Salvation Army to win government grants. The results can be ludicrous, though. In Las Vegas, the SA received $4.2 million in federal funds to construct a 60-unit housing project. While KUD had no qualms about turning money over to a religious group like the Salvation Army, there was a requirement that a physical barrier be erected between the new apartment complex and an existing SA church on an adjacent property.

INTRODUCTION
I want to thank Chairman Allard for the invitation to testify today on the U.S. Department of Housing and Urban Development's use of performance-based management, with a particular focus on their first required Performance Report, from the 1993 Government Performance and Results Act, to tell the taxpayers what their programs are accomplishing. My name is Virginia Thomas. I am a Senior Fellow in Government Studies at The Heritage Foundation where my mission is to help the Congress and taxpayers focus on government accountability through the use of performance-based management techniques and effective congressional oversight. I must stress, however, that the views I express are entirely my own, and should not be construed as representing any official position of The Heritage Foundation. Although I am not a specialist in HUD, your invitation has given me the opportunity to review HUD's reports concerning FY 1999, as well as related reports from the Congress, GAO and the Inspector General's office.
