http://www.californiastatehorsemen.com/federal.htm
RECREATIONAL TRAILS PROGRAM AND SAFETEA Introduction Every four to six years, Congress passes a surface transportation reauthorization proposal. This legislation contains all funding for transportation projects, and therefore it is widely known as the highway-funding bill. However, it also contains the authorization for funds for the Recreational Trail Program (RTP), which provides funds to the states to develop and maintain recreational trails and trail-related facilities for both non-motorized and motorized recreational trail uses. The program was authorized in 1991 and has received increased funding and support since its establishment. The RTP is important to the recreational rider - the program creates and improves trails for riders and allows the states to decide where the new trails should be or what trails need maintenance work. In addition to the funding for the Recreational Trails Program, the new transportation reauthorization proposal contains a provision crucial to the equestrian community. Under current federal transportation law, equestrians are not included in the definition of allowable activities on shared use paths. Some land managers have used this exclusion to deny access to equestrians, though that was never the intent of the federal government. The American Horse Council has been working with the Department of Transportation, Federal Highway Administration and Congress to address this problem Background In May 2003, the Bush Administration sent to Congress their proposal for a new surface transportation bill. It was called "The Safe, Accountable, Flexible and Efficient Transportation Equity Act of 2003", or SAFETEA.

health insurers from denying benefits to plan participants if they are injured while engaging in legal recreational activities like horseback riding.

HIPAA RECREATIONAL INJURY TECHNICAL CORRECTION ACT Introduction Regulations adopted in 2001 by the Internal Revenue Service, the Pension and Welfare Benefits Administration and the Health Care Financing Administration concerned recreational riders (and other forms of recreation) because the federal provisions permit health insurers to exclude coverage for injuries resulting from riding and other forms of “dangerous” recreation. While the rules state that an employer cannot refuse health-care coverage under a group plan to an employee based on participation in recreational activities, they permit health insurers to deny coverage for injuries sustained in connection with such recreational activities, effectively reaching the same result. Background These proposed regulations permit exclusions from health insurance coverage based on activities, including horseback riding, which the AHC believes Congress sought to protect. In 1996, Congress passed the Health Insurance Portability and Accountability Act. As we read this Act, it was intended to prohibit health insurers from denying health coverage based on a worker's pre-existing medical condition or participation in legal recreational activities.

Horseback Riding Zion National Park is one of Utah's most popular national parks for horseback riding tours. It was first discovered by Native Americans who refused to enter the enchanted walls of the Park at night. Early Mormon pioneers hired Indian guides to tour them through the Park on horseback. More than a century later, Zion remains home to some of the most scenic horseback riding tours and trails in the Western United States.
Zion Ponderosa is located high in the pines at nearly 6,500 feet above sea level on the east plateau overlooking the park. Surrounded by a forest of ponderosa pine, Zion Ponderosa was once home to a pioneer logging camp for horseback riding. Many of the old pioneer trails and horseback riding roads remain and provide guests of the ranch a range of horseback rides through rugged, Rocky Mountain high country. All horseback rides at Zion Ponderosa Ranch Resort are conducted by East Zion Adventures.
