          Herbert Clark Hoover Born: Birthplace:
          West Branch, Iowa Herbert Clark Hoover was born at West Branch, Iowa, on Aug. 10, 1874, the first president to be born west of the Mississippi. A Stanford graduate, he worked from 1895 to 1913 as a mining engineer and consultant throughout the world. In 1899, he married Lou Henry. During World War I, he served with distinction as chairman of the American Relief Committee in London, as chairman of the Commission for Relief in Belgium, and as U.S. Food Administrator. His political affiliations were still too indeterminate for him to be mentioned as a possibility for either the Republican or Democratic nomination in 1920, but after the election he served Harding and Coolidge as secretary of commerce. In the election of 1928, Hoover overwhelmed Gov. Alfred E. Smith of New York, the Democratic candidate and the first Roman Catholic to run for the presidency. He soon faced the worst depression in the nation's history, but his attacks upon it were hampered by his devotion to the theory that the forces that brought the crisis would soon bring the revival and then by his belief that there were too many areas in which the federal government had no power to act. In a succession of vetoes, he struck down measures proposing a national employment system or national relief, he reduced income tax rates, and only at the end of his term did he yield to popular pressure and set up agencies such as the Reconstruction Finance Corporation to make emergency loans to assist business.

(Herbert Hoover National Historic Site) A lthough some people remember Herbert Hoover as the man who was President during the early years of the Great Depression, others may know him as a complex public servant, the "Great Humanitarian" whose career spanned a remarkable seven decades. A graduate of Stanford University, Hoover became a successful mining engineer before organizing relief programs for the starving victims of World War I. As Secretary of Commerce under Presidents Harding and Coolidge, he helped to create safer highways and aircraft, better health care for children, and the standardization of commercial products. And, in 1927, he mustered a fleet of 600 boats and 60 airplanes to rescue 325,000 Americans who were left homeless during the catastrophic Mississippi River flood. Following World War II, President Truman chose him to help the hungry people of Europe once again, and he spent his "retirement" years as an amazingly prolific author, speaker, and government adviser. Continuing his life-long desire to help needy children, he also served as chairman of the Boys' Clubs of America, helping to open 500 new chapters throuhgout the United States. TABLE OF CONTENTS

Family background
Hoover was born into a Quaker family in West Branch , Iowa , but after his parents' deaths lived in Newberg, Oregon . In the summer of 1885 eleven-year-old Bert Hoover boarded a Union Pacific train headed west to Oregon. Sewn into his clothes were two dimes; he also carried a hamper of his Aunt Hannah's homemade delicacies. Waiting for him on the other end of the continent was his Uncle John Minthorn, a doctor and school superintendent whom Hoover recalled as "a severe man on the surface, but like all Quakers kindly at the bottom." Hoover's six years in Oregon taught him self-reliance. "My boyhood ambition was to be able to earn my own living, without the help of anybody, anywhere." As an office boy in his uncle's Oregon Land Company he mastered bookkeeping and typing, while attending business school in the evening. Thanks to a local schoolteacher, Miss Jane Gray, the boy's eyes were opened to the novels of Charles Dickens and Sir Walter Scott. "David Copperfield," the story of another orphan cast into the world to live by his wits, would remain a lifelong favorite.

    HOOVER, HERBERT
    , engineer, philanthropist, and thirty-first president of the United States. Born in West Branch, Iowa, into a Quaker family, Hoover was orphaned at the age of nine and was reared by relatives in Iowa and Oregon. Although Hoover's religious training was quite rigorous, he retained few outward signs of his Quaker upbringing, aside from his style of dress. His personal and professional aggressiveness (which made him a millionaire by the age of forty) was inconsistent with Quaker ideas of moderation, and he could swear with the roughest of the miners he directed as an engineer. Moreover, he was a habitual smoker, enjoyed a drink, and often fished on Sundays, albeit in a high collar and necktie. But he exhibited his early Quaker training as president by relying more on the power of negotiation than on force (especially in Central America and the Caribbean) and by supporting arms limitation, international arbitration, and moral suasion in foreign relations. Hoover is still remembered primarily as a heartless depression president despite his philanthropic and government work during the First World War as head of the Commission for the Relief of Belgium, then as director general of the postwar American Relief Administration, and finally as President Woodrow Wilson's U.S. food administrator and director general of relief for Europe. These activities had made him such a popular figure by 1920 that both parties courted him as a presidential nominee. He refused to run but did serve as secretary of commerce in the administrations of Presidents Warren G. Harding and Calvin Coolidge, transforming his department into one of the most important and well-publicized agencies of the federal government. As commerce secretary Hoover helped develop some advanced economic theories on business cycles and industrial standardization, and he supervised regulation of the nascent radio and aviation industries.

    Herbert Hoover National Historic Site
    Herbert Hoover National Historic Site was established August 12, 1965. The historic buildings and grounds of this 186-acre site are preserved by the National Park Service to commemorate the life of the 31st President of the United States. Visit the small cottage where Hoover was born in 1874, a blacksmith shop similar to the one owned by his father, the first West Branch schoolhouse, and the Friends Meetinghouse where the Hoover family worshipped. Also located on the grounds are the Herbert Hoover Presidential Library-Museum, the gravesites of President and Mrs. Hoover, and an 81-acre tallgrass prairie.
    Visitation
    Each year over 225,000 people visit Herbert Hoover National Historic Site to learn more about Herbert Hoover, 31 st President of the United States. Visitation is highest during spring, summer and fall, lowest in January.

    Born August 10, 1874 in West Branch, Iowa, Herbert "Bert" Hoover was the middle of three children whose parents were Quakers. His father, Jesse, was a blacksmith. After both parents died in the early 1880s, the children were separated and sent to live with different relatives. Herbert was sent to live with his uncle, Dr. Henry Minthorn, in Oregon. After quitting high school in order to work in his uncle's real estate office, Hoover began to think about a career in engineering. He began with the study of geology at Stanford University, with the idea of becoming a mining engineer. There he met Lou Henry, and they were married in 1899. The great engineer After graduation, Hoover worked for a San Francisco engineering firm, and later took a job with an English mining company to run their gold mines in Australia and China. At age 27, Hoover was made a partner in the company, and began to travel the world, visiting the company's mines and searching for new ones. Hoover traveled around the world five times in five years. The Hoovers had two sons during that time, Herbert Jr. and Allan. In 1908, Hoover started his own engineering business. His company specialized in reorganizing failing companies, hunting for new mining prospects, and finding investors to pay for developing the best mines. Hoover's consulting firm employed 175,000 workers all over the world, with offices in England, France, Russia, San Francisco and New York City. He soon became known as the "Great Engineer."

    Great Depression
    Hoover had been in office less than eight months when the Wall Street crash occurred. At first the president treated this financial catastrophe and the decline in business and employment that followed as a speculative panic, and said that the economy was sound and would soon be normal again. In March 1930 he assured the nation that the crisis would be over in 60 days. He repeated similar opinions to restore public confidence in the face of business failures and mounting unemployment. Democrats found in the Great Depression the issue they had been lacking two years earlier. They campaigned vigorously in the fall elections of 1930, won a small majority in the House of Representatives, and elected several governors. From this point on, Congress began to harass the president.

    Inaugural Address
    ONDAY, MARCH 4, 1929 Popular opinion for the engineer, humanitarian, and Secretary of Commerce brought the President-elect to office with expectations of continued national growth and prosperity. Chief Justice William Howard Taft administered the oath of office on the East Portico of the Capitol. On taking his first elective office, the new President addressed a large crowd in the drizzling rain. Dirigibles and aircraft flew over the Capitol to mark the occasion.
    My Countrymen: This occasion is not alone the administration of the most sacred oath which can be assumed by an American citizen. It is a dedication and consecration under God to the highest office in service of our people. I assume this trust in the humility of knowledge that only through the guidance of Almighty Providence can I hope to discharge its ever-increasing burdens. It is in keeping with tradition throughout our history that I should express simply and directly the opinions which I hold concerning some of the matters of present importance.
