Please enable javascript. ong Kong, which was returned to China in 1997 after more than 150 years as a British Crown Colony, is a fascinating interweave of seeming opposites: bobbing fishing junks alongside luxury yachts; shimmering skyscrapers beside pagodas; high-tech subways and historic trams; state-of-the-art shopping complexes and alleyway market stalls. It is the place where Western and Eastern values have wed and spawned a culture, and a global marketplace whose ripples are felt around the world. Syracuse University's Hong Kong program offers students the opportunity to study the political economies, business, and cultures of East Asia at a pivotal moment in the region's history. As Hong Kong continues to move forward as a Special Administrative Region(SAR) of the People's Republic of China, students not only study but also participate within a political landscape and marketplace that will be as important to the 21st century as the U.S. was to the 20th. The Syracuse academic program, hosted by City University of Hong Kong, is designed to allow students to complete 12-14 credit hours of coursework in economics, political science, history, Chinese (Mandarin), or business. Extensive field study and intensive internships are key components of the modular academic program.

ITS FLAG HAS CHANGED from the crossed blue-and-red stripes of Great Britain's Union Jack to the bauhinia, a five-petaled, magenta native flower, a symbol, at once gentle yet historic, of Hong Kong's unruffled transition from colony to autonomous enclave of China. An enormous change, to be sure, yet this glistening, unique amalgam of East meeting West remains seamless, a dynamic, fetching city-state that offers to those who visit her a panorama of its Qing Dynasty-Victorian England history, the comforts of hotels with few equals, the finest Chinese kitchen extant, and a matchless collection of modish boutiques. Hong Kong is exhilarating. A visitor cannot help but be plunged into history: gaslights and 100-step market streets; temples redolent with incense; Queen Victoria in bronze, enthroned in a public park; sing-song Cantonese opera in the nighttime Temple Street Market; and the Noon Day Gun blasting its signal every day.

But aside from recent events, what do people really know about this fascinating and dynamic place? This curriculum unit introduces students to Hong Kong in the context of its role in an economically interdependent world.
In a world where national economies are inextricably bound by the exchange of commodities, natural resources, energy, labor supplies, and similar factors, nations can no longer exist independently of each other. The globalization of economies has forced nations into a cooperative yet tenuous relationship that has evolved into a state of balance known as interdependence. This delicate balance between economies is easily disrupted, given its vulnerability to each nation's economic difficulties and successes.
Economic interdependence has played an important role in Hong Kong's history, from its earliest days as a British colony to its current status as a center of international trade and finance. Hong Kong occupies a unique place in history because of its unprecedented transfer of power in 1997 from Britain to the People's Republic of China. Never before in history has a colony been returned to another country that claims it as their territory. Typically, decolonization is a gradual evolution from undiluted autocratic rule, typically by a governor, towards self-government, whereupon the colony is eventually granted its independence from the rule of another sovereign nation (Miners, p. 44; Chan, p. 139). The fact that China is not ruled by democracy makes the event even more noteworthy.

Post-Declaration Hong Kong: Migration-as-Transition
  • Since the founding of the British colony in 1841, Hong Kong has been a product of migration. Hong Kong has been populated through different historical and political periods marked by different waves of migration. It has witnessed a regular movement of people in and out of the territory, primarily from China as well as from various other parts of the world. Writing on the patterns of Hong Kong's post-war migration, Ronald Skeldon argues that the territory is 'essentially a destination of human circulation.' Such inflows and outflows of 'human circulation' have precipitated Elizabeth Sinn's idea of Hong Kong as a place of transit.
  • This historical specificity of transit is especially pertinent in the consideration of post-Declaration Hong Kong as it prepared itself for its transition from the British colony to Chinese sovereignty. The signing of the Sino-British Joint Declaration in 1984 heralded the beginning of twelve and a half years of transition. It was a tumultuous journey marked by cycles of Sino-British cooperation, suspicion and confrontation. This period saw the reunification of East and West Germany, the disintegration of the USSR, and China remaining the only major Communist regime in the world. Hong Kong became a tentative colony characterised by the triumphs of the drafting of the Hong Kong Special Administrative Region Basic Law, the ramifications of the Tiananmen Square massacre and the limits of British Citizenship and the Right of Abode.
