BE CAREFUL WITH HOME IMPROVEMENT "Unfortunately, not all contractors operate within the law," the Attorney General said. He gave several tips to help spot potential rip-offs and less-than-reputable contractors. Beware if the contractor does any of the following:
  • Solicits door-to-door and pressures you for an immediate decision,
    Offers a discount for finding other customers,
    Just happens to have materials left over from a previous job,
    Only accepts cash payments,
    Asks you to get the required building permits,
    Does not list a business number in the local telephone directory,
    Tells you that your job will be a "demonstration",
    Asks you to pay for the entire job up-front.
T he Attorney General strongly advises interviewing each contractor under consideration, checking with former customers of the contractor, understanding payment options, and getting a contract in writing. Before making your final payment, make sure that the job is complete. The Attorney General suggests, "If you have a problem that can't be resolved with the contractor, call the local Better Business Bureau, the Builders Association, or the Consumer Protection Division of our office for help."

There are many pitfalls to be aware of when contemplating improvements to your home. Arkansas law does not require residential contractors to be licensed or bonded. Therefore, it is often difficult to check the reputation of a contractor. The best way to select a contractor is to ask for recommendations from family or friends. The most important thing to remember when making improvements to your home is to have a written, signed and properly executed contract before any work is begun on your home or property. In particular, make sure the following information is contained in the contract:
  • Your name; The name, address, and telephone number of the builder or contractor; A complete and detailed description of the work to be done and the materials to be used; A provision requiring written approval for ANY changes; A statement that explains the builder's or contractor's guarantee on the work that he or she will perform;

      By Perri Capell Some homeowners act as their own general contractors on their home-renovation projects to save on the fee they'd normally pay to hire this building professional: about 10% to 25% of the total cost of the project. But managing a kitchen remodel, garage addition or other renovation can be deceptively difficult, and many owners who opt to be general contractors to save money end up losing money instead, say builders. General contractors seek bids from subcontractors, estimate the cost of the entire job, hire the subcontractors and then supervise the job to completion. The work may look easy, especially if a builder only shows up briefly each day to check on the subcontractors, says John Moffitt, president of Moffitt Development Co., a Kansas City, Kansas, developer and builder. "What the homeowner doesn't see is the four hours the builder spent behind the scenes to get things organized to that point," he says. In Over Their Heads Home repairs and other improvements are big business, churning up $173 million in the second quarter of 2003, reports the National Association of Home Builders. The percentage of U.S. homeowners who decide to manage their own home-renovation projects isn't known. Typical problems they encounter include organizing the work, spotting flaws in the construction or simply getting subcontractors to show up.

      By Penny Doherty Most people wouldn't take a six-week Australian vacation during a major home renovation. But then again, most people aren't as confident about the roles of architects and contractors as Leo Butzel and Robbie Reaber, a retired Seattle couple who have updated their 1950s waterfront home four times since 1989. Ms. Reaber and Mr. Butzel had already redone their blue-tiled bathroom with modern green slate surfaces and remodeled their kitchen and dining area by the time they tackled the master bedroom in 1995. But while they'd worked directly with contractors on the bathroom and kitchen projects, they knew that their ambitious plans to reverse the master bedroom and bathroom flipping the adjoining rooms around to different sides of the house, and moving walls, electrical outlets, and plumbing would require hiring an architect. "The contractor wanted the architect's drawings because it was a major job," says Ms. Reaber. Because reversing the two rooms would require changes to the house's plumbing structure, as well as new walls and electrical outlets, Ms. Reaber says the architect and contractor communicated closely during different phases of the project. After hearing the couple's idea about switching the rooms, the architect generated drawings and remained in contact with contractors.
