Nearly 40% of all U.S. emissions of carbon dioxide are the result of using energy to heat, cool, and provide hot water for buildings. Experience has shown that it only costs 10% more to build or renovate high-performance buildings. High-performance buildings and renovations cost less to construct. Additional upfront costs can be justified because the investment will reduce operating costs through the life of the home. The added cost, if any, of system investment each year is compared to the cost of fuel saved each year.

Waverley Home Improvement Grant
Introduction
The Waverley Home Improvement Grant is a discretionary grant of money from the Council which in certain circumstances can be given to you to pay for small, but essential, works you need doing in your home. The grant is available for works to dwelling houses, flats and mobile homes.
The main requirement to get this grant is that your income (or in the case of a couple, your joint income) is so low that you (or both members of a couple) do not pay income tax. If you receive one of the following income related benefits:-
  • Income Support Housing Benefit Council Tax Benefit Disability Working Allowance. Income-based Jobseekers Allowance
you will be eligible for the grant provided the Council is able to confirm that you receive it. Failing this you will need to provide some other form of proof that you do not pay income tax eg. a copy of your P60 form (if you receive a private or occupational pension) or a letter from the Inland Revenue. The Waverley Home Improvement Grant is not available to Waverley Council tenants.

The Council is always willing to provide advice to property owners on such matters as disrepair, amenities, energy conservation and so on. Houses in Multiple Occupation (HMOs)
The Council is responsible for checking these to make sure they are in a satisfactory condition, are safe, have satisfactory means of escape from fire and so on.

Home Energy Ratings
Home energy ratings provide a standard measurement of a home’s energy efficiency. Ratings are used for both and new and existing homes. In new homes rating often verify energy performance for the ENERGY STAR homes program, energy efficient mortgages, and energy code compliance. Homeowners who want to upgrade the home’s energy efficiency can use the energy rating to evaluate and pinpoint specific, cost-effective improvements. For existing homes, homeowners can receive a report listing cost-effective options for improving the home’s energy rating. An energy rating allows a homebuyer to easily compare the energy performance of the homes being considered. There are two types of ratings:
  • Projected ratings – Ratings performed prior to the construction of a home or prior to the installation of energy improvements to an existing home. Confirmed ratings – Ratings completed using data gathered from an on-site inspection, which could include performance testing of the home.

a hardware store/lumber yard, and warehouse space, was completed in three phases. Phase I, the department store, was completed in February 1998.
