Holy See
The coat of arms of the Holy See The term Holy See Latin Sancta Sedes , lit. "holy seat") refers in a geographic sense to the episcopal see of Rome , of which the Pope is the ordinary i.e. , the diocesan bishop ); in canon law , the terms Holy See and Apostolic See refer to the Pope ("Roman Pontiff") and the Roman Curia together unless otherwise indicated by context (can. 361). Because in this latter sense the Holy See comprises both the Pope and the Roman Curia, it is effectually the government of the Roman Catholic Church ; as such, it is recognized as having a legal personality under international law . Currently, Benedict XVI is the ordinary of the Holy See. Although the Holy See is closely associated with the State of the Vatican City , the independent, sovereign state governed by the Holy See, the two entities are separate and distinct. The Holy See administers the Vatican City, including all diplomatic functions; foreign embassies are accredited to the Holy See rather than to the Vatican City, and the Holy See establishes diplomatic agreements ("

VATICAN CITY - Following comments made by Nimrod Barkan, an Israeli foreign ministry official, which appeared in the Jerusalem Post newspaper on July 26, the Holy See Press Office issued the following note yesterday afternoon:
"The untenability of the groundless accusations directed against Pope Benedict XVI for not having mentioned - in comments following the Angelus prayer on July 24 - the July 12 terrorist attack in Netanya, Israel, cannot but be clear to the people who made them. Perhaps it is also for this reason that an attempt has been made to uphold the accusations by shifting attention to supposed silences of John Paul II on attacks against Israel in past years, even inventing repeated Israeli government petitions to the Holy See on the subject, and requesting that with the new pontificate the Holy See change its attitude.
"On this matter, it should be noted that:

B S N ot waiting for instructions, the nuncio immediately began diplomatic maneuvers, asking the government to raise the age limit of the orphans from 12 to 16, thereby increasing the number eligible for the exodus to Palestine. Soon after, the Grand Rabbi of Jerusalem asked the Holy See to intervene in a similar manner, but having already acted, the nuncio pointed out that further Vatican action would be superfluous. In a March 16 report to the Vatican, he said the government seemed ready for conciliation and that it would do even more were it not afraid of the reaction of the country's anti-Semites. The nuncio informed the Vatican that the civilian administration of Transnistria had been dismantled and that the population, including the Jews, "will be evacuated this side of the Nistra," that is, to safety beyond the reach of the Germans. A s for the orphans, on July 11, the nuncio informed Rome that the first Romanian refugee ship had arrived in Istanbul carrying 250 children from Costanza. Other ships would bring more refugees, he said, "and in this way the difficult question, which gave us so much work in the past, is reaching a successful solution." Naturally, he said, the gratitude of the Jewish community in Romania is felt deeply. Rabbi Herzog of Palestine also sent his thanks to the nuncio. O bviously, one should not suppose that whatever positive results were gained through these initiatives were due solely, or even largely, to any reputed Vatican "influence". To do so would be to underestimate the vast and intensive activity of the Jewish organizations themselves. Yet the gratitude of the Jewish leaders, such as Rabbi Safran, was no less sincere and justified.

C onfined in the German concentration camp at Vittel, France, were more Jews who claimed citizenship of either the United States or Latin American nations. They, too, were the objects of protracted and intensive diplomatic negotiations, with the Holy See as a willing participant. According to a report filed December 31, 1943, by the Nuncio Bernardini, they had been transferred from Germany to France, where they were kept together in the ostensible hope that they could be exchanged for Germans interned in the Western hemisphere. However, because in many cases their documents appeared to have been illegally obtained, one Latin American government after another withdrew its recognition of the passports, causing the prisoner's fragile situation to grow increasingly grave. O n December 27, 1943, the apostolic delegate in Washington wired his superiors that the Union of Orthodox Rabbis of the United States and Canada had pleaded for lenience toward the thousands of Polish Jews interned at Vittel. The Vatican, under Maglione's signature, immediately appealed to the Spanish government, the protecting power, urging it to maintain its support. And instructions were sent to Paraguay, one of the most involved states, to urge that rejection of the documents be suspended. On January 24, following contacts with the International Red Cross, the Vatican sent circular instructions to the other nunciatures in Latin America, instructing them to solicit from the respective governments continued recognition of the passports, "no matter how illegally obtained."

Excerpt
This is a delightful treatment, excellently researched, into a most interesting phase of the relations between the see of Rome and the Protestant government of Britain. It sheds new light on the leading statesmen, like Lord John Russell and Clarendon and Palmerston, none of whom was likely to be able to understand any inner qualities about Catholicism. It allows us the inner tensions andon occasion the tortuousness underlying those on the Vatican side who wished to persuade the successive Popes and sometimes wished to cajole a Pope to do what he was most unlikely to wish to do. The author used the necessary archives, from the Vatican and Propaganda as the two most importantinRome, to the Public Record Office and the private papers of various statesmen. The opposite viewpoints are fairly easily defined. The Acts of Parliament after the exile of King James II banned the British government from holding any relations with the see of Rome. Since those days the English grew more anti-Catholic rather than less, as the problem of Ireland began to hurt them. To the contrary, social intolerance was diminished among the gentry by horror of the savagery inflicted on the French clergy by the terror of 1792-1794 and by the consequent sympathy and personal experience of refugees and respect for them, for England was a principal asylum for priests and aristocrats who fled the guillotine or a lingering death in Cayenne.

The significations of the rose and (fourth of Lent ), the day on which it is blessed, so blend that the Sunday is oftentimes called Rose Sunday, and rose-coloured vestments, altar and throne and chapel draperies (signs of hope and joy) are substituted for the penitential purple during the solemn function. The Church on this Sunday bids her children who have been so far engaged in prayer, fasting and other penitential works, as also in serious meditation upon the malice of sin and the terrible punishment exacted on account of it, to look up and beyond Calvary and see in the first rays of the Easter sun, the risen Christ, Who brings them redemption, and "Rejoice". The golden flower and its shining splendour show forth Christ and His Kingly Majesty, Who is heralded by the prophet as "the flower of the field and the lily of the valleys"; its fragrance shows the sweet odour of Christ which should be widely diffused by His faithful followers (
