Annual Report CHAPTER - XIX OFFICIAL LANGUAGE 19.1 The provisions of the Constitution in regard to the Official Language and Official Language Policy of the Union Government is implemented in accordance with the provisions of the Official Language Act, the Official Language Rules and the administrative instructions regarding use of Hindi issued by the Deptt. of Official Language from time to time. Implementation of Official Language Policy 19.2 The Government have been promoting the use of Hindi in the official work by motivating their employees through incentives such as advance increament, cash awards, etc. An Official Language Cell in the Ministry of Home Affairs, functioning under Director (OL) supervises and ensures implementation of the Official Language Policy in the Ministry and attached and sub-ordinate offices. Quarterly Progress Reports regarding use of Hindi are obtained from all the divisions/ sections/desks of the Ministry of Home Affairs (Proper) as well as all the attached/subordinate offices including paramilitary organisations. These reports are reviewed in the quarterly meetings of the Divisional level Official Language Implementation Committees. Besides, inspections are carried out from time to time in various sections/desks and attached/subordinate Offices to review the progress made in regard to use of Hindi.

INTRODUCTION
Hindi Program Overview: Hindi, one of the Indo-European languages, and the national language of India is recorded in the Devanagari script which is based upon the principle of one-to-one equivalence between sound and symbol. Statistically, Hindi is one of the most widely spoken languages in the world. For Hindi language learning, in addition to the grammar books, each of the course is augmented with a supplementary course packet. This packet includes a variety of suitable pedagogical materials in Hindi language in the Davanagari script. Every effort is made to develop the language learning skills such as speaking, listening-comprehension, reading-writing, and communication-exchange of abstract ideas, simultaneously. In addition to the speaking and listening-comprehension skill acquisition, emphasis is placed on the basic literacy skills as well. Students begin to read and understand short literary stories with the help of a glossary in their third semester of Hindi. The Supplementary Course Packets for the Hindi classes are constantly fine-tuned and updated based on the student feedback and course evaluations. As a result, shaped and guided by the peers the pedagogical material for the Hindi classes are specifically tailored to the needs of the students.
A great variety of teaching materials and techniques blend together to make the Hindi language learning interesting and fun. For example, initially, to make conversational activities interesting, everyday-situations are focused on. A Vocabulary List specifically assembled to suit a particular situation in question is provided in advance to facilitate the students. Film clips, cooking demonstrations, and recorded music are some of the tools utilized for developing the listening comprehension skills in an enjoyable and interesting manner.

  • Pronunciation Hints Social Customs Grammar Hindi is the national language of India; but, it is one of several languages spoken in different parts of the sub-continent. 'National' should be understood as meaning the 'official' or 'link' language. The homeland of Hindi is in the North of India, but it is studied, taught, spoken and understood widely throughout the sub-continent, whether as mother tongue or as a second or a third language. Hindi has a special relationship with Urdu: their grammar is virtually identical, and they have a substantial vocabulary in common. However, the two languages part company at a higher level, because Urdu draws the bulk of its vocabulary from Persian and Arabic, while Hindi draws much of its vocabulary from Sanskrit. Besides, Hindi is written in Devnagari script, while Urdu is written in a modified form of the Arabic script. Hindi has many different styles and speech registers, appropriate in different contexts. At the most colloquial level it reflects more the common ground with Urdu, while in formal and official contexts a more Sanskritized style is found.

The following is an excerpt from the Introduction to Afroz Taj's book Urdu Through Hindi: Nastaliq With the Help of Devanagari (New Delhi: Rangmahal Press, 1997) South Asia is an area of enormous linguistic diversity. As one travels from town to town, or from region to region, accents change, dialects change, and languages change. The dividing lines between languages are often not clear, being blurred by a proliferation of overlapping and interlacing dialects. Even on the same street one can find very different "languages": the engineering student will speak differently from the poet, the servant will speak differently from the priest. What then defines a language? What makes a language unique? Its writing system? Its vocabulary? Or its grammatical structure? We should not make the mistake of confusing a language with its writing system. Often, unrelated languages share a common writing system, while any language can be transcribed into a new writing system without affecting its basic sounds and structure. Indeed most of the world's languages borrowed their writing systems from somebody else. For example, English, French, and Spanish borrowed their writing systems from Latin. The Latin alphabet was in turn derived from the Greek alphabet. Japanese adopted the Chinese word-characters. Both Indonesian and Turkish switched from the Arabic to the Roman writing system early in the Twentieth Century without being otherwise changed significantly. English can be written in Morse Code, Braille, binary computer code, or even in the Hindi writing system and it still remains English.

A BRIEF HISTORY OF LANGUAGE TECHNOLOGY
RESEARCH AT I.I.T.KANPUR
The work started on Devanagari Optical Character Recognition (1970-73)(R.M.K. Sinha and H.N. Mahabala), and on developing keyboarding and coding schemes (P.V.H.L.Narasimham, V.Rajaraman and B.Prasada; R.M.K. Sinha and H.N.Mahabala). However due to the exorbitant cost of the computers which could be afforded only by a few in those days, these remained more or less an academic exercise. With the advent of microprocessors in mid seventies, it became economically viable, to translate some of these ideas into a stand-alone Indian language terminal design (R.M.K. Sinha and Arjun Raman). A number of B.Tech and M.Tech project works were devoted to this.
In 1992, UNESCO and UNDP sponsored the Second Regional Workshop on Computer Processing of Asian Languages (CPAL-2) at IIT Kanpur under the Chairmanship of Prof. R.M.K. Sinha. (The first CPAL was held at Asian Institute of Technology, Bangkok in 1989.) This workshop was attended by several international experts and a a set of recommendations on current issues were generated out of the panel discussions which were submitted to UNESCO.
In 1990-92 Professor R.M.K. Sinha conceptualized design of a Machine Aided Translation system for translation from English to Indian Languages. This system was named as ANGLABHARTI and the underlying methodology named as ANGLABHARTI Technology or ANGLABHARTI Approach.
