George W. Bush waves goodbye as he leaves for the Summit of the Americas in Quebec, Canada. HMX-1 was established in December 1947 as an experimental unit to test and evaluate helicopters and tactics. HMX-1 provides all helicopter transportation for the President both overseas and within the continental United States. In addition, HMX-1 provides helicopter transportation for the Vice President, members of the President's Cabinet, and foreign dignitaries as directed by the White House Military Office. HMX-1 also provides helicopter emergency evacuation and other support as directed by the Commandant of the Marine Corps. Marine One is the call sign used when the President is on board of one of the HMX-1 Marine helicopters. The primary presidential helicopter is the Sikorsky VH-3D (Sea King).

Petroleum Helicopters, Inc. (PHI) had its beginning in February, 1949. With the emergence of the offshore oil and gas industry, seismograph crews were battling their way through a foreboding stretch of Louisiana marsh and swamp land. Using ground vehicles (marsh buggies) was a very slow, arduous and dangerous way to traverse this type of terrain. The late Jack Lee, a seismograph company president, envisioned the helicopter as an alternative transportation solution. He then approached Robert L. Suggs and M.M. Presidents George W. Bush and Vicente Fox board Marine One. Marine Helicopter Squadron One (HMX-1), "The Nighthawks", based at Marine Corps Air Facility, Quantico, Virginia , is responsible for the helicopter transportation of the president of the United States , vice president, Cabinet members and VIPs. When the President is aboard, the Marine helicopter uses the call sign " Marine One The first official presidential helicopter was the VH-34 , beginning operations in September . Since the U.S. Marine Corps has had sole responsibility for presidential helicopter transportation. The current fleet is made up of the VH-3D Sea King and the VH-60N Blackhawk which entered service with the squadron in and , respectively. HMX-1 is scheduled to receive 23 new Lockheed Martin's US-101 helicopters to replace the current fleet by 2008. The presidential and VIP flights fall under "Whiteside", the Executive Flight Detachment. Most activities of Whiteside are directed by the White House Military Office . Whiteside, although based at Quatico, Virginia, operates extensively out of an alert facility at Naval Air Station Anacostia in Washington, DC, which conjoins Bolling Air Force Base . The CH-47D Chinook helicopter carries out transportation of troops, artillery, supplies and equipment to the battlefield. Other roles include medical evacuation, aircraft recovery, parachute drop, search and rescue, disaster relief, firefighting and heavy construction. 163 CH-47Ds took part in Operations Desert Shield and Desert Storm. Over 1,000 Chinooks are operational wordwide. Boeing has delivered more than 480 CH-47D Chinooks to the US Army and National Guard. Boeing has also exported the helicopter to military and commercial operators in Argentina, Australia, Canada, Japan, Norway, Spain, United Kingdom and three Far East countries. Chinooks are under licensed production by Agusta of Italy and Kawasaki in Japan. Chinooks built by Agusta have been exported to Egypt, Greece, Iran, Libya and Morocco. 397 of the US Army CH-47D helicopters are being upgraded to CH-47F standard, which features: a new cockpit structure which will reduce vibration; new Rockwell Collins digital cockpit with moving map display and digital modem; and more powerful Honeywell T55-GA-714A engine with FADEC (Full Authority Digital Engine Control). The LRIP contract for seven systems was signed in January 2003. Deliveries began in July 2004 and will conclude in 2018. In December 2003, the US Army ordered seven new CH-46F helicopters to replace those lost in action and, in January 2005, an additional ten new-build CH-47F helicopters. Deliveries are scheduled for 2006-08. A further 38 helicopters are planned for procurement.

(larger JPEG version - 350k) Air traffic control radar now is the primary means for monitoring aircraft in flight, but ground clutter caused by obstructions such as tall buildings prevents tracking low-altitude flights in urban areas. That has restricted development of helicopter transportation in cities where clogged highways would make vertical flight an attractive alternative to ground transportation for passengers and cargo. But the success of Operation Heli-STAR (Helicopter Short-Haul Transportation and Aviation Research) during the summer of 1996 may help change that. Supported by the Federal Aviation Administration (FAA), the project for the first time showed that communications, navigation and surveillance (CNS) equipment based on the Global Positioning System (GPS) could reliably track helicopters operating in large metropolitan areas. "Operation Heli-STAR showed that the technology is here now to do low- altitude traffic control in urban areas," says Charles M. "Chuck" Stancil, manager of the Aerospace Sciences Branch of the Georgia Tech Research Institute (GTRI). "Everything that we planned and designed for the system worked. We could track the aircraft, communicate with them, send weather information, and even change the mission just by using digitized messages."

Mandate and approach
The Committee for the Review of Helicopter Safety on the Norwegian Continental Shelf was appointed by the Ministry of Transport and Communications 20 July 2001. The Committee was appointed to conduct the second of two reviews regarding helicopter safety on the Norwegian Continental Shelf. The first review was handed over to the Ministry of Transport and Communications 21 June 2001 and deals with the organizing of the public authorities' involvement on the shelf (cf. NOU 2001:21, «Helicopter Safety on the Norwegian Continental Shelf. Part 1: Organizing of the public authorities' involvement»). The mandate for this review is mainly to examine reports and conclusions from review no. 1 and based on these, among other things, suggest specific and realistic helicopter safety objectives, consider whether today's helicopter safety level is acceptable compared to the mentioned objectives, and also consider the need for specific measures to promote helicopter safety. The Committee has had one secretary, plus some capacity from the Norwegian Civil Aviation Authority. In addition, SINTEF Industrial Management, by agreement with the Ministry of Transport and Communications, was hired as a consultant and assisted the Secretariat. Besides, the Committee has reviewed relevant litterature, including UK CAA's research reports, and has examined and discussed existing air safety goals in Norway and other comparable countries and discussed acceptance criteria/safety objectives. Moreover, the Committee has examined a large number of measures and has given preferences, taking into account the measures' estimated effect on helicopter safety, estimated costs and cost efficiency of the measure, and also the measure's possibility of being carried out within reasonable time (1-5 years). In light of identified problems, the Committee has discussed potential improvements and agreed on the recommendations.
