Better Health, Cleaner Environment and Improved Security
Canadians are aware of the strong linkage between their health and the quality of the water they drink and the air they breathe. The positive correlation between energy-efficiency, GHG mitigation and the overall quality of the natural environment makes TEAM projects attractive from many angles. These projects are wise and timely investments because they are developing cleaner energy options, reducing our reliance on scarce resources, improving the quality of life of Canadians, and stimulating the economy. There is another potential advantage from GHG-reduction efforts. As we reduce our dependence on conventional energy technologies and fuels, we gain greater control of our economy and reduce the risk of supply-side uncertainties. By improving the economics and environmental performance of conventional energy supplies, future generations of Canadians will be able to enjoy the positive benefits of these precious resources. Moreover, by investing in renewable energy sources, communities and individuals have a greater voice in energy-related matters. The projects highlighted in this section show how TEAM achieves not just fiscal but also social leverage by investing in projects that fulfil their main GHG-reduction mandates, and at the same time, result in better health, a cleaner environment, and improved security.

'Green' Cleaners Protect Health, Environment, and Budget
L ime deposits stain the sink and toilet. Soap scum coats the tub tiles. Black mildew creeps along once-white grout. Bathrooms can be gruesome, and while harsh chemical cleaners make them easier to clean, they can also damage the environment, and, potentially, the health of employees. Twenty-five-year employee Romelle Whalen is one of many custodians caught in this catch-22 every day. She is thrilled that Mount Holyoke has recently replaced its traditional chemical cleaners, which are used by most large institutions and by many homeowners, with a line of solutions that are nontoxic, noncorrosive, noncombustible, and nonreactive. "You don't have to move away from them for a breath of air," said Whalen. "It feels good not to worry."
Last January, Mount Holyoke asked Whalen and housekeeper Mary Roco to test four "green" cleaners in the bathrooms of Torrey and Prospect Halls. The cleaners, part of Rochester Midland Corporation's Enviro Care line, contain no hazardous ingredients, glycol ethers, petroleum distillates, suspected carcinogens, or ozone-depleting compounds. They are also free of phosphates, which can kill life in rivers, streams, and oceans by causing "algae blooms."

hen I was 13 my family left the high plains of Wyoming and moved to a small town in northern Holland. We went from living in a land so dry that tumbleweeds bounced down the street to a country so wet that canals had been carved through the neighborhoods to drain the rainwater. In Wyoming the dominant color was brown, nothing but snow fell from the sky, and the sun was indomitable. In Holland the dominant color was green, water poured ceaselessly from heaven, and the sun hid atop a mattress of clouds. With fewer than five people per square mile, Wyoming was one of the least populated places on the planet. Holland had 900 people packed into every square mile.

The Institute of Medicine (IOM) report, To Err is Human: Building a Safer Health System [1999] revealed the following staggering, tragic statistics:
  • 4,000-98,000 preventable deaths occur annually due to medical error.
  • 7,000 preventable deaths related to medication errors alone.
In July 2004, HealthGrades published a study, Patient Safety in American Hospitals, concluding that there were over one million adverse events associated with Medicare hospitalizations during 2000-2002. And up to 195,000 accidental deaths per year in American hospitals. A conservative average of both the IOM and HealthGrades reports indicates that there have been between 400,000-1.2 million error-induced deaths (and countless errors) during 1996 - 2005. These casualties have been, in part, attributed to:
  • Poor communication among care providers;

Digest of Bills - 2002 HEALTH AND ENVIRONMENT S.B. 02- Hazardous waste - processors - siting. Expands the "State Hazardous Waste Incinerator Siting Act" (Act) to include hazardous waste processors. Exempts hazardous waste processors that were in operation as of March 22, 2002. Authorizes local governments to issue certificates of designation to hazardous waste processors. On the list of concerns a local government shall consider before issuing a certificate, adds the quality and quantity of public and private infrastructure the site needs. Changes the standard for a court to overturn a local government decision on judicial review from whether there is "no error" to whether the local government acted reasonably and in accordance with the Act. Limits the times during which the department of public health and environment can inspect a hazardous waste incinerator or processor to normal business hours after appropriate notification is given unless an emergency exists or the department has reason to believe that unlawful activity is being conducted or will be conducted at such site. Authorizes local governments to promulgate rules and collect impact fees on hazardous waste processors. Authorizes a one-time, lump-sum payment in lieu of annual impact fees if the owner or operator of the hazardous waste site agrees to such one-time fee. Raises the cap on the fee to apply for certification from $50,000 to $100,000. Changes impact fees from 2% of revenues to the greater of 2% of revenues or operating costs. Requires local governments to provide an accounting of the costs incurred in the application review and hearing process and to refund any payment in excess of such costs within 90 days.

Activities The Center for Health, Environment and Justice (formerly Citizens Clearinghouse for Hazardous Waste) trains and assists local people to fight for justice, become empowered to protect their communities from environmental threats and build strong locally controlled organizations. CHEJ connects these strong local groups with each other to build a movement from the bottom up.
