Since the Consortium was founded, one of our primary goals has been to reach the point where we could compete for grants to originate important work on the societal implications of the life sciences. In 2003, we landed the first NIH grant on which we took the lead. Developing our capacity to get grants has required a tremendous effort on the part of all Consortium members and our Consortium staff. We are particularly proud given how unusual it is for faculty and efforts based in a law school to secure federal grants, especially from NIH. Introduction
The HEED Program is an innovative initiative designed to explore the linkages between health, environment and economic development. The Fogarty International Center, the National Institute of Environmental Health Sciences, the National Institute of Child Health and Human Development, the National Institute of Aging, the NIH Office of Behavioral and Social Science Research, Consejo Nacional de Ciencia y Technologia (CONACYT) of Mexico, and the United States Geological Survey co-sponsor the program.
In addition to scientific capacity-building, program goals address related information, communication, and policy needs in the environment and health field. Many HEED funded projects result in the establishment or expansion of on-site data collection and analysis centers and generation of original data. HEED projects examine local and national policy issues and communicate with policymakers while the research is on-going about these issues. Finally, the interdisciplinary nature of HEED research projects leads to the establishment of partnerships among scientists in developing countries that have significant potential for future scientific collaborations.

In fact, according to a Health Canada poll, more than half of Canadians believe that environmental contamination has already hurt their health. Cancer rates are rising. Asthma is an epidemic and toxic waste sites, like the Sydney Tar Ponds, languish while neighbours fall ill.
Childhood cancers have increased by 26 percent overall, while the incidence of particular cancers has increased still more. Since 1971 acute lymphocytic leukemia has increased 62 percent, brain cancer by 50 percent, and the incidence of bone cancer by 40 percent. Testicular cancer, primarily in young men, has increased 300 percent. Breast cancer rates are an epidemic, with the lifetime risk for Canadian women rising to one in nine today.
After 30 years, one is entitled to ask why we are losing the war against cancer. The answer is likely that we have focused our resources on only part of the problem. In fact, the funding has been directed nearly entirely to the lab coat work of finding a cure. (Read more about this issue here

According to Canadian studies, DDT and DDE residual levels in the breast milk to Inuit women in the Eastern Arctic are 1210 parts per billion, compared to 171 parts per billion in women in Southern Ontario. The extreme levels of persistent pesticides in Arctic people and animals high on the food chain are largely a result of transboundary transport and bioaccumulation. Similar build-ups of other harmful pesticides have been recorded in various parts of Canada including the Great Lakes, the St. Lawrence River and the Prairies.
Over 34 million kilograms of pesticides are used annually across Canada. According to the National Research Council, expenditures on pesticides have doubled between 1980 and 1990 and have increased eightfold since 1970. The negative effects of pesticides in the Canadian environment are already evident and well documented. For example, autopsies performed on a group of Canada Geese that died inexplicably near Simcoe Ontario in September 1996 revealed that the grass and clover found in their digestive systems contained diazinon-a lethal chemical used on lawns. The birds were reported to have been behaving erratically and showed signs of blood in the feces and mucus streaming from their mouths.
