History
Hong Kong International MEDLARS Centre (HKIMC) was established in 1996 at Li Ping Medical Library under the joint support of the Faculty of Medicine and the University Library System of the Chinese University of Hong Kong to provide a one-stop document delivery service for the health professionals of the world at large and the Asia Pacific Region in particular as a regional biomedical information resource centre. MEDLARS ( MED ical L iterature A nalysis and R etrieval S ystem) is the computerized system of databases and databanks offered by the US National Library of Medicine (NLM) . It comprises over 40 online databases containing about 18 million references, including the popular MEDLINE . NLM has set up 22 International MEDLARS Centres outside the United States through bilateral agreements with public institutions nominated by the most senior health officials of the respective country. This Centre is the 20th of such centre.
Services The Centre aims to assist health professionals in obtaining copies of articles from the collection of the Li Ping Medical Library and other ULS libraries, NLM or NLM-related libraries. Users may search MEDLINE or other NLM databases via the Internet to produce a list of publications or bibliographic citations.

Mayo Foundation libraries are dedicated to meeting the information needs of Mayo employees and students, and patients under care of Mayo physicians. Although Mayo libraries are private libraries, they are open with permission to non-Mayo students and visiting health care professionals. Every attempt is made to provide access to unique materials through various interlibrary loan networks accessible through most medical, specialty, university, and public libraries. The Mayo libraries are fully automated, utilizing the Innovative Interfaces, Inc. product for acquisitions, cataloging, serials control, reserves, media booking, and the online catalog. A bibliographic retrieval system supporting 10 databases called MayoSearch is based on the Ovid Technologies, Inc. product. A full-text drug information system with the Micromedex suite of databases and systems as the primary content is also available. Library websites provide access to electronic resources on the Mayo intranet and the Internet and serve as launch sites for various library electronic reference systems such as MayoSearch and the Foundation online catalog. Library electronic resources are fully accessible from workstations throughout the Foundation.

PRINCIPLES FOR LICENSING ELECTRONIC RESOURCES
Introduction
License agreements are a fact of life in conducting business in the electronic environment. Providers of electronic information resources are employing licenses as a legal means of controlling the use of their products. In the electronic environment where the traditional print practice of ownership through purchase is being replaced by access through license, libraries need to be aware that licensing arrangements may restrict their legal rights and those of their users. As responsible agents for an institution, librarians must negotiate licenses that address the institution's needs and recognize its obligations to the licensor. To help provide guidance in this continuously evolving environment, the American Association of Law Libraries, American Library Association, Association of Academic Health Sciences Libraries, Association of Research Libraries, Medical Library Association, and Special Libraries Association have combined to develop a statement of principles. These six associations represent an international membership of libraries of all types and sizes. The intent of this document is two-fold: to guide libraries in negotiating license agreements for access to electronic resources, and to provide licensors with a sense of the issues of importance to libraries and their user communities in such negotiations.
