Curriculum and Reauthorization
  • Have you discussed the 1998 Head Start Reauthorization Act with your colleagues?

    Do you think you must immediately hire a consultant, buy new materials, change your activities, and develop new teaching strategies?
These questions and many others are on the minds of Head Start education staff throughout the country. Tri-County Head Start in Paw Paw, Michigan, is no exception. We have explored how we make professional decisions about curriculum, and we've identified possible pitfalls. We've also taken a close look at our curriculum to see if it is compatible with the new mandates from Congress, and we realize there are two relatively simple steps in this process. Step 1: Have a working knowledge about child development principles.
When adults are knowledgeable about early childhood development, they present appropriate curriculum. In addition, each child's learning style and cultural context must be addressed by presenting appropriately challenging experiences that allow for positive achievement and engage children in multidisciplinary activities. Both are necessary to make curriculum meaningful for children as well as adults.

CURRICULUM OVERVIEW
Basic Educational Skills as Defined by Head Start
The goal of Head Start is to bring about a greater degree of social competence in children, regardless of race, economic circumstances, language and geographic location by providing a comprehensive child development experience within the context of his/her family and community. Social competence embraces the child's intellectual, affective and physical development at home, in school, and in the neighborhood. Developmentally-appropriate educational skills are those which are necessary for the later acquisition of skills and learning commonly recognized as reading, writing, mathematics, language, science, problem-solving and the development of positive attitudes toward learning.
The Head Start curriculum involves mastering now the preschool work of "doing and experiencing". These experiences are groundwork for social competence and formal academic learning. It does not mean implementing in Head Start what children do in Kindergarten and first grade. The assumption of this project is that a program which fosters the acquisition of basic skills must not only be developmentally appropriate but must be implemented in the context of the Head Start philosophy of a comprehensive approach to children and families.
Classroom Structure
The Head Start education classrooms are comprised of three and four year olds. They are staffed by classroom teachers including a certified teacher, and a full-time and a part-time assistant. Classroom support staff includes bilingual assistants, speech and early intervention specialists, family service staff, mental health consultants, and a registered nurse.

Funded with a $5.8 million federal grant over five years, this project will be the first effort U.S. educators have made to provide disadvantaged children with an opportunity to overcome the academic challenges that research shows can plague them for their entire academic careers. This project, which represents the Bush administration investments in early childhood education, is funded by multiple federal sources through the National Institute of Child Health and Human Development. Penn is one of only eight universities in the country to receive these grant funds. "Head Start has never before benefited from an evidence-based, integrated curriculum," said Dr. John Fantuzzo, a psychologist and professor of education at GSE, who is the principal investigator in this study. "Head Start and other early childhood care programs have done well at addressing childrens comprehensive needs and giving them a sense of what school is aboutwere excited to add to that success by developing scientifically tested curricula that could help preschoolers get a leg up academically, and the curricula could be around long after were done with this research project."

Homework: Head Start Researchers at the Graduate School of Education have taken on a big assignment: Developing the first integrated curriculum for Project Head Start, a $6 billion federal program that helps prepare almost a million low-income children for school. The curriculum, which will be developed and tested over the next five years in partnership with researchers and preschool teachers, will weave together the teaching of basic reading and math skills with school and social-readiness skills. has Another challenge is combining these components in a way that they enhance each other rather than overwhelm the child. With $5.8 million in federal money, the researchers will test various levels of integration to see which produce the best outcomes. Each of the eight lesson sets is built around an element of life and creation, including Mother Earth, fire, water, air, plants, animals, and the stars.
