When the election returns came in, Tilden had won the popular vote by a small margin of about 250,000 out of a total vote of 8,320,000. However, both candidates claimed victory in the electoral vote. The confusion arose from the chaotic political situation in the postwar South. In South Carolina, Louisiana, and Florida, claimed by Tilden, the election officials were Republicans who would not accredit the Democratic electors. They gave Hayes their electoral votes. This made the electoral count a tie, with 184 each to Tilden and Hayes. Furthermore, one of Oregon's three electoral votes was claimed by both parties. E

He voted for Whig presidential candidates Henry Clay in 1844, Zachary Taylor in 1848, and Winfield Scott in 1852. Then Hayes became caught up in the national controversy between the Northern and Southern states over the extension of slavery into the territories. Influenced partly by his wife, who strongly opposed slavery, he took a moderate antislavery stand and defended fugitive slaves. In 1856 he left the crumbling Whig Party to support Senator

HAYES, RUTHERFORD B.
, nineteenth president of the United States. Born in Ohio, Hayes graduated from Kenyon College at the top of his class in 1842 and three years later from Harvard Law School. After beginning law practice in Lower Sandusky, Ohio, Hayes in 1850 moved to Cincinnati, where he married Lucy Ware Webb, an ardent abolitionist who helped make him a moderate reformer. Beginning in 1853 he defended captured runaway slaves. Later he joined the Republican party, entered politics, and from 1858 to 1861 was Cincinnati's city solicitor. Outraged by the South's attack on Fort Sumter, Hayes volunteered for the Union army in 1861, served with conspicuous gallantry throughout the war, and emerged a major general and member-elect of Congress. In Congress from 1865 to 1867, he supported Radical Republican Reconstruction measures before resigning to run successfully for governor of Ohio. Reelected in 1869, Hayes counted as his greatest achievements Ohio's ratification of the Fifteenth Amendment and the establishment of Ohio State University. After retiring briefly, Hayes ran successfully for a third term as governor in 1875 and became Ohio's favorite-son candidate for the presidential nomination in 1876. Hayes won the Republican nomination over his more prominent rivals because his record as a war hero, a Radical Republican congressman, and a reform governor would help him carry his crucial state. Hayes defeated the Democratic nominee, Samuel J. Tilden, after Congress, through an electoral commission, resolved a four-month dispute (pitting Democratic violence against Republican fraud) over who had carried South Carolina, Louisiana, and Florida. Tilden always believed that in a fair election he would have carried those and other southern states, although there is no way of knowing if he was correct.

Hayes, Rutherford B
, nineteenth president of the United States . Born in Delaware, Ohio, Hayes graduated from Kenyon College and Harvard Law School and served in the Civil War as a general. He was governor of Ohio from 1868 to 1872 and the Republican candidate for president in the election of 1876 . His opponent, Democrat Samuel Tilden, won the most popular votes and led in the electoral college 184-165. But fraud and violence in three southern states and doubts about an Oregon elector's eligibility left 20 electoral votes in question. Congress created a special electoral commission to determine the winner, and Hayes won by 1 electoral vote. During the Hayes administration, all federal troops were removed from the South as part of the Compromise of 1877 , thus ending military Reconstruction . Hayes was not renominated in 1880.

Fun Fact: In 1879, the first telephone was installed in the White House. At first it was hardly used, because there weren't many other phones in Washington to call. Fast Fact: Rutherford B. Hayes gained the Presidency by a margin of only one electoral vote. Biography: Beneficiary of the most fiercely disputed election in American history, Rutherford B. Hayes brought to the Executive Mansion dignity, honesty, and moderate reform. To the delight of the Woman's Christian Temperance Union, Lucy Webb Hayes carried out her husband's orders to banish wines and liquors from the White House. Born in Ohio in 1822, Hayes was educated at Kenyon College and Harvard Law School. After five years of law practice in Lower Sandusky, he moved to Cincinnati, where he flourished as a young Whig lawyer.
He fought in the Civil War, was wounded in action, and rose to the rank of brevet major general. While he was still in the Army, Cincinnati Republicans ran him for the House of Representatives. He accepted the nomination, but would not campaign, explaining, "an officer fit for duty who at this crisis would abandon his post to electioneer... ought to be scalped." Elected by a heavy majority, Hayes entered Congress in December 1865, troubled by the "Rebel influences ... ruling the White House." Between 1867 and 1876 he served three terms as Governor of Ohio.

in full RUTHERFORD BIRCHARD HAYES (b. Oct. 4, 1822, Delaware, Ohio, U.S.d. Jan. 17, 1893, Fremont, Ohio), 19th president of the United States (1877-81), who brought post-Civil War Reconstruction to an end in the South and who tried to establish new standards of official integrity after eight years of corruption in Washington, D.C. He was the only president to hold office by decision of an extraordinary commission of congressmen and Supreme Court justices appointed to rule on contested electoral ballots. A successful Cincinnati lawyer during the decade preceding the American Civil War (1861-65), Hayes represented defendants in several fugitive-slave cases and became associated with the newly formed Republican Party. After combat service with the Union Army he was elected to Congress (1865-67) and to the Ohio governorship (1868-76). In 1875, during his third gubernatorial campaign, Hayes attracted national attention by his uncompromising advocacy of a sound currency backed by gold. The following year he became his state's favourite son at the national Republican nominating convention, where a shrewdly managed campaign won him the presidential nomination. Hayes's unblemished public record and high moral tone offered a striking contrast to widely publicized accusations of corruption in the administration of President Ulysses S. Grant (1869-77). An economic depression, however, and Northern disenchantment with Radical Reconstruction in the South combined to give Hayes's Democratic opponent, Samuel J.

Inaugural Address of Rutherford B. Hayes
MONDAY, MARCH 5, 1877 Fellow-Citizens: We have assembled to repeat the public ceremonial, begun by Washington, observed by all my predecessors, and now a time- honored custom, which marks the commencement of a new term of the Presidential office. Called to the duties of this great trust, I proceed, in compliance with usage, to announce some of the leading principles, on the subjects that now chiefly engage the public attention, by which it is my desire to be guided in the discharge of those duties. I shall not undertake to lay down irrevocably principles or measures of administration, but rather to speak of the motives which should animate us, and to suggest certain important ends to be attained in accordance with our institutions and essential to the welfare of our country. At the outset of the discussions which preceded the recent Presidential election it seemed to me fitting that I should fully make known my sentiments in regard to several of the important questions which then appeared to demand the consideration of the country. Following the example, and in part adopting the language, of one of my predecessors, I wish now, when every motive for misrepresentation has passed away, to repeat what was said before the election, trusting that my countrymen will candidly weigh and understand it, and that they will feel assured that the sentiments declared in accepting the nomination for the Presidency will be the standard of my conduct in the path before me, charged, as I now am, with the grave and difficult task of carrying them out in the practical administration of the Government so far as depends, under the
