Rutherford B. Hayes Beneficiary of the most fiercely disputed election in American history, Rutherford B. Hayes brought to the Executive Mansion dignity, honesty, and moderate reform. To the delight of the Woman's Christian Temperance Union, Lucy Webb Hayes carried out her husband's orders to banish wines and liquors from the White House. Born in Ohio in 1822, Hayes was educated at Kenyon College and Harvard Law School. After five years of law practice in Lower Sandusky, he moved to Cincinnati, where he flourished as a young Whig lawyer.

He fought in the Civil War, was wounded in action, and rose to the rank of brevet major general. While he was still in the Army, Cincinnati Republicans ran him for the House of Representatives. He accepted the nomination, but would not campaign, explaining, "an officer fit for duty who at this crisis would abandon his post to electioneer... ought to be scalped." Elected by a heavy majority, Hayes entered Congress in December 1865, troubled by the "Rebel influences ... ruling the White House." Between 1867 and 1876 he served three terms as Governor of Ohio.

Monday, March 5, 1877 Fellow-Citizens: W E have assembled to repeat the public ceremonial, begun by Washington, observed by all my predecessors, and now a time-honored custom, which marks the commencement of a new term of the Presidential office. Called to the duties of this great trust, I proceed, in compliance with usage, to announce some of the leading principles, on the subjects that now chiefly engage the public attention, by which it is my desire to be guided in the discharge of those duties. I shall not undertake to lay down irrevocably principles or measures of administration, but rather to speak of the motives which should animate us, and to suggest certain important ends to be attained in accordance with our institutions and essential to the welfare of our country. At the outset of the discussions which preceded the recent Presidential election it seemed to me fitting that I should fully make known my sentiments in regard to several of the important questions which then appeared to demand the consideration of the country. Following the example, and in part adopting the language, of one of my predecessors, I wish now, when every motive for misrepresentation has passed away, to repeat what was said before the election, trusting that my countrymen will candidly weigh and understand it, and that they will feel assured that the sentiments declared in accepting the nomination for the Presidency will be the standard of my conduct in the path before me, charged, as I now am, with the grave and difficult task of carrying them out in the practical administration of the Government so far as depends, under the Constitution and laws on the Chief Executive of the nation.

Rutherford B. Hayes was an Ohio lawyer who was elected to the U.S. House of Representatives while still on active duty in the Civil War. He served three terms as Governor of Ohio, then received the Republican nomination in the presidential race of 1876. Although his opponent, Democrat Samuel J. Tilden, received a plurality of the popular vote, the electoral votes from four states were in dispute. A special congressional commission gave the election to Hayes just three days before his inauguration. In turn, President Hayes removed Federal troops from the South. After his term expired, he did not seek re-election. He was succeeded by James Garfield Mrs. Hayes was known as "Lemonade Lucy" for her strict policy against alcohol in the White House... He was the 19th president.

Rutherford was born in Delaware, Ohio on October 4, 1822. According to some sources Rutherford Hayes lost his election for President. Samuel Tilden won the popular vote, and probably the electoral college vote, but the results were fixed to give Hayes the majority. His was the most disputed election in US History. It took a recount of the votes from three southern states by the House and Senate to determine the election. He took the oath of office in private in the White House. Rutherford was the first President to take the oath in the White House. Hayes had a beard and a mustache. Upon becoming president in 1877, Hayes immediately banished wine and liquor from the White House. He was not a temperance fanatic but wanted to set a good example for the country. White House guests were not appreciative. He was ridiculed and his wife was called "Lemonade Lucy" since she refused to serve anything stronger than lemonade. Lucy Hayes was the first president's wife to be called First Lady of the Land.

The Early Years
Rutherford Hayes was born in Delaware, Ohio. His father had died 11 weeks before Rutherford's birth. He was raised by his mother and his maternal uncle. As a child, Hayes studied under a local schoolmaster. At 14, he attended the Norwalk Academy, a Methodist school run by Jonah Chaplin. The next year, he entered the college preparatory academy of Isaac Webb. At 16, Hayes enrolled in Kenyon College in Gambier, Ohio, were he graduated as the class valedictorian in 1842. In 1843, Hayes entered Harvard Law School, from which he graduated in 1845. He was admitted to the bar two months later. From 1845 -1858, Hayes ran a legal practice in Fremont, Ohio. From 1858-1861 he served as the Cincinnati City Solicitor. In June, 1861, Hayes enlisted in the Union army. He rose to the rank of Major General, and was wounded in battle several times, becoming a local hero. In 1864, while still in uniform, Hayes was nominated for an Ohio seat in Congress. When it was recommended that he return home from the battlefront to campaign, he responded, "an officer fit for duty who at this crisis would abandon his post to electioneer in Congress ought to be scalped." Needless to say, he won his election, and served in Congress until 1868. He was a supporter of the radical Republicans.

Hayes went to private schools and received some of his education at home. He went to Kenyon College and Harvard Law School. When he started his practice in Cincinnati, Ohio, he had very few clients. To save money, he slept in his office. His Presidency: Hayes upheld his party's promises which resulted in the South becoming self-governing again. He attempted civil service reform based on merit rather than the spoils system which awarded political positions to party members whether or not they were qualified. He was strongly opposed, but his efforts laid the ground for future reform.

He received his first education in the common schools, graduated in 1842 at Kenyon College, Gambier, Ohio, and was a student at the law school of Harvard University from 1843 until his graduation in 1845. He was admitted to the bar in 1845, and practised law, first at Lower Sandusky (now Fremont), and then at Cincinnati, where he won a very respectable standing, and in 1858-1861 served as city solicitor. In politics he was at first an anti-slavery Whig and then from the time of its organization in 1854 until his death was a member of the Republican party. In December 1852 he married Lucy Ware Webb of Chillicothe, Ohio, who survived him. After the breaking out of the Civil War, the governor of Ohio appointed him a major of a volunteer regiment on 7 June 1861, and in July he was sent to western Virginia for active service. He served throughout the war, distinguished himself particularly at South Mountain, Winchester, Fishers Hill and Cedar Creek, and by successive promotions became a brigadier-general of volunteers and, by brevet, a major-general of volunteers. While still in the field he was elected a member of the National House of Representatives, and took his seat in December 1865. He was re-elected in 1866, and supported the reconstruction measures advocated by his party. From 1868 to 1872 he was governor of Ohio. In 1873 he removed from Cincinnati to Fremont, his intention being to withdraw from public life; but in 1875 the Republican party in Ohio once more selected him as its candidate for the governorship.
