In Maine, there are no specific teacher certification requirements to use technology as a tool in the classroom. However, teachers in Maine's elementary schools are required to have three semester hours of computer training (Reutershan 1999). Massachusetts indicates that there is no formal requirement, but under Competency III: Instructional Practice, there is a significant place given to technology — "The effective teacher … (b) teaches through diverse modes, including new technologies, reading and language arts as appropriate to the ages, learning style and developmental state of the learner; ..." (Palumbo, 1999). It is clear that, while these five states do not have a formal requirement for technology competencies for teachers for certification/licensure, they are well aware of the need for training in the use and integration of technology for learning as well as for personal use. As Oshiro (1999) points out, "Most states are moving toward some sort of technology competency that becomes part of teacher certification. [...], we are well aware of the need to address the professional development issues in this area." References Return

Legislature Adopts Landmark Education Measure
(April 15, 2004) The Senate and House of Representatives have approved landmark legislation that will revamp the public education system by directing more resources to the classroom and bringing governance to the school level. The bill, SB 3238, SD 2, HD 2, CD 1, was a major component of the Senate-House Majority Caucus legislative package for 2004. A significant component is the implementation of a weighted student formula. There are several advantages to this approach, including the relative cost of educating students can be much more accurately assessed, based upon the unique learning needs of each student; funds follow students to whichever school they attend; and the budget process becomes more transparent as it is based on dollars, not staff positions. However, establishing a weighted student formula cannot be effective in a vacuum; other reform measures must be implemented as well. Toward that end, principals will be empowered to act as the educational leaders of their schools, with more authority relating to budgeting and more flexibility to expend funds. With these expanded powers, principals will be held accountable for their performance with a system that includes rewards, assistance, and sanctions. Principals will also need more training and support if they are required to take on additional duties and are expected to advance student success. Furthermore, community involvement and support of schools will need to be enhanced if schools are to work effectively.

Methods of Gathering and Verifying Data
A central goal of this project was to develop a snapshot of precollegiate history education in the 50 states and Washington, D.C. Hired by the Organization of American Historians as the lead researcher for this OAH/AHA project, Sarah Drake Brown requested information in the following categories:
  • certification requirements for history teachers at the elementary, middle, and high school levels
  • standards in history for teachers
  • standards in history for the K-12 curriculum
  • high school graduation requirements and exit examination requirements in history
  • state criterion-referenced examinations in history
  • statewide resources for history teachers and contact information for state history/social studies specialists
  • statewide associations for teacher membership This proved to be a massive amount of data, so the information was collected in separate steps: independent searches for data, preliminary public presentations of initial findings, and early contact with numerous representatives in history education from each of the states and the District of Columbia. Preliminary data was then collected from the web sites created and maintained by the various departments of education and certifying bodies in each of the states. This information was then compiled into reports for each state, organized into sections based on the categories listed above.
