McGruff's message has gone beyond the classroom to reach the community at large. His message of drug and crime prevention has been heard by thousands of children and adults alike at community events. - When Sailors from USS Louisville (SSN 724) recently visited first-graders at Princess Victoria Kaiulani Elementary School in Honolulu, they got a chance to see first-hand how the Department of Defense (DoD) funds from the Joint Venture Education Forum (JVEF) are being used. The books were bought with money provided by the JVEF, a cooperative program between DoD and the Hawaii Department of Education. The program seeks to enhance and maintain open dialog on education concerns and facilitate educational support of all children. The JVEF textbook initiative impacts 50 Hawaii public elementary schools in all seven school districts, including 11 schools on the neighboring islands of Hawaii, Kauai, Maui and Molokai. The JVEF provided $20 per student for 14,400 students in Hawaii's elementary schools for new K-3 reading books. The Hawaii Department of Education pledged matching funds of $148,000, for a total of $436,000 for new books. With the money Princess Victoria Kaiulani Elementary School received from DoD, along with its own funds, the school was able to purchase a new reading series for the entire school, kindergarten through fifth grade.

PEARL HARBOR, Hawaii (NWSB) Hawaiian schools food services director plans to incorporate what he learned about food service aboard USS Independence (CV 62) into public school cafeterias in the state. "The trip there was way beyond my expectations," said Gene Kaneshiro, who is responsible for setting up menus and other dietary plans for approximately 185,000 students in the Hawaii public school system. "The Navy went beyond the call to accommodate me. "I expected to meet the ship pier side," Kaneshiro said. "I never expected to have them fly me out there, but landing on the flight deck was an experience." Independence , forward deployed to Yokosuka, Japan, was in Hawaiian waters for the Rim of the Pacific 96 exercise this summer. Kaneshiro said he wants to establish standardized nutrition labels for all foods on the serving line in their schools. All shore and shipboard galleys use nutrition labels to inform Sailors of the amount of cholesterol, fat and calories in each portion of food. "By doing something similar in our cafeterias, the students will become aware of what's in the various foods we're feeding them," he said. "It will also show the faculty and parents that we're trying to meet the dietary guidelines that we're under.

Various provisions in state statutes grant charter schools varying levels of authority to govern themselves and to make decisions regarding the operation of the schools, including decisions related to personnel, curriculum, and expenditures. The extent of a charter school's operational autonomy will have an impact on how special education programs are implemented in these schools. As described in the following paragraphs, statutory provisions that give higher levels of autonomy include ones that allow or require charter schools to (1) operate independent from local school districts, (2) make their own personnel decisions, (3) be exempt from state and district education laws and regulations, (4) assume liability for their actions, and (5) receive their funding directly from the state. What can schools do?
Approaches to promoting greater degrees of tolerance at school can take many forms but require a concerted effort on the part of teachers, students, families, and administrators. The article "Protecting Students from Harassment and Hate Crimes: A Guide for Schools" published by the U.S. Department of Education’s Office for Civil Rights and the National Association of Attorneys General (see www.ed.gov/offices/OCR for a free copy of this publication) provides detailed information on designing and implementing a comprehensive approach to eliminating harassment and incidents of hate on school campuses. It begins with a written policy clearly indicating that demonstrations of hate and bias will not be tolerated at school. The policy should identify the types of acts prohibited, outline procedures to follow should these acts occur at school, and describe the various steps the school will take to respond to reported incidents. Second, school staff should receive specific training in how to identify and respond to incidents of harassment and intolerance on campus. It is important that relatively minor incidents such as teasing and name-calling not be overlooked because these often lead to more serious violations and tend to destroy the atmosphere of courtesy and respect established at school. Rather, teachers and other staff might consider minor incidents of misunderstanding and conflict as opportunities to teach basic concepts of tolerance and respect. Overall, it is important that the school consider, and have available, a range of response options based on such factors as the nature and severity of the transgression, the age and developmental status of those involved, and the circumstances surrounding the behavior.
