Lawmakers rejected the Board of Education's call for $9.6 million for projects at Ka'a'awa, such as replacing its administration and cafeteria buildings. ACT 221 ENABLES LOCAL INSURER TO REVERSE OFFSHORE OUTSOURCING; BRINGS HIGH-TECH JOBS TO HAWAII
Hawaii's Act 221 tax credit program has enabled AIG Hawaii to increase high technology jobs by nearly 50 percent over the last year and to be named one of seven technology development centers worldwide by its parent company AIG. The AIG Hawaii Development Center is a major breakthrough for the state's high technology industry growth. It fills the gap of providing a Pacific time zone for AIG to conduct 24-hour processing across world zones for its technology needs. The Center will create new jobs in the Hawaii economy through development of major software applications for AIG companies worldwide as well as other high technology ventures in Hawaii. The AIG Hawaii Development Center will focus on research and development of applying new technologies to the software development process.
According to AIG Hawaii President and Chief Executive Officer Robin Campaniano, the state's favorable tax climate is contributing to Hawaii's economic development in several key ways: preventing the loss of high technology jobs at AIG Hawaii to corporate consolidation; stopping "brain drain" by increasing local IT jobs at AIG Hawaii; solidifying the company's designation as a worldwide AIG Development Center; reversing the offshore outsourcing trend by bringing partner consultants to Hawaii; and encouraging company investment of $3 million in infrastructure to build the Hawaii data center.

Lane Collection Acquisition spurs Conservation Efforts
The recent purchase of the voluminous Richard Lane Collection from Japan has been the catalyst for the creation of the new Asian Art Conservation Center dedicated to Chinese, Korean, and Japanese paintings at the Honolulu Academy of Arts, according to Academy Director Stephen Little.
Dr. Richard Lane. Lane, who died in Yamashina, Kyoto Prefecture, on December 1, 2002, was one of the worldís foremost scholars of Japanese art, particularly the Ukiyo-e arts of the Edo period (1615ñ1868). Xiang Yu dreamed of traveling from her small Chinese village to Hawaii after she saw a television show featuring the islands' beaches two years ago. The 17-year-old's dream has come true thanks to a cultural program at Punahou School, and she hopes to learn surfing soon. "Hawaii people are very kind to me," said Yu, who arrived in Hawaii on Tuesday with two other students in Baojing Middle School. All three will join other international students to participate in a four-week summer program at Punahou School that helps them develop their English language skills and learn about native Hawaiian and American cultures. For 35 years the Pan Pacific Program has been assisting students from Japan, Europe, France, South Korea and India to help strengthen their language skills. Expenses for the three students from China were paid by organizations, private donors and a grant by the Freeman Foundation that provided $3,000 toward their housing and tuition expenses. The grant now enables students from disadvantaged economic backgrounds to participate in the program whereas in previous years, only students from well-to-do families took part in the program.

On July 25, 2005 more than 90 leading medical doctors, scientists, psychological researchers and treatment specialists released a public letter calling on the media to stop the use of such terms as 'ice babies' and 'meth babies'. This prestigious group agrees that these terms lack scientific validity and should not be used. Motivated by news coverage using alarmist and unjustified labels and new legislative proposals suggesting punishment rather than treatment, these leading doctors, researchers, and specialists collaborated to write a consensus statement requesting that media coverage of the subject and legislative proposals addressing it be "based on science, not presumption or prejudice". Members of the consensus group agrees: "The use of stigmatizing terms, such as 'ice babies' and 'meth babies' lack scientific validity, and that the use of such labels harms the children to which they are applied by lowering expectations for their academic and life achievements, discouraging investigation into other causes for physical and social problems the child might encounter, and leading to policies that ignore factors, including poverty, that may play a much more significant role in their lives."

HAWAII NATURE CENTER: HANDS-ON ENVIRONMENTAL EDUCATION
For more than 20 years it has taught children about this special place we call home. Established in 1981, the Hawaii Nature Center is a non-profit organization that has the sole purpose of spreading the environmental gospel to residents and visitors of the Hawaiian Islands. Almost entirely volunteer-operated, the center facilitates hands-on environmental education for school children, families and the general public. Emphasis is heavily placed on the importance of educating children. The idea is that what children learn today will help protect and preserve Hawaii tomorrow.
The center has two sites. The original field site is located on Oahu in Makiki Valley, just minutes from urban Honolulu , while the other is on Maui in Iao Valley. Utilizing the Makiki Valley field site, and additional remote field sites such as Pu'u Ualaka'a State Park and the Honouliuli National Wildlife Refuge, the Oahu location has grown from providing programs for 2,000 school children in 1981 to nearly 25,000 today.
