It's All About Choice Alternatives to Public School Education on Hawai'i Island by Hadley Catalano As the optimism of summer's vacationing children slowly fades into a cranky reality that school will be beginning soon, many parents cheer. Although the cheering may be quieted by the fact that this may be your fifth grader's last elementary school year - or maybe your high school sophomore doesn't fit in at her public school and wants to try something new.
Many parents, who once believed the aches and pains of choosing a school came after their child received a high school diploma, are now faced with the challenge sooner. The problems and frustrations that many Big Island residents feel towards Hawai'i public schools has caused many to consider alternative educational outlets for their children.
However, the decision to place a child into a boarding, private, or charter school, either close or far away from home is complicated. There is location to think about, class size, transportation, and, of course, finances. Making a selection from the wide variety of alternative educational institutions can be daunting and leave many frustrated with the endeavor of trying to pair their child with an appropriate school.
The Journal is here to help. In this article, we will be taking a peek at the three different types of alternative schools offered on the Big Island, and more in-depth looks at some choices in each category.

by Lorenz V. Schoff Larry Schoff is the national K-12 school sector coordinator for Rebuild America, a U.S. Department of Education program and an APPA strategic alliance partner. He is a member of APPA's K-12 Task Force and can be reached at lschoff@bellatlantic.com Our K-12 schools are facing some hard facts of life and difficult choices as we move into the 21st century. After decades of tight budgets and deferred maintenance, the need to repair and upgrade deteriorating and inadequate K-12 school buildings is painfully obvious all across the United States. At the same time, enrollment numbers continue to increase. The school-age population, which has grown steadily since 1990, is expected to continue to grow for the next decade. Changing times require new and more complex instructional programs, adding building, repair, and renovation needs in our schools. Federal mandates require schools to address issues such as indoor air quality, lead, disability and accessibility, radon, and asbestos exposure. A 1995 GAO report (U.S. General Accounting Office) estimates that about $112 billion (1994-95 dollars) is needed to repair or upgrade school buildings to good overall condition and to comply with federal mandates. About one-third of the 10,000 schools surveyed for the report needed extensive repair or replacement of one or more buildings; 60 percent of schools, many in otherwise adequate condition, reported at least one major building feature, such as heating, ventilation, or plumbing, in disrepair. In over half the surveyed schools (58 percent) at least one aspect of environmental quality, such as ventilation, heating, or lighting, was unsatisfactory. Based on these facts, the rebuilding of our nation's schools is a wise economic and political reality.

Certainly not school teachers, who can't afford to waste precious classroom time while students stare at a half-blank computer screen, waiting for a virtual museum tour to finish loading. But if all goes as planned, K-12 students in California may soon have access to an array of rich content previously unavailable to them due to the limitations of slow bandwidth.

John Morgridge will describe his experiences working with networking and schools, and comment on the key impacts he sees technology can make on teaching and learning for children and for the future. Then each of the four panelists will share a brief reaction to Mr. Morgridge's remarks coupled with their own insights based on their personal perspectives and experiences as international leaders in educational technology and reform. John P. Morgridge is currently Chairman of the Board of Cisco Systems, Inc. He joined Cisco Systems, the leading supplier of high-performance internetworking products, in 1988 as president and CEO and became chairman in 1995. Before joining Cisco John spent two years as president and chief operating officer of GRiD Systems, a private company building laptop computers that was sold to Tandy Corporation in July of 1988. Prior to that he worked in the computer industry for over 20 years. Mr. Morgridge holds an MBA from Stanford University and a BBA from the University of Wisconsin. He and his wife are active in the support of education. John currently is a director of Joint Venture Silicon Valley Network's initiative on improving K-12 education. He also serves as a director of the Wisconsin Alumni Research Foundation.

The project assessed the bioclimatic conditions within typical State of Hawaii Department of Education portable classroom buildings on the campuses of Waianae High School, Kaimuki High School, and Koko Head Elementary School. The team collected data on temperature, humidity, air flow, and light levels to determine comfort levels.
