August 31, 2005 Hawaii Schools Digital Media Grant Announcement The Hawaii Association of Independent Schools (HAIS) in conjunction with `Olelo and the Hawaii Educational Networking Consortium is proud to announce its third year of grant funding made available to Hawaii's emerging K-12 video producers and educators. For 2005 Hawaii Schools Digital Media (HSDM) competitive grants will range from $1,000 to $2,000 and are open to all public and private K-12 schools statewide who have the desire and expertise to develop or expand a digital media video program for their school. The award requires that a project produce original school-based video programming during the 2005-06 school year. It is important to note that the programming requirements do NOT ask that you produce a single program, but HSDM prefers multiple segments that total to your funding requirements.

Admission policy changed at Hawaii schools
August 3, 2005 HONOLULU A 117-year-old policy of admitting only Native Hawaiians to the exclusive Kamehameha Schools amounts to unlawful racial discrimination, a federal appeals court has ruled. Overturning a lower court, a panel of the 9th U.S. Circuit of Appeals in San Francisco ruled 2-1 Tuesday that the practice at the private school violates federal civil rights law even though the institution receives no federal funding. Gov. Linda Lingle called the decision "incredibly unfortunate," saying it underscores the need for a bill, pending in the U.S. Senate, that would grant federal recognition to Native Hawaiians. The Kamehameha Schools were established under the 1883 will of a Hawaiian princess to educate "the children of Hawaii." The admission policy was created to remedy the disadvantages suffered by Hawaiians after the overthrow of the Hawaiian monarchy. But the appeals court judges said they "do not read that document to require the use of race as an admissions prerequisite." About 5,100 Hawaiian and part-Hawaiian students from kindergarten through 12th grade attend the three campuses, which are partly funded by a trust now worth $6.2 billion. Admission is highly prized in Hawaii because of the quality of education and the relatively low cost.

A few larger schools plan to add grades or entire campuses to their rosters, new schools are opening and some schools are pushing to enroll students at pre-kindergarten and keep them until they head to college. But with no real growth projected anytime soon in private-school enrollment, independent school officials across Hawai'i are monitoring events that could change the long-stable business of private and religious school education. "The private schools have a great effect on each other," said Carmen Himenes, superintendent of Catholic schools. "We're such a small community. What one hand does affects the other hand. When a new school opens, it's going to affect all of us."

Talk of impending war underscores the need for the nation's first Buddhist high school, which will open in Honolulu this August with a focus on peace education, says Pieper Toyama, head of the school. Pacific Buddhist Academy, a college preparatory school, is enrolling its first class of ninth-graders, who will be housed on the campus of Hongwanji Mission School in Nuuanu. "We're going to go beyond developing happy, successful students," said Toyama, former headmaster of Parker School in Kamuela. "We're going to develop happy, successful students who make peace. Coming at a time like this, it makes even more sense." Toyama was named last week to head the school, which is affiliated with the Honpa Hongwanji Mission of Hawaii and will infuse Buddhist values into its curriculum. He taught and worked as an administrator at Honokaa and Hilo High schools and the University of Hawaii-Hilo before spending 12 years as Parker School's headmaster. "Peace education will cut across the entire academic curriculum," Toyama said. Students will learn conflict resolution and communication skills, he said, as well as values such as harmony, interdependence and community service.

Higher education in Hawaii is slightly more affordable than in the nation as a whole and schools here are slowly getting better at preparing students for college, according to a report released today. But there's a lot of room for improvement. According to a biennial study by the National Center for Public Policy and Higher Education, the chances of Hawaii young people enrolling in college right after graduation has dropped 12 percentage points over the last 10 years. A decade ago, about 44 percent of ninth-graders entered college four years later. Today, only about 38 percent go to college by age 19. The "Measuring Up 2004" study attributed the drop to a decline in the percentage of students graduating from high school. Overall, Hawaii's grades in five areas preparation, participation, affordability, completion and benefits are slightly below the nation as a whole, according to the report. Despite some improvements over the last decade, Hawaii's K-12 schools got a "C" grade for preparing students for college as compared with a "B-" for the entire country.
