Hawaii's Healthy Start Program, designed to strengthen families and prevent child abuse and neglect, is changing to address more complex problems facing today's families. A study by the Johns Hopkins Children's Center found that home visits and services provided by Healthy Start paraprofessionals developed family trust but did not prevent child abuse or reduce risk factors. Home visitors known as paraprofessionals are not required to have degrees, but must have 30 hours of basic training, shadow senior home visitors at the beginning and receive periodic training throughout the year. Loretta Fuddy, who oversees Healthy Start as chief of the state Health Department's Family Health Services Division, said the "very rigorous" Hopkins study used a higher definition of child abuse, such as harsh discipline.

David Fitz-Patrick, M.D., F.A.C.P., F.A.C.E.
Dr. David Fitz-Patrick was born, raised and educated in England. He obtained his medical degree from the University of Newcastle-upon-Tyne in 1974. Following an internship in Internal Medicine, Surgery, Obstetrics and Gynecology, he came to the United States where he completed his Internal Medicine training at the University of Maryland in Baltimore. He then spent 4 years at McGill University, Montreal, Canada, where he did his specialty training in Diabetes, Endocrinology, and Metabolism. Despite maintaining a busy medical practice, Dr. Fitz-Patrick has been active in medical research for much of the past 20 years. The results of his research have been published in prestigious medical journals around the world. His research has also been recognized by awards from the University of Newcastle-upon-Tyne, McGill University, The Juvenile Diabetes Foundation International, The American College of Physicians, Straub Clinic and Hospital, and the Straub Medical Research and Education Foundation. Community involvement has included service on the Board of Directors of the American Diabetes Association, Hawaii (including 3 years as President), the Juvenile Diabetes Foundation, Straub Medical Research and Education Foundation, the Council of the American College of Physicians, and the Hawaii Society of Internal Medicine.

The IRP-USDA Small Grants Program
The Institute for Research on Poverty at the University of Wisconsin-Madison, and the Economic Research Service of the U.S. Department of Agriculture sponsor a competition that provides small grants for research on poverty and food assistance programs. Three or four grants are offered for research during the academic year. Funded projects are discussed at a spring workshop convened by IRP. Projects funded for research in 2002-2003 include the impact of the WIC program on pregnancy, infant and child outcomes; an individual-level analysis of Food Stamp dynamics; a study of the effects of the National School Lunch Program on child obesity and development; and a study of the role of food assistance programs in helping food-insecure families with children avoid hunger.

RAIN National Public Internet is the technology and education program of Visible Light, Inc., a California non-profit 501c3 educational communications corporation based in Santa Barbara, California.
Visible Light, founded in 1978, began the RAIN Community Internet project in 1991, working in cooperation with the University of California, Santa Barbara and the National Science Foundation. RAIN was one of the first public Internet access programs in the United States.
RAIN is now in its 14th year of service as a Public Internet Network.
As a non-profit Internet system RAIN represents an important alternative to large Corporate owned telecommunications and Internet Networks. Diversity in our choice of Internet Provider as well as our choice of Web sites is essential if the Internet is to continue growing and evolving.

    We all have met or read about individuals who have grown up in undesirable family circumstances and yet, somehow, have been able to overcome barriers put before them. We hear their stories and wonder at the miracle of their transformation. It is sad to say that they are the exception. For every person who broke away from his disadvantaged situation, there are hundreds of thousands of Filipino children who did not beat the odds; born into a resource-poor household and living a life more deprived than their parents. Our vision for the children of Healthy Start is that Filipino children from poor, high-risk families will no longer fall behind their more advantaged peers because their parents, caregivers and communities provided a nurturing environment where they can grow, thrive, and learn. Healthy Start aims to eliminate the root causes of poverty, child abandonment, violence and destructive parenting practices by:
