Territory of American Samoa
Background American Samoa Environmental Protection Agency The American Samoa Environmental Quality Commission (ASEQC), was created in 1985 by Executive Order of the Governor. Technical, programmatic and enforcement activities are implemented for the ASEQC by the American Samoa Environmental Protection Agency (ASEPA). ASEPA maintains programs in water quality, drinking water, air quality, pesticides, solid waste, hazardous materials and waste, and public education. The agency and commission are under the Office of the Governor. For the past two years, ASEPA has also been the recipient of an Americorps grant and oversees the training and placement of 20 participants. The ASEPA is directed by Togipa (Tony) Tausaga, who oversees an ASEPA staff of about 20, including a former EPA Region 9 staff (Sheila Wiegman), who is presently on detail to ASEPA from the U.S. Geological Survey. ASEPA is the recipient of an annual EPA Consolidated Environmental Program grant (FY 98 budget is $1.6 million). A local budget of $85,000 is provided to support clean-up activities of Pago Pago Harbor. A continuing problem at ASEPA is the hiring and retainment of qualified staff. ASEPA, with the assistance of PIO, is in the processing of placing two IPA's with ASEPA this summer, to assist them with their water quality and underground storage tanks program.

The Empirical Development of an Early Child Maltreatment Prevention Program Neil B. Guterman, PhD The typical service path in child maltreatment begins after maltreatment has been suspected. However, by this point children frequently have suffered significant if not disastrous consequences. Family problems typically are entrenched and at a crisis point, and intervention, via the child protective services system, is usually involuntary, stigmatizing and often insufficient to overcome the depth of family problems associated with the maltreatment. A host of clinical interventions aimed at ameliorating child maltreatment and its effects, after families have already been identified as maltreating, has shown questionable empirical efficacy (Shuerman, et al., 1993; Rossi, 1992; Cohn & Daro, 1987). All the more concerning are the great social and economic costs of such "after the fact" services, particularly when the need arises to place a child out of the home. Preventive interventions, initiated before maltreatment occurs, offer the promise of servicing families proactively while at the same time alleviating the underlying conditions which appear to breed abuse and neglect. Early child maltreatment prevention programs typically service families in the home, targeting parenting skills and knowledge, and assisting families to link up with necessary resources and services, like health care for the young child or professional counseling for the parent(s). Early reports from Hawaii's "Healthy Start" program, currently considered the dominant program model in early child maltreatment prevention, have touted promising results: "Not a single case of abuse among the project's 241 high risk families (seen between 1985- 1988) had been reported since the demonstration began" (Breaky & Pratt, 1991).

The Doctoral Program in Clinical Psychology is designed to educate and train students to function effectively in a number of professional roles. Yes we work with students on intermediate to advanced levels, and utilized digital video analysis in all of our programs. Our 3-1 student to instructor ratio allows for almost personalized surf coaching. We group more advanced surfers together and pair them with an instructor and they will surf a peak of their own. Can I bring my own equipment?
